HAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION
Minutes of the Open Meeting
April 11, 2024
The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday,
April 11, 2024, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room,
18434 Showalter Road, Hagerstown, Maryland.
Commission members present: Rob Ferree (Chair), Austin Colby (Vice Chair), Curtis Berry,
Samuel Cool, Randal Leatherman, and ex-Officio County Commissioner Randall Wagner.
County staff members present included Andrew Eshleman (Director of Public Works), Neil
Doran (Airport Director), Gene Bolanowski (Airport Operations & Security Manager), Jonathan
Horowitz (Director of Business Development), Giselle Butt (Administrative Assistant) and
David Douglas (Office Associate).
CALL TO ORDER
Rob Ferree called the meeting to order on April 11, 2024, at 3:07 pm.
CITIZEN’S PARTICIPATION
None. No visitors were in attendance.
APPROVAL OF MINUTES
Motion made by Mr. Leatherman and seconded by Mr. Colby to approve the minutes of the
March 21st, 2024, meeting. The motion passed unanimously.
AIRPORT DIRECTOR’S REPORT
Neil Doran, Airport Director, provided his report including updates on the placement of
Allegiant advertisements on the windows of one County Transit Bus starting on April 11th.
Mr. Doran has been invited to the Bulls and Bears restaurant in downtown Hagerstown on May
1st for a dinner hosted by the Maryland Chamber of Commerce. The Maryland Statewide
Aviation Economic Impact Study is underway and full participation by all HGR tenants is being
encouraged. The Fiscal Year 2025 (FY25) airport budget presentation was held on April 9th
before the Board of County Commissioners (BOCC). There will also be a public hearing to
follow on May 7th with information on proposed airport fees for FY25.
On April 29th, HGR expects to host Delegate Wivell and perhaps as many as fifteen other state
representatives from the western part of the state. Presentations will be made about the airport
and economic developments in Washington, Allegheny, and Garrett counties.

An update and partial replacement of the awning located on the front of the airport terminal
should be completed within the next two weeks. Mr. Doran is attending the JumpStart Air
Service Development conference in Washington, DC in May. This should bring opportunities to
meet along with our Volaire Consultants the following carriers: Landline, Allegiant, and
Southern Airways Express. Also, there is potential for a meeting with representatives of United
Airlines, Skywest, and the Air Service Development staff at the Metropolitan Washington
Airport Authority (MWAA).
The Terminal roof repair project is also expected to start in May. Additional decals and signs are
planned for aircraft vehicles. Advertising opportunities exist for local companies’ interest in a
3’x 5’ double sided sign space at the baggage carousel area. An older airport maintenance truck
was sold for $15,200.00 on Govdeals. The airport is purchasing a zero-turn mower which has
been budgeted for in this fiscal year. The admin staff has also undertaken Title VI and
Disadvantaged Business Enterprise (DBE) training. The airport is working on a Memorandum of
Agreement (MOA) with Sierra Nevada Corporation (SNC) regarding Aircraft Rescue &
Firefighting (ARFF) services.
AIRPORT OPERATIONS REPORT
Mr. Bolanowski, Airport Operations and Security Manager, reported HGR provided standby
services March 29th through March 31st in support of movements by the President of the United
States (POTUS). Airport badge issuance is under way for workers participating in the Taxiway F
rehabilitation project as this should begin in the coming weeks. In a separate project, the 90%
design state meeting for the Taxiway C Object Free Area project was also held. We are working
with the Federal Aviation Administration (FAA) for plan approval for our airport sign and
marking layout. Construction for the Taxiway C is scheduled to start in August 2024. The annual
“Re-badging” process is ongoing. HGR expects the FAA’s annual Part 139 inspection during the
week of May 28th through May 30th, 2024.
Staff is working to develop a Title VI plan which includes updates to our overhead audio
announcements in the terminal to include the Spanish language. Effective May 1st, the
Transportation Security Administration (TSA) has proposed eliminating the Law Enforcement
Officer Reimbursement Agreement Program (LEORP) among other programs that benefit the
security needs of airports. AAC members discussed the expected increases in local costs for
Sheriff’s department staffing here at HGR.
Staff is working with Newton & Associates, Inc. on an application to be submitted to the FAA
for the resumption of Passenger Facility Charge (PFC) collections here at HGR. We are hopeful
that we should be able to begin collecting PFC fees by the end of 2024. Mr. Bolanowski has been
invited to the Tri-annual drill to be held at the Washington-Dulles International Airport. This
should be a good opportunity to observe another airport’s emergency response measures under
various scenarios.

Ms. Smith was unable to attend the meeting. No update given.
COUNTY COMMISIONER UPDATE
Mr. Wagner needed to leave the meeting early. No update given.
BUSINESS DEVELOPMENT UPDATE
Mr. Horowitz needed to leave the meeting early. No update given.
CLOSED SESSION
Motion made at 4:00 pm by Mr. Colby and seconded by Mr. Berry to enter closed session to
consider a matter that concerns the proposal for a business or industrial organization to locate,
expand, or remain in the State. The motion passed unanimously.
RE-ENTER OPEN SESSION
Motion made at 4:48 pm by Mr. Colby and seconded by Mr. Berry to reenter open session. The
motion passed unanimously.
AAC MEMBER UPDATES
Mr. Colby commented on the Hagerstown Aviation Museum’s upcoming event schedule
including the 2024 Wings and Wheels event in September, a Military Vehicle Association event
on May 3rd and the first Open Airplane Day for the season to be held on April 20th.
