A workshop meeting of the Board of County Commissioners of
Washington County, Maryland, was called to order at 9:00 a.m. by
President Gregory I. Snook with the following members present:
Vice President William J. Wivell, and Commissioners John C.
Munson, and Doris J. Nipps.
BUDGET WORKSHOP
The Commissioners heard FY 2004 budget requests from the
following departments: Health Department - $1,806,164;
Department of Social Services - $153,879; and Commission on
Aging - $400,494.
Capital Improvement Fund Budget
Rodney Shoop, County Administrator, presented three funding
options for various borrowing levels. Option 1 outlined a
borrowing level of $8,985,890 to include $2,800,000 in
additional revenues from a transfer tax (.25%) and an excise tax
($0.75). Option 2 included a borrowing level of $9,860,890 and
additional revenues of $1,650,000 from a transfer tax (.25%) and
an excise tax ($0.25). Option 3 showed a borrowing level of
$10,085,890 and additional revenues of $2,400,000 from a
transfer tax (.25%) and an excise tax ($0.75). The
Commissioners also discussed proposed cuts.
Commissioner Wivell stated that he would agree to an $8 million
funding level with no additional revenues from excise or
transfer taxes. Commissioner Snook asked staff to include an
option showing the full capital funding requests for Hagerstown
Community College of $1.8 million and the Board of Education at
$5.6 million. Commissioner Munson agreed to a $5 million
borrowing level with no additional revenues proposed from an
excise or a transfer tax. When the Commissioners could not
reach a consensus on the funding options presented, they agreed
that they would each present options for consideration at
Tuesday’s meeting. Mr. Shoop stated that he hopes to have a
consensus on the borrowing level at that meeting so the staff
can move forward with the budget.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Nipps, seconded by Wivell, to
convene in closed session at 11:47 a.m. to consult with staff to
discuss pending and potential litigation and consult with
counsel to obtain legal advice, in accordance with Section 10-
508 of the State Government Article of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN OPEN SESSION
Motion made by Commissioner Wivell, seconded by Nipps, to
reconvene in open session at 12:09 p.m. Unanimously approved.
In closed session, the Commissioners consulted with counsel to
obtain legal advice on one (1) matter and consulted with staff
to discuss pending and potential litigation. Present during
closed session were Commissioners Gregory I. Snook, William J.
Wivell, John C. Munson, and Doris J. Nipps. Also present at
various times were Rodney Shoop, County Administrator; Richard
Douglas, County Attorney; John Martirano,
Assistant County Attorney; Joni Bittner, County Clerk; Robert
Arch, Director of Planning & Community Development; and Gary
Rohrer, Director of Public Works.
ADJOURNMENT
Motion made by Commissioner Munson, seconded by Wivell, to
adjourn at 12:09 p.m. Unanimously approved.
