Open Session Minutes
October 26, 2021
MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE
A moment of silence was observed, followed by the Pledge of Allegiance to the Flag by the full
assemblage.
CALL TO ORDER
President Jeffrey A. Cline called the regular meeting of the Board of County Commissioners of
Washington County, Maryland, to order at 8:33 a.m. at 100 West Washington Street, Hagerstown,
Maryland, with the following members present: Vice-President Terry L. Baker, Commissioner
Wayne K. Keefer, Commissioner Randall E. Wagner, and Commissioner Charles A. Burkett.
CLOSED SESSION
Commissioner Wagner, seconded by Commissioner Baker, moved to convene in closed session at
8:33 a.m. to consider a matter that concerns the proposal for a business or industrial organization to
locate, expand, or remain in the State; to consult with counsel to obtain legal advice on a legal matter;
to consult with staff, consultants, or other individuals about pending or potential litigation, in
accordance with Sections 3-305(b) (4), (7), and (8) of the General Provisions Article of the Annotated
Code of Mary land. The motion passed unanimously.
In closed session, the Commissioners discussed a business development update concerning a
particular prospective organization; and a legal issue and dispute that could ripen into litigation.
Present during closed session were Commissioners Jeffrey A. Cline, Terry L. Baker, Wayne K.
Keefer, Randall E. Wagner, and Charles A. Burkett; also, present were John M. Martirano, County
Administrator; Kirk C. Downey, County Attorney, and Krista L. Hart, County Clerk. Additionally,
the following staff member was present at times: Jill Baker, Director, Planning and Zoning; Susan
Grimes, Director, Business Development; Kendall Desaulniers, Deputy County Attorney; Mark
Bradshaw, Director, Environmental Management; Dave Hays, Director, Emergency Services; Sheriff
Doug Mullendore; Brian Albert, Assistant Director, 911 Communications; and Captain Dan
Dushanko.
RECONVENE IN OPEN SESSION
Commissioner Baker, seconded by Commissioner Keefer, moved to reconvene in open session at
10:01 a.m. The motion passed unanimously.
JOINT MEETING WITH THE CITY OF HAGERSTOWN MAYOR AND TOWN
COUNCILMEMBERS
The Board of County Commissioners welcomed the City of Hagerstown Mayor and Town
Councilmembers for a joint session discussion.
Dave Hays, Director, Emergency Services; Brian Albert, Assistant Director, 911 Communications;
and Sheriff Mullendore, provided a presentation on the 911 Communications Center, to include
payment and staffing.

Mayor Emily Keller requested additional discussion on the matter of the Tax Differential for the City
of Hagerstown prior to discussing the 911 Communications Center. Councilmember Bruchey will
forward additional information on said matter, via email to Commissioners.
Mayor Keller requested the Board consider premium pay for firefighters who volunteered for the
County and did not receive the premium pay for COVID-19. Additionally, she touched on the letter
of support request from Senator Corderman for the City ofHagerstown's bum facility; Mayor Keller
requested that the Commissioners reconsider the matter.
Commissioner Keefer requested support for the Doleman Black Heritage Museum funding request
of the General Assembly. The Commissioner's and the City of Hagerstown Mayor and Town
Councilmembers reached a consensus to support.
Commissioner Wagner asked the City of Hagerstown Mayor and Town Councilmembers to
reconsider the support request for a helicopter at the Veterans War Memorial.
ADJOURNMENT
Commissioner Wagner, seconded by Commissioner Burkett, moved to adjourn the meeting at 11 :20
a.m. The motion passed unanimously.
