Th e neighbor h ood is defi n ed as that area 1/4 mile west of t h e subject property ,
1/2 mile east of the subject property , a nd extendi ng .4 miles north of the
Maugan s Avenue/Longmeado w Road/U .S . 11 i n tersectio n a nd e nding .7 mil es so uth of
the Maugan s Avenue/Longm eado w Road/U .S . 11 int ersectio n.

The Wa s hingt o n County Pla nn ing Commi ssio n took actio n at its regular meeti ng held
on Nov ember l, 1993 to recomm e nd approval of the rezoni ng of t wo parcels of
property, owned respectively by Larry a nd Candy Mun so n, a nd Willi am and Ir i s
Reeder , from RS -Reside n tial Suburba n to BT -Busi n ess Tran sit ion a . Th e
reco nun e ndation wa s based o n the Commi ssio n's opinio n that the applicant
substa ntiated that a cha nge in the char.acter of t h e n ei ghborh ood had occur~ed.
(c ) Population change i n the area of the proposed change .
The sub je ct property is l ocate d in Electio n Di stric t 27 . From 196 0 to 1970 , the
population of Electio n District 27 increased fro m 3258 to 5310 . It decreased
fro m 1970 to 198 0 to 5 ,069, and again fro m 1980 to 199 0 to 5 00 3 .
(d) Availabi li ty of p ubl ic facilities i n the area .
According to t h e adopted Wat er and Se werage Pla n for Washington Cou n ty , the
su bj ect sites are classified W-1 a nd S-l. Both public water and se wer are
currently available to both parcels and are l ocated i 1nm ed iat ely adjacent to the
properties in th e rig ht-of -way of u.s. 1 1. Fire prot ectio n is provided by the
Long1neadow Volunteer Fir e Com~any and emergency med ical service is provided by
the Maug a nsvil l e substation of the Community Rescue Se rvice. The closest County
Commuter. bu s route i s a l ong Pe nnsylvania Av enue with regularly sc h eduled service

rezo ning. Th e proposed rezo ning should h ave no effect on school e nr o llment.
(e ) Present a nd future transportat i o n patter.ns in the area .
The su bj ect properties have approxi ma t e ly 225 feet of fro n t footage on U.S . Route
11, and the Muns on property which is o n e of the parcels subject to this rezoni ng,
has 200 feet of footage along April Street which is a one-way street run n ing from
U.S. Route 11 to Spriggs Road. U.S. Route 1 1 is desig nated as a minor arterial
by the Wa s hington County Highway Plan and is expected to carry 5 ,000 to 25 ,000
ve hi cles per day. TraEfic counts indicate , as of 1986 , approxi mately 26 ,0 00
vehicles at the in t ersectio n of Pennsylvania Avenue and Lo ngmeado w Road before
the realignment of sa id i n tecsection . There ace no projects anticipated by the
State Consolidated Transportatio n Program for this area . The intersectio n of
U.S. 11/Maugan s Ave n ue/Longmeado w Road ha s just been upg raded by Washing t o n
Cou nty wi th geo metric and sig nal i mprovements that s h ould e nhanc e the level of
service for both east/west and north/sout h bou nd traffic.

(£) Compatibility with e xi st ing and proposed developm e nt in the area
i ncludjng indication of neighboring site s identified by the Washington County
Historic Sites Survey and subsequent revisions or updates.
The prop osed rezoning classification is con1patible with existing and proposed
development in the area. Since rezoning went into effec t, th ere have be e n
num erous rezonings in the neighborhood of the subject properties, namely of a
commercial nature . Most new development in the vicinity of this site and the
immediate neighborhood has been of a commercial nature . New dev e lopment has
occ urred o n parce l s rezoned from Residential to Comm er cial, and businesses
established on location s vacat ed by busin esses that have closed or relocated, or
at existing business es zoned commercial that have remodeled or expa nded . New
residential development has not occurred on Route 11 but has occurred in the
general vicinity of the s ubject proper.ties approxi mately .25 to .5 mile s to the
east along both the north and south side of Longm eado w Road. The following
hist oric site li sted o n the Washington Co unty Historic Sites Survey i s located
within a .5 mi le radius of the proposed rezoning. The site is not located on the
s ubject p roperty .

(g) Th e relations h ip of the property chang e to the Adopted Plan for the
Countv , Develop ment Analvsis Pla n Map and Policies .
Subj ec t propertie s are locat e d within the adopted Urban Growth Area boundary , and
the Comprehensiv e Pla n encourages developme n t within th e said Growth Area. The
Plan encourages high er densities of d e velopment in the comm e rcial sector to mak e
the most of i nve s tments in infrastructure . The re que s t presents no conflict with
the Comprehensive Plan. The parc e ls are of such a small size that t hey would
represent little if any growth .
(h) That there has been a substantial change in the character of the
neighborh ood wher e the orooertv is locat ed .
The Board of Cou n ty Commissioners finds that there has been a substantial change
in the character of the neighborhood where the property is located since the
Zoning Ordinance went into ef feet . Numerou s rezonings hav e occurred in the
immediate vicinity of. this property , in the neighb or hood, and most development
nas been of a commercial natur e . The proposed rezoning t o BT is fully compatible
~ith the n eig hborhood and provides a transition from residential development to
~ommercial development.

LUNCHEON AND MEETIN:G WITH BOARD OF EDUCATION
Th e Comm1 ss io n ers met wi th the Board of Education at North Hager sto wn High School
at 12: 15 p .m. Also present were Board of Education me mb ers B. Marie Byers ,
Kenneth Grove, Janic e Cirincione , and Thomas Berry , alo ng with Dr. Wayn e Gerse n,
Superi n tendent of Schoo l s .
Dr . Gersen reviewed the Capital I mpr oveme n ts Program for 1994 -95 . He stated that
the priorities are as follo ws : 1 ) Paramount Elementary Demolition and
Rebuildi ng; 2) Boo n sboro Elementa ry Sc hool -Addition a nd Renova tio n; 3)
Smithsburg High Sc h ool Renovation and Additi o n; 4) Salem Ave nu e Elementary Pre-K
addition; 5 ) Emm a K. Doub Elementary School Pre-K additio n; 6) South High
Reroofing; and 7) Co nococheague Eleme n tary Schoo l Reroofing . He ind i cated
that these project total $5 ,618 ,311 i n local funds of which some portions ha ve
bee n funded previously by the Cou nty i n the 1993 -94 budg e t . Dr. Gerse n stated
t h at in reviewing t h e CIP with th e I nt eragency Co mmi ttee (IA C ), they fou nd t h at
Eastern Elementary will not b e elig ible Eor any State fu nding . Th e Comm issioners
agreed that t h e y would commit $2.5 mill 'o n but did not fee l comfortable in
co mmi tting the future Board of Co unty Conuniss ioners to more t h an that a mou nt.
The Board prese nt ed the 1993 Maryland School Performance Report Card , and Dr .
Gerse n stated t h at Washington Cou nty is no w in t h e top 7 count i es in the Stat0.
The Commissioners co ngratulated a nd co mm e nd ed the teachers i nvolved a nd suggested
that a recept i o n be held to honor them . Also reviewed were the Legis l ative
posit i.ons for 1993-9 4 and proposed Goals for Ac h ieveme nt and Attainm ent of
Quality Education. The Commissioners also discussed the need for school health
services whi.ch are provided by the Heal th Depart ment , a nd asked that the Board
of Education discuss proposals with the Healt h Depart me n t to discuss at the next
joint meeti ng. The meeti ng wa~ set for January 18 at Smithsburg High School,
