Washington Street, Room 2000 Hagerstown, MD 21740 June 12, 2025 Minutes of Gaming Commission Funding Hearing Members Present: Matt Schnebly -Chair, Mike Hansen -Vice Chair, Dawn Wintermoyer, Marilee Kerns, Selena Wilkes, Paul Crampton, Jr. and Michael Stanford Staff present: Maria Kramer -Director, Carsten Ahrens -Sr. Grant Manager, and Julie Mackereth I. Opening -Welcome Matt Schnebly -Chair called the meeting to order at 8:35 a.m. II. Citizens Participation None scheduled Ill. Approval of Minutes: February 20, 2025 A motion was made by Mike Hansen; seconded by Selena Wilkes to approve February 20, 2025, minutes as written; motion approved IV. Financial Report Director Kramer reviewed the FY2025 Gaming Fund Financial Report, it reflects a 4.27% decrease--approximately $89,000---in funding compared to this time last year. The final allocation amount will be announced at the Funding Workshop on July 9, 2025. V. Director's Comments Director Kramer thanked the Gaming Commissioners for taking the time to review the gaming applications and to attend the gaming funding hearings. Old Business • None VII. New Business 2025 Gaming Fund Hearings • Conduct of Hearings: The in-person 2025 Gaming Fund Hearings commenced at 9:00 a.m. Each organization was allotted 5 minutes to present their funding request and respond to any questions from the Gaming Commissioners. • Commissioner Attendance: At 1 :45 p.m., Commissioner Paul Crampton, Jr, was excused to attend a prior engagement. • Break and Conclusion: The Commissioners took a scheduled 40 -minute lunch break and the hearings concluded at 3:00 p.m. • Application Overview: o A total of 78 organizations submitted 89 requests for gaming funding. o Of these, only 75 organizations with 86 requests were deemed eligible for consideration. o The total amount requested by eligible applicants is $3,232,196.09. • Participation in Hearings: o 60 organizations signed up to participate in the hearings. o 2 canceled, 2 had emergencies, and 6 were no-shows. o Ultimately, 50 organizations attended and presented. VIII. Commissioner's Comments -This was an eye-opening experience for the new Commissioners, who were usually on the other side-presenting and requesting funding. XI.
