Weed Control Prograrn for Wes tern Ma r.ylan d , met with the Commissioners to discuss the procedure for administ er ing the weed conti::-ol program for 1994. Commi ssio n e r Ro ul ette stated that the Co unt y wo uld like to have this p~ogram se t up for n ext y ear but e xp ressed concerns wi t h authority of the Co unty i n f und ing a nd hiring procedur es . After discussion of the concerns and pr oble ms e xp erienced during last y e ar 's pr ogca m, severa l options wera co nsi d ered . Commissioner Roulett e asked that the State get back to the County wit h wh at they would like t h e County to do with boo kk ee ping if t h e State ware to a d mini ster th e pr og ram a nd the County will mak e co n tac t wi th the m regardi ng wh at mod i ficatio n s t h ey wou ld like to see in the selectio n process Eor hir in g procedure s . HEALTH I NSURANCE OPOATE Alan Davis , Director of Pe rso nn el , and Fr an Smith , Benefits Coordinator, along Vli t h Ed Wuenschell of BGS&G , me t with the Con11ni ss io n ers regardi ng the Cou nty's health insurance program. Mr . Davis stated that t h e program ls in good shape , but he wan ted to advise the Commissioners of pot e n tial probl e m areas whi ch have been ide nti fied and possible reco n11n endat ions fo r Eu ture modificat i o n s. Mr.. Dav is su ggested that the County institute the following 3 c hang es at this time: 1) to i ncorpo rat e manda tory hospital pre-certification for in-patients; 2) to abolish the major medical reimburseme nt of prescript i on d r ug co-pa y; a nd 3 ) to increase employee paym e nt for prescription dr ugs to $5 for ge n er ic a nd $1 0 for brand nam e drugs . Motion mad e by Commissioner Snook, seco nded by Bowers , to in stitute the fol l o win g c h a nges to the County's healt h insurance policy : 1 ) to incocpo rate ma nda tory hospital pre-certification for in-patients; 2) to abolish t h e ma jor medical rei mbu rse ment of prescription drug co-pay; and 3 ) t o i n crease e mpl oyee payment Eor prescriptio n drugs to $5 fo r generic a nd $10 for brand nam e drugs , to become eff ective January 1, 1994. APPROVA L OF NAMES -RECLAMAT I ON LANDF ILL AND PARK Th e Commissioners agreed to name the n e w County par k o n Kemp s Mill Road, the Conococh e agu e Park , a nd to name the n e w recla matio n f ill, the Wa s hingto n Co unty Recla mation La ndfil l. CHANGES -LI CENS I NG FEES FOR ELE CTR I CI ANS Barry Teac h , Administrator , in for med the Commi ssio n ers t h at t h e n e w State l a w is now in effect regar d i ng lic e nse fees and reg u latio n s o n e l ectricia n s . He stated that the fees went fro m $30/year to $150/2 years a n d changed reg ul atio n s to req ui re t h at electricia ns o n a n inactive status wh o reactivate their ticensias mu s t take a n d pa ss anot h er writte n test . The Commission ers agreed to try to ha ve the lic e nse fee l o wered to $100/2 yea rs a nd asked Mr . Teach to me et with the Electrical Board Eor its reco mm endatio n. GRANT ACCEPTANCE -PRICE'S BRI DG E Motio n mad e by Co mmi ssio n er Snook , seco nded by Shank, to ac c ept a grant from the Bowman Foundatio n in the a mo unt of $7 ,012 to be used for restoratio n of Price 's Bridge . Unanim ous ly approved .
