Open Session Minutes
August 10, 2021
MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE
A moment of silence was observed, followed by the Pledge of Allegiance to the Flag by the full
assemblage.
CALL TO ORDER
President Jeffrey A. Cline called the regular meeting of the Board of County Commissioners of
Washington County, Ma1yland, to order at 10:01 a.m. at 100 West Washington Street, Hagerstown,
Maryland, with the following members present: Commissioner Randall E. Wagner, and
Commissioner Charles A. Burkett (Vice-President Terry L. Baker and Commissioner Wayne K.
Keefer was absent).
APPROVAL OF MINUTES
Commissioner Burkett, seconded by Commissioner Wagner, moved to approve the minutes of
August 3, 2021. The motion passed unanimously (4-0, Commissioner Baker and Commissioner
Keefer was absent).
COMMISSIONERS' REPORTS AND COMMENTS
The Commissioners shared information on various events each attended throughout Washington
County.
Commissioner Wagner thanked all staff members involved in the Swim Clinic at the Marty Snook
Park.
President Cline congratulated Jonathan Hildebrand for obtaining the rank of Eagle Scout. He also
thanked all Emergency Responders who assisted with the fire in Boonsboro. Also, he discussed
the chain of command with employee grievances, although he supports employees following the
appropriate chain of command, his door is always open.
STAFF COMMENTS
Emergency Management
Tom Brown, Emergency Manager, provided the Commissioners with an update regarding the
rising numbers of positive COVID-19 cases and actions of the Emergency Management team.
Commissioner Burkett shared that the County should not be the determining factor in mask
requirements.
County Administrator
John Martirano shared that there will be a press conference at 2:30 p.m. today to announce the
fundraising event for the Public Safety Training Center.
Division of Emergency Services
Dave Hays, Director, also thanked the responders, both volunteers and career staff for the suppo1t
in the fire event yesterday. Additionally, he provided the Commissioners with an update on the
fundraising event for the Public Safety Training Center.

PROCLAMATION RECOGNIZING SEPTEMBER AS "FORGET ME NOT" MONTH
The Commissioners presented a proclamation to members of the Disabled Veterans Organization
(J.R. Arnold) recognizing September as "Forget Me Not" Month.
HAGERSTOWN COMMUNITY COLLEGEillIVISION OF EMERGENCY SERVICES
PARAMEDIC PROGRAM UPDATE
Dave Hays, Director, Emergency Services; Kevin Lewis, Director, Training/Quality Assurance,
Emergency Services; and Dr. James Klauber, President, Hagerstown Community College,
provided the Commissioners with information pertaining to program needs required for paramedic
level education opportunities in Washington County. Mr. Hays presented the option to assign the
Division of Emergency Services as the primary program host and to deliver instructional programs,
while HCC would serve as the academic credentialing platfmm.
Commissioner Wagner, seconded by Commissioner Burkett, moved to approve the plan as
presented. The motion passed unanimously (3-0, Commissioner Baker and Commissioner Keefer
was absent).
BUDGET TRANSFERS FOR THE DIVISION OF EMERGENCY SERVICES
Mr. Hays recommended approval of two (2) budget transfers for amounts of $294,994 and
$466,067.32 with the Division of Emergency Services to cover delays in delivery of the volunteer
firefighter personal protective equipment, a chase vehicle/equipment, and the cost associated with
the SAFER Grant firefighter wages, that are to be reimbursed through the SAFER Grant.
Commissioner Burkett, seconded by Commissioner Wagner, moved to approve the two (2) change
orders for the Division of Emergency Services, as presented. The motion passed 3-0
(Commissioner Baker and Commissioner Keefer was absent).
WASHINGTON COUNTY GAMING COMMISISON'S ANNUAL REPORT AND
FISCAL YEAR 2021 GAMING FUND ALLOCATION ANNOUNCEMENT
Susan Buchanan, Director, Office of Grant Management, and Kay Hoffman, Chair, Washington
County Gaming Commission, brought forth information pertaining to the Washington County
Gaming Commissions Annual report and FY21 funding decisions. Ms. Buchanan shared the
Gaming Commission Awards Over totaling $2,461,676.25 for distribution to local charitable
organizations and the Volunteer Fire and Rescue Associations.
INTERGOVERNMENTAL COOPERATIVE PURCHASE -INDUSTRIAL EQUIPMENT
FOR THE WASHINGTON COUNTY HIGHWAY DEPARTMENT (INTG-21-0061}
Brandi Naugle, Buyer, Purchasing; Zane Rowe, Deputy Director, Highway Department; and Jack
Reynard, Fleet Administration, Highway Department, recommended authorizing by resolution the
Intergovernmental Cooperative Purchase as indicated below and to utilize another jurisdictions
contract:
Item#l -four ( 4) new Mack Dump Trucks with Baltimore Potomac Trucks, Hagerstown, Maryland
(MD), Sourcewell Contract #060920-MAK, for a total sum of $877,976;
Item#2-two (2) Interstater Flail Mowers with Smith's Implements, Hagerstown, MD, Sourcewell
Contract #52417.AGI, for a total sum of$91,948;
Item#3 -one (1) Weiler P65 Paver with Carter Machine1y Company, Inc., Baltimore, MD,
Sourcewell Contract #02417-WLR, for a total sum (without trade-in) of $90,137;

Item#4 -one (1) Weiler P65 Paver with Carter Machinery Company, Inc., Baltimore, MD,
Sourcewell Contract #02417-WLR, for a total sum (with trade-in) of $80,637;
Item#5 -one (1) new 2021 Caterpillar 299D3 Track Loader with Caiier Machinery, Baltimore,
MD, Sourcewell Contract #032119-CAT, for a total sum (with trade-in) of $101,916;
Item#6 -one (1) new 2021 Caterpillar 299D3 Track Loader with Carter Machinery, Baltimore,
MD, Sourcewell Contract #032119-CAT, for a total sum (without trade-in) of$127,916;
Item#7 -two (2) John Deere 5100M Utility Tractors with Smith Implements, Inc., Hagerstown,
MD, Baltimore County Public Schools Contract #LKO-402-201-001, for a total sum of
$145,636.34.
Ms. Naugle stated that funds are budgeted in the Washington County Highway Capital
Improvement account 600300-30-20010 EQP042 VHCL00000 for Item#!, and 600400-30-20010
EQP042 EQPT00000 for remaining items.
Commissioner Burkett, seconded by Commissioner Wagner, moved to authorize by resolution the
Intergovernmental Cooperative Purchase INGT-21-0061, as detailed above and as presented. The
motion passed unanimously (3-0, Commissioner Baker and Commissioner Keefer was absent).

INTERGOVERNMENTAL COOPERATIVE PURCHASE -LINE STRIPING
CONTRACT (INTG-21-0065)
Ms. Naugle, Mr. Rowe, and Doug Levine, Traffic Supervisor, Highway Department,
recommended authorizing by resolution the Intergovernmental Cooperative Purchase (INTG-21-
0065) with Alpha Space Control Company, Inc., Chainbersburg, Pennsylvania (PA) utilizing the
Maryland State Highway Administration (SHA) contract for line striping of 1,647,655 linear feet
at $0.0789 a linear foot on various roads within the County, for a total ainount of$130,000. Funds
are budgeted in the department's account 515000-20-20050 for the services.
Commissioner Burkett, seconded by Commissioner Wagner, moved to authorize by resolution the
Intergovernmental Cooperative Purchase INTG-21-0065 with Alpha Space Control Co.,
Chainbersburg, PA, Inc. utilizing SHA contract, as presented. The motion passed unanimously (3-
0, Commissioner Baker and Commissioner Keefer was absent).

INTERGOVERNMENTAL COOPERATIVE PURCHASE -ONE (1) BOBCAT T76 T4
COMP ACT TRACK LOADER (INTG-21-0062)
Ms. Naugle, and Dave Mason, Deputy Director, Solid Waste, recommended authorizing by
resolution the Intergovernmental Cooperative Purchase (INTG-21-0062) with Bobcat,
Hagerstown, Maryland (MD) utilizing another jurisdiction's contract awarded by Sourcewell
(Contract #040319-CEC) for the lease/purchase of one (1) Bobcat T76 T4 Compact Track Loader
for a total cost of$74,053.20. Funds are budgeted in the department's account 535055-21-21020.
Commissioner Wagner, seconded by Commissioner Burkett, moved to authorize by resolution the
Intergovernmental Cooperative Purchase INTG-21-0062 with Bobcat, Hagerstown, MD utilizing

Sourcewell's Contract 040319-CEC, as presented. The motion passed unanimously (3-0,
Commissioner Baker and Commissioner Keefer was absent).

INTERGOVERNMENTAL COOPERATIVE PURCHASE-ONE (1) NEW/UNUSED 2022
FORD SUPER DUTY F-550 {INTG-21-0064)
Ms. Naugle, and Mark Bradshaw, Director, Environmental Management, recommended
authorizing by resolution, the Department of Water Quality to purchase one (I) New/Unused 2022
Ford Super Duty F-550 (DRW (XSH) XL 4WD Super Cab 168" WB 60" CA, Redding Body) for
a total cost of $66,248.12 and to utilize another jurisdiction's contract that was awarded by
Sourcewell, (Contract 120716-NAF) to National Auto Fleet Group of Watsonville, CA. Ms.
Naugle shared that funds are budgeted in the Department of Water Quality's Capital Improvement
Plan budget account 600300-37-40010-VEH007.
Commissioner Wagner, seconded by Commissioner Burkett, moved to authorize by resolution the
Intergovernmental Cooperative Purchase INTG-21-0064 with National Auto Fleet Group,
Watsonville, CA, utilizing Sourcewell' s Contract 120716-NAF, as presented. The motion passed
unanimously (3-0, Commissioner Baker and Commissioner Keefer was absent).

CONTRACT AWARD {PUR1507) TREATMENT FOR SUBSTANCE USE DISORDERS
AT THE DAY REPORTING CENTER
Rick Curry, Director, Purchasing, recommended approval to award contract PUR1507 for the
Treatment Substance Use Disorders at the Washington County Sheriffs Office, Day Reporting
Center in Washington County, Maryland, to the responsible proposer, Resolution Advocates, LLC,
Hagerstown, Maryland, in the amount of $92,500. Mr. Curry explained that renewal of this
agreement is at the discretion of the Washington County Sheriffs Office and is also contingent
upon the following: 1) the performance of the Contractor and 2) the goals/outcomes desired by the
Washington County Sheriffs Office; contract is for the initial term commencing on September 1,
2021, and end June 30, 2022, with an option to renew for up to four (4) one (1) year periods.
Commissioner Burkett, seconded by Commissioner Wagner, moved to approve the contract award
of PUR-1507 to Resolution Advocates, LLC, Hagerstown, MD in the amount of $92,500 as
presented. The motion passed unanimously (3-0, Commissioner Baker and Commissioner Keefer
was absent).
FORMAL APPROVAL TO ADOPT THE TEXT AMENDMENT, RZ-21-001, CALVERT
ENERGY
Travis Allen, Comprehensive Planner, Planning and Zoning, recommended authorization by
Ordinance to adopt the Text Amendment RZ-21-001 for Calvert Energy, as presented during the
Public Hearing on July 20, 2021.
Commissioner Wagner, seconded by Commissioner Burkett, moved to authorize by Ordinance the
adoption of the Text Amendment RZ-21-001 with Calvert Energy, as presented. The motion
passed unanimously (3-0, Commissioner Baker and Commissioner Keefer was absent).
