November 18, 2022
Members present via conference call/zoom: Linda Yale, Deena Holder, Eric Gaines,
Heather Guessford, Tiffany Rexrode, Brooke Grossman and Dennis Whitmore
Alternates present via conference call/zoom: Jeremy Jakoby, Derek Getic, Brooke Kerbs,
Kelli Tencer, Jared Blakeslee and Damien Myers
Staff present via conference call/zoom: Susan Buchanan and Nicole Phillips
I. Opening — Welcome
• Linda Yale, Chair called the meeting to order at 9:02 a.m. She welcomed
everyone.
II. Approval of Minutes — September 23, 2022
A motion was made by Derek Getic; seconded by Brooke Grossman to approve
the September 23, 2022 Local Management Board minutes as written; motion
approved.
III. Staff Report
• FY22 Annual Report — Nicole reviewed the Washington County Collective Impact
Annual Report that was included in each committee members email. She read a
brief overview of the revenue secured, funds spent and vendor result. She reminded
the numbers may change once the state has completed our official audit.
• Nicole shared, staff will be returning $45,729.81 to the state in unspent funds.

IV. Finance Report
• FY23 Expenditure Report — Nicole reported, the Juvenile Justice Diversion
Program has submitted their first invoice. All vendors are on track with their
spending.
V. Local Care Team Report — LCT Coordinator — Dr. Courte Van Voorhees was unable
to attend.this meeting. He sent his summary to staff to review. Nicole will be
reporting on his behalf. She shared, Courte and Potomac Case Management did a
presentation to Washington County Law Enforcement about the LCT and how
law enforcement could connect with them along with Potomac Case Management
presenting the Juvenile Justice Diversion Program.
VI. Sub -Committee Reports
• Community Planning & Review Committee — Dr. Courte Van Voorhees, Chair -
unable to attend meeting, Nicole reporting on his behalf. Discussion will be under
new business.

VIII. New Business
• Spending Patterns and Funding Returns - Susan reported, discussion at the
CPAR meeting was focused on vendor spending patterns resulting in funding
returns to the state. This was due to spending trends and COVID-19 spending
streams over the past few years. Our goal is to spend all funding allocated to us
from the state. The CPAR committee is recommending a one-time budget
modification for this year only. Western Maryland Consortium advised staff they
are unable to spend all of their funding. Staff reached out to The Family Center
asking if they could use additional funding. The Family Center stated they could
use additional funding for support program services. Once approved by this
committee the recommendation will be sent to the state for final approval.
• A motion was made by Dennis Whitmore; seconded by Brooke Grossman to
approve CPAR Committee's budget modification recommendation to award the
one-time allocation of $17,000 to The Family Center; motion approved

• A motion was made by Heather Guessford; seconded by Derek Geticfor
