Washington Street, Room 1601 Hagerstown, MD 21740 Local Management Board Meeting Virtual Meeting Minutes January 17, 2025 Members present via zoom: Commissioner Jeff Cline, Sheriff Brian Albert, Kelli Tencer, Nedra Wingate -Dix, Susan Buchanan and Gerry McCarney Alternates present via zoom: Jeremy Jakoby - Chair, Brooke Kerbs, Linda Yale, Jared Blakeslee, Kwema Ledbetter and Damien Myers Staff present via zoom, Richard Lesh — Grant Manager, Carsten Ahrens — Sr. Grant Manager, Maria Kramer — Director, and Julie Mackereth I. Opening — Welcome • Jeremy Jakoby, Chair called the meeting to order at 9:00 a.m. He welcomed everyone. II. Approval of Minutes — November 15, 2024 A motion was made by Gerry McCarney, seconded by Kelli Tencer to approve the November 15, 2024, Local Management Board minutes as written. motion approved. III. Staff Report — Richard Lesh, Grant Manager • Introduced OGM Director— Maria Kramer • Introduced Senior Grant Manager — Carsten Ahrens • State Directors Meeting— was held on January 7th, the FY26 NOFA is scheduled to be released in mid -February with the deadline the end of April. All FY26 programs will be required to align with the ENOUGH Initiative. • YMA Reminder — Anyone can nominate a middle or high school student who shows outstanding leadership, are well rounded, with great academic achievements. If selected the nominee will receive a $100 gift card, a plaque and recognition at a BOCC meeting. IV. Finance Report — Richard Lesh, Grant Manager • FY25 Expenditure Report — FY25 Grant Expenditures report was included in each committee member's email. School Base Health Center (SBHC) and The Healthy Families are slightly behind on their spending. In October 2024, SBHC's request for a budget modification was sent to the state for approval. Their request was not for an increase or reduction, but to use current funding to cover invoices that were missed in their original budget. January 1, 2025, the state approved the budget modification. V. Local Care Team Report — KTA Advising Group, Kwema Ledbetter, reported 12 meetings is the target for FY25. So far, in the first half of FY25 they have completed 11. January to April when the team is not meeting with families, they will have cross training meetings internally with the local care team. Each member will give updates on their agency and discuss observations. Kwema shared, they have had Level 5 meetings. Level 5 children have IQ's less than 70, they have some dangerous behaviors and would need to be placed outside the home if possible. The members discussed the resources available, and the process needed to help with a particular demographic. They have a website wcict.org and distribute pamphlets. Currently one of their biggest challenges is getting satisfaction surveys back from families. The survey is sent out 30 days after the LCT meeting. With very little response rate from the survey, the team is working on a way to figure out anecdotally or informally if the child/families are getting the help they need. The LCT is exploring a framework to obtain survey information for results accountability. VI. Sub -Committee Reports • Community Planning & Review (CPAR) — Damien Myers, Sub -Committee Chair had nothing to report. He shared, WMC is interviewing for the Executive Director position, with a decision by the end of January. VII. Old Business — Richard Lesh — Grant Manager • ENOUGH Grant Update — ENOUGH grant awards were announced December 12`". San Mar our Track 3 applicant was awarded three million dollars. Horizon Goodwill, our Track 1 applicant did not receive any award. The ENOUGH Capacity Grant Funding ($186,500) was based on us having a Track 1 approved applicant. On the January 7th Governor's meeting, staff asked for guidelines as to where and how the $186,500 can be spent. Staff is hoping to have that information before our next LMB meeting in March. The funding has a spending deadline of the end of June. Staff will be meeting (later today) with a small group of LMB's from other Counties for suggestions of how they are planning to spend their award with having the same situation. • Maria Kramer, OGM Director, had a meeting with the GOC regarding our Track - 1 applicant not being funded. She shared; we could still fund a portion of that Track -1 applicants project with the ENOUGH grant. VIII. New Business — Richard Lesh — Grant Manager • FY2026 NOFA — Due to be released in mid -February. With new guidelines from the GOC, there will be system changes as well as requiring programs to align with the ENOUGH result areas- ending childhood poverty and increasing economic mobility. The NOFA application deadline is April 30th. The GOC is starting a new system to allow staff to do their reporting electronically through a specified on-line application. • Letter of Support for The Washington Counts Mental Health Authority— Carsten Ahrens- Senior Grant Manager shared, a draft of this letter from Brooke Kerbs (Director of Child and Adolescent Services) was included in each member's packet. The Letter of Support is for the FY26 Community Support Partnership hub capacity building grant from the Certified Healthcare Research Compliance (CHRC). A motion was made by Linda Yale; seconded by Susan Buchanan to approve the letter of support for The Washington County Mental Health Authority FY26 Community Support Partnership hub capacity building grant from the CHRC; motion approved. Abstaining from this vote: Brooke Kerbs — Director of Child and Adolescent Services Kelli Tencer — Serves on the Advisory Board for WCMHA IX. Community Roundtable - Members present shared their updates. X.
