County Commissioners. 12 Noon, Western Sizzlin’ Steakhouse, Halfway Blvd.

1. The mee�ng began with the approval of the minutes of the last mee�ng.
New Business:
2. Meghan Jenkins passed out DRAFT COPIES of the Implementa�on element of the Washington
County Comprehensive Plan.We need to review “Goal 6” and make recommenda�ons. Meghan
is in charge of the mapping aspects of county zoning and the historic districts. October 31 marks
the end of the first round of public comment on the document.
3. Demoli�on permits process update: Meghan directed us to the parts where under demoli�on,
there were now some ‘brakes’ in place on the demoli�on permi�ng process, and also they have
added links on the website to local architectural salvage opera�ons.
4. There will be a Smithsburg Public Comments mee�ng on Oct. 6.
5. The HPAC members will forward comments to Ralph Young and submit them as a body, however,
we can also individually comment as ci�zens on this as well.
Old Business
6. Membership on the commitee: The Commitee is limited to 15 members at present. 4 names
were fwd. by the county from the website. Jus�n Bedard, of Raven Rock Rd. was a name, but he
is now on the County’s Historic District Commission.
7. Meghan Jenkins noted that we could post a call for members/ opening on the commitee on the
county website.
8. Meghan will also be coordina�ng the USA 250th / 2026 commemora�on in the county.
9. We need representa�on from Boonsboro and Mauganville area on the commitee if possible so
that our representa�on is more balanced.
10. 2024 Frye Preserva�on Awards These were discussed as poten�al candidates-
• Boonesborough Museum of History (Bast Museum) – community advocacy (?)
• Adap�ve Reuse—Mennonite School Building at rt. 40/ near NW corner of Huyets Crossroads. –
adap�ve re-use
• Port 44 Williamsport downtown Wiliamsport, providing funding (adap�ve re-use or advocacy?)
• Ritchie Revival – Dan Crumpo�ch (recognizing ‘first phase’, opening of the Ritchie Museum and
the re-use of several of the historic buildings. ) adap�ve re-use.
11. Some discussion as to whether or not we have nomina�ons in all categories, or if we should
make an excep�on and give more than one award for adap�ve re-use since some are certainly
worthy, and �mely to recognize, but no resolu�ons on this. Members will need to fill out
nomina�on forms SOON.
12. Replacement of historic stone mile marker Rt. 40 west of Hagerstown—s�ll being completed.
13. Mo�on to Adjourn 1:30 pm.
