Washington Street, Room 1601 Hagerstown, MD 21740 Gaming Commission Minutes Meeting held virtually via Zoom October 28, 2024 Members Present via Zoom: Matt Schnebley -Chair, Mike Hansen -Vice Chair, Marilee Kerns, Dawn Wintermoyer, Paul Crampton, Jr. and Michael Stanford Members Absent: Selena Wilkes Staff present via Zoom: Kelcee Mace (Washington County Chief Financial Officer) and Julie Mackereth I. Opening -Welcome Matt Schnebley -Chair called the meeting to order at 11 :05 a.m. Michael Stanford is our newest Gaming Commissioner. II. Citizens Participation None Scheduled Ill. Approval of Minutes: July 17, 2024 A motion was made by Paul Crampton, Jr.; seconded by Mike Hansen to approve, July 17,2024 minutes as written; motion approved. IV. Financial Report Kelcee reviewed the FY2025 Gaming Fund Financial Report. She reported, currently YTD gaming revenue is $634,003.61; this amount is 9.24% lower than this time last year. Matt Schnebley -Chair, called for a motion to accept the current financial report as is, Mike Hansen motioned: seconded by Marilee Kerns: motion approved. V. Director's Comments 100 West Washington Street, Room 1601 I Hagerstown, MD 21740-4885 IP: 240.313.2040 I Hearing Impaired: 7-1-1 WWW.WASHCO-MD.NET Kelcee shared; she is in the process of hiring a Grant Management Director. An offer has been accepted by Maria Kramer who is currently the CEO of Hagerstown YMCA. She is expected to join the county in December. Kelcee, also shared, the Sr. Grant Manager position which is also opened she hopes to have filled by December as well. VI. Old Business • None VII. New Business • Election of Officers: Nomination of Chairperson -Paul Crampton, Jr. nominated Matt Schnebley, seconded by Marilee Kerns. There were no other nominations. Matt accepted the nomination. Nomination of Vice-Chairperson -Marilee Kerns nominated Mike Hansen, seconded by Paul Crampton, Jr. There were no other nominations. Mike accepted the nomination. By unanimous vote, the Commissioners elected Matt Schneb/ey as Chairperson for the Gaming Commission 2024-2025 term. Matt Schnebley abstained from voting. By unanimous vote, the Commissioners elected Mike Hansen as Vice-Chairperson for the Gaming Commission 2024-2025 term. Mike Hansen abstained from voting. Matt Schnebley, the newly elected Chairperson presided over the meeting, he turned the meeting over to Kelcee. Kelcee reviewed the upcoming tentative meeting dates for 2023-2024 term. ► Thursday, February 20. 2025 @ 3:00 pm. -2025 Funding Cycle Application Review and Approval. TBD if meeting will be zoom or in person. ► Thursday, May 81 2025 @ 3:00 pm. -Application Distribution and Instruction ► Thursday, June 12, 2025, 8:30 am-5:00 pm.-Funding Hearing /Workshop- In person meeting. ► Thursday, July 10, 2025, 8:30 am -3:00 pm. -Funding Workshop/ Allocations - In person meeting. ► August TBD -Report to County Commissioners VIII. Commissioner's Comments -None stated. XI.
