HomeMy WebLinkAbout12.09.1986December 9, 1986 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County, Maryland, was called to order at 9:00 a.m. by the President, Ronald L. Bowers with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey and Linda C. Irvin. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by John Hamburg, followed by the Pledge of Allegiance to the Flag by the full Assemblage. PRESENTATION OF PLAQUE TO JOHN R. SALVATORE Commissioner Ronald L. Bowers presented a plaque to former County Commissioner John R. Salvatore in appreciation for his four years of service to the County as County Commissioner and three and one-half years of service as State's Attorney. Mr. Salvatore expressed his gratitude for the presentation and said he enjoyed the opportunity to serve the people of Washington County. At this time Commissioner Snook arrived at the Meeting. CHILDREN'S COUNCIL Jone Thurmond, President of the Children's Council and other members of the Council appeared before the Commissioners to discuss their concerns and to update the Commissioners on their existing programs and on the new programs they wish to initiate in the near future; these new programs include corporate daycare, a youth awards program, and a peer advocacy program. Jone Thurmond agreed to put the Council's concerns and questions in written form for the Commissioners' further review. Commissioner Irvin, who will be appointed as the Commissioner representative for the Children's Council, will be attending their next meeting. BID AWARD - SNOWBLOWER Leigh Sprowls, Airport Manager, appeared before the Commissioners to answer any questions on the Airport Commission's recommendation to award the bid for the new snowblower to Idaho -Norland. Motion made by Commissioner Snook, seconded by Roulette to award the bid for a new snowblower for the Washington County Regional Airport to Idaho -Norland, the low bidder meeting specifications, in the amount of $133,250. Unanimously approved. APPOINTMENT TO CHILDREN'S COUNCIL Motion made by Commissioner Downey, seconded by Roulette to appoint Sylvia Bell to serve as a member of the Children's Council for a three-year term. Unanimously approved. APPOINTMENT TO PLUMBING BOARD Motion made by Commissioner Downey, seconded by Snook to appoint Michael Waugh, a registered Master Plumber, to fill the vacancy created by the resignation of Edward Anders, Jr. on the Plumbing Board for a term extending to January 31, 1988. Unanimously approved. ADOPTION OF PROPOSED HARRASSMENT POLICY Motion made by Commissioner Roulette, seconded by Snook to adopt the Harrassment Policy as proposed, which would include a policy regarding ethnic, racial, and religious harrassment as well as the sexual harrassment policy already in effect. Unanimously approved. ADOPTION OF PROPOSED POLICY REGARDING CRIMINAL BACKGROUND CHECKS Motion made by Commissioner Irvin, seconded by Snook to adopt the proposed policy on providing criminal background checks as required by the State of Maryland for all employees hired after October 31, 1986, who supervise or have direct, frequent contact with youth. Unanimously approved. APPOINTMENT OF COMMISSIONERS TO BOARDS/COMMISSIONS Motion made by Commissioner Roulette, seconded by Snook to appoint the following County Commissioners to serve on the designated Boards and Commissions: AIRPORT COMMISSION - Linda C. BUSINESS TRANSITIONAL (BT) TEXT AMENDMENT The Commissioners agreed to take the proposed BT - Business Transitional Zone text amendment to public hearing for inclusion in the Zoning Ordinance. LINE ITEM TRANSFER - ELECTION BOARD Motion made by Commissioner Downey, seconded by Roulette to approve of the transfer of $1100 in the Election Board budget from Office Supplies (15-413-000) to Automobile Allowance (15-457-000). Unanimously approved. AWARD TO S.T.A.P. CONTEST WINNER Commissioner Bowers presented Paulette Sprinkle, who was the winner of the contest to name the S.T.A.P. Program, with a $200 United States Savings Bond donated by George Turner of Turner Taxi Service who provides transportation for the Program. The winning entry was A.S.S.I.S.T. - Assistance in Special Support In Safe Transportation. AUTHORIZATION TO SIGN PAYROLL AND GENERAL DISBURSEMENT CHECKS Motion made by Commissioner Roulette, seconded by Irvin to authorize Ronald L. Bowers, President, and Joni L. Bittner, Clerk, to sign checks drawn on the payroll and general disbursement accounts of the County Commissioners of Washington County, with the First National Bank of Maryland being the depository of said funds. Unanimously approved. LINE ITEM TRANSFER - PARKS DEPARTMENT Motion made by Commissioner Downey, seconded by Roulette to approve of the transfer of $13,200 in the Parks Department Budget from Machinery & Equipment (78-482-000) to Vehicles (78-483-000) to pay for the new pick-up truck which was purchased. Unanimously approved. HAGERSTOWN JUNIOR COLLEGE RECREATIONAL/EDUCATIONAL FACILITY Dr. Norman Shea, President of Hagerstown Junior College, and William Clowser and Roger Fiery of their Board of Trustees, appeared before the Commissioners to update them on the status of the Recreational/Educational Facility. They informed the Commissioners that an architect for the project had been selected at their October board meeting to do a feasibility study. The architect will have a report within 45 days showing space requirements for proposed activities. The estimated cost for the new recreational facility is $4 million with an additional $1 million budgeted for the renovation of the existing gym high tech center. RECESS The meeting was recessed at 11:50 a.m. for a luncheon at the Board of Social Services. AFTERNOON SESSION The Afternoon Session was convened at 1:50 p.m. with President Bowers presiding with Vice President Roulette and Commissioners Downey, Irvin and Snook present. STATUS REPORT - SANITARY COMMISSION Washington County Sanitary Commission members presented a report on the status of their projects, including Halfway, Sharpsburg, Highfield, Maugansville/Orchard Hills, Martins Crossroads, Cloverton, Sandy Hook and the Gateway Industrial Park. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Roulette, seconded by Snook to convene in Executive Session at 2:25 p.m. in regard to personnel, property and litigation pursuant to the authority contained in Section 10.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Roulette, seconded by Snook to reconvene in Regular Session at 3:00 p.m. Unanimously approved. AIRPORT TERMINAL SITE SELECTION Leigh Sprowls, Airport Manager, and Edward Beale, representing Delta Associates, P.E., the consulting firm preparing the Airport Master Plan, appeared before the Commissioners to address site selection for a new airport terminal. Mr. Beale stated that they had considered several factors, including FAA restrictions, site limitations and land requirements, functional lay -out, expansion capacity, aesthics and image and cost. The advantages and disadvantages of four alternative sites for the terminal were also discussed, with the consultant recommending Site No. 4 on Showalter Road adjacent to the Fairchild bonding facility at a estimated cost of $3,850,000. SENATOR SARBANES' VISIT United States Senator Paul Sarbanes met with the Commissioners to discuss a variety of federal issues in which the County had an interest. The Commissioners in particular expressed their concern about general revenue sharing as well as the loss of manufacturing jobs as a result of foreign competition. At this time Commissioner Roulette was excused from the Meeting. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Downey, seconded by Snook to convene in Executive Session at 4:25 p.m. in regard to property and litigation pursuant to the authority contained in Section 10.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Irvin, seconded by Snook to reconvene in Regular Session at 4:45 p.m. Unanimously approved. AUTHORIZATION OF TRANSFER OF REAL PROPERTY - INDUSTRIAL PLASTICS Motion made by Commissioner Downey, seconded by Irvin to adopt the Resolution pursuant to Article 41 of the Annotated Code of Maryland authorizing the transfer of real property to Industrial Plastics Corporation from the Maryland Project, an Indiana Partnership. Unanimously approved. APPROVAL FOR PURCHASE OF FURNISHINGS - COMPANY 25 Motion made by Commissioner Snook, seconded by Irvin to appropriate up to $1500 to Company 25 for the purchase of furnishings. Unanimously approved. PROCLAMATION - YOUTH APPRECIATION WEEK Motion made by Commissioner Roulette, seconded by Snook to proclaim the week of January 12-16 as Youth Appreciation Week in Washington County.
