The First Regular Meeting of the Board of County Commissioners of Washington County
for the 1986-1990 administration convened at 1:25 p.m. in the Meeting Room with the
following members present: Commissioners Ronald L. Bowers, R. Lee Downey, Linda C.
Irvin, Richard E. Roulette and Martin L. Snook.
ELECTION OF BOARD PRESIDENT
Motion made by Commissioner Roulette, seconded by Snook to elect Ronald L. Bowers
as President of the Board of County Commissioners for the 1986-1990 term of
office. Unanimously approved.
ELECTION OF VICE PRESIDENT
Motion made by Commissioner Irvin, seconded by Snook to elect Richard E. Roulette
as Vice President of the Board of County Commissioners for a period of two years.
Unanimously approved.
REAPPOINT COUNTY ADMINISTRATOR
Motion made by Commissioner Snook, seconded by Downey to reappoint Barry A. Teach
County Administrator for Washington County. Unanimously approved.
APPOINTMENT OF CLERK TO THE BOARD OF COUNTY COMMISSIONERS
Motion made by Richard E. Roulette, seconded by Martin L. Snook to appoint Joni L.
Bittner as Clerk to the Board of County Commissioners of Washington County for the
1986-1990 term of office. Unanimously approved.
At this time the Clerk to the Board of County Commissioners was sworn into office
by Dennis Weaver, Clerk of the Circuit Court.
PROMOTION TO PURCHASING AGENT
Motion made by Commissioner Downey, seconded by Irvin to promote Karen Luther to
Purchasing Agent for Washington County. Unanimously approved.
At this time, Kathryn Short, retiring Clerk to the County Commissioners,
congratulated Joni Bittner and Karen Luther on their new positions and hoped that
they would feel the same pride and sense of accomplishment she has felt over the
years while serving as Clerk and Purchasing Agent.
SALARY GRADE - CLERK & PURCHASING AGENT
Motion made by Commissioner Roulette, seconded by Snook to establish Grade 10, Step
A, as the salary for the positions of Clerk to the County Commissioners and
Purchasing Agent. Unanimously approved.
REAPPOINTMENT OF COUNTY ATTORNEY
Motion made by Commissioner Snook, seconded by Downey to reappoint David K. Poole,
Jr., to serve as County Attorney. Unanimously approved.
MOTION OF APPRECIATION - JAMES R. YOUNG
A Motion was made by Commissioner Roulette, seconded by Snook and unanimously
approved by the Commissioners to show their appreciation to James R. Young,
Director of Finance, for the fine work he continues to do for the County and for
the excellent working relationship he has with the County Commissioners.
RECESS
The meeting was recessed at 2:00 p.m. for the official pictures of the County
Commissioners to be taken.
CONVEYANCE OF PROPERTY - Morrin-Rocco
Leroy R. Burtner, Director of the Economic Development Commission, along with
Dennis Rocco and Norman Morrin of Morrin-Rocco, Inc., who have expressed an
interest in acquiring 2.4 acres in the Washington County Business Park, appeared
before the Commissioners to present their site plan and to answer any questions
which the Commissioners may have.
Motion made by Commissioner Roulette, seconded by Martin L. Snook to approve of the
sale of 2.4 acres in the Washington County Park to Morrin-Rocco, Inc. for the sum
of $20,000 as advertised. Unanimously approved.

REAPPOINTMENT TO WESTERN MARYLAND REGIONAL ADVISORY BOARD - FIRE & RESCUE
Motion made by Commissioner Snook, seconded by Roulette to recommend the
reappointment of Luther Grimes to the Western Maryland Regional Advisory Board of
the Fire & Rescue Institute in accordance with the recommendation of the Washington
County Volunteer Fire & Rescue Association. Unanimously approved.
SNOWBLOWER - WASHINGTON COUNTY REGIONAL AIRPORT
The Commissioners deferred action regarding a bid award for a snow blower for the
Washington County Regional Airport pending the receipt of additional information.
APPOINTMENT TO TRI -COUNTY COUNCIL & WESTERN MARYLAND CONSORTIUM
The Commissioners agreed to the appointments of Linda Irvin to serve on the Western
Maryland Consortium Board and R. Lee Downey to serve on the Tri -County Council.
SHERIFFS DEPARTMENT - PATROL OVERTIME BUDGET
James R. Young, Director of Finance, Lt. Ronald Norford, Patrol Division - Sheriffs
Department, and Sheriff Charles Mades appeared before the Commissioners to discuss
the problems with the overtime budget for the Patrol Division of the Sheriffs
Department. After lengthy discussion, it was decided to check into accounting
procedures to determine if a change could be made which would allow revenue
generated by the Sheriffs Department to go directly into their budget.
INTENTION TO CONVEY LAND - DAVID E. COLLINS
Motion made by Commissioner Roulette, seconded by Snook to convey all right, title
and interest in a 40' right-of-way which runs in a northerly direction for a
distance of 165', more or less, from a 15' alley to point south of Maryland Rt. 64,
to David E. Collins as advertised, with Mr. Collins paying all costs for advertis-
ing and deed preparation. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Snook, seconded by Downey to convene in Executive
Session at 2:45 p.m. in regard to personnel and legal matters, pursuant to the
authority contained in Section 10.508 of the State Government Article of the
Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Snook, seconded by Irvin to reconvene in Regular
Session at 3:20 p.m. Unanimously approved.
EMPLOY CLERK -TYPIST - PARKS DEPARTMENT
Motion made by Commissioner Snook, seconded by Downey to employ Felicia Hester in
the new position of Clerk -Typist for the Parks Department. Unanimously approved.
PROMOTION TO PROCUREMENT SPECIALIST
Motion made by Commissioner Roulette, seconded by Downey to promote Carolyn Sue
Schlossnagle to Procurement Specialist in the Purchasing Department to fill the
existing vacancy. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Roulette to adjourn at 3:25 p.m.
Unanimously approved.
