MINUTES OF THE HISTORIC DISTRICT COMMISSION FOR WASHINGTON COUNTY November 1, 2023 The Washington County Historic District Commission held its regular monthly meeting on Wednesday,
November 1, 2023 at 7:00 p.m. in the Washington County Administration Complex, 100 W Washington
Street, Room 2001, Hagerstown, MD.
CALL TO ORDER AND ROLL CALL
The Chairman called the meeting to order at 7:00 p.m.
Commission members present were: Greg Smith, Chairman, Lloyd Yavener, Michael Lushbaugh, Vernell
Doyle and Justin Bedard. Staff members present were: Washington County Department of Planning &
Zoning: Meghan Jenkins, GIS Coordinator and HDC Staff member.
MINUTES
Motion and Vote: Mr. Yavener made a motion to approve the minutes of the October 4, 2023 meeting
as presented. The motion was seconded by Mr. Lushbaugh and unanimously approved.
NEW BUSINESS
11609 Kieffer Funk Road [SP-23-037]
Ms. Jenkins presented a site plan for a proposed solar generating system on property located at 11609
Kieffer Funk Road. The solar array will contain 26,416 panels and 47 inverters as well as a 7 foot fence.
This property is split with zoning designations of RT (Residential Transition) and A(R) (Agricultural Rural).
The solar array is proposed on the portion of property zoned A(R) which is outside the Growth Area. There
are no historic resources adjacent to the proposed solar array; however, there are a few historic resources
close by. None of these sites are eligible for the National Register. There is a family cemetery on the parcel
which contains the dwelling; however, it is not close to the proposed solar arrays.
Discussion and Comments: Mr. Bedard asked if an archeological survey was required by MHT. Ms. Jenkins
said there were no comments regarding an archeological survey included in MHT’s comments but she will
follow up on this question.
Mr. Smith noted there has been a lot of controversary surrounding this project in the past. Ms. Jenkins
stated neighbors were concerned about the visual impacts to their properties. Members noted that most
of the historic structures are surrounded by significant tree cover. The standard note on the plan that the
property contains historic resources is sufficient.
12440 Burkholder Lane, Lot 1 for Martin Property [S-23-058]
Ms. Jenkins presented a subdivision plat for the Martin property located at 12440 Burkholder Lane. A
warehouse and connecting road to Northpoint Development is proposed on Lot 1 (123+/- acres) with the
remaining lands containing the Kershner-Burkholder Farm (MIHP I336).
Discussion and Comments: Ms. Jenkins noted that the County may require the developer to allow space
on the site for future connections to other roads. There was a brief discussion regarding the HP overlay
on the dwelling. Ms. Jenkins stated that was suggested during the preliminary consultation and a letter
was sent to the property owner. Ms. Jenkins noted that during the Dickinson Farm site visit there was a
cemetery mentioned on one corner of the subject property. She will check if an archeological survey will
be completed. Mr. Bedard suggested that an evaluation for National Register eligibility should also be
conducted. The standard note indicating historic resources on the remaining lands should be included on
the subdivision.
OTHER BUSINESS
Staff Report
• Staff Reviews - Ms. Jenkins provided a written summary.
• 2024 Meeting calendar – Ms. Jenkins presented a draft calendar for the 2024 HDC meetings. The
only date of concern was the July 3rd meeting. Members stated they were fine with that date.
• The election of officers will be held during the December meeting. Mr. Yavener will not be in
attendance at that meeting; however, he is willing to continue to serve as the Vice-Chair, if
nominated and elected.
• The draft CLG Annual Report will be available sometime in December. Ms. Jenkins asked members
to please send any training certifications received during the past year and any updated resumes
to her.
• Ms. Jenkins is trying to organize a historic subcommittee to participate in the 250th celebration
committee. She has reached out to the Washington County Historic Society for their participation.
To date, she has two participants from the HAC, Rachel Nichols from HCWHA, Rebecca Conrad
from the Conococheague DAR, Dennis Frey, Kathryn Mackey from the Western Maryland Room
at the Library, and David Wiles with Clear Spring Historic Society. She has also contacted a
representative of the Antietam DAR.
• Historic Resource Tax Credit Ordinance Update – Ms. Jenkins stated the County Attorney is
planning to have his questions and comments back to her next week.
• CAMP Training – Ms. Jenkins announced that CAMP training for next year is scheduled on
February 20th and 21st from 5 to 8:45 pm both evenings. Topics will include: Legal Basics Meeting
Procedures, Standards and Guidelines for Design Review, Community Outreach Alternative
Materials, and Commissions and Local Building Code. This will be a virtual training with other
participants from Maryland and West Virginia.
ADJOURNMENT
Mr. Lushbaugh made a motion to adjourn the meeting at 8:00 pm. The motion was seconded by Mr.
Yavener and so ordered by the Chairman.

Your property located at 1004 The Terrace in the City of Hagerstown contributes to a qualified
area (WA-HAG-136, Oak Hill District) for the County’s Historic Property Tax Credit. Our office received
your application and has had time to review the information presented. The application will not be
complete and presented to the HDC for approval and determination of credit amount until work is
completed and the following items have been provided:
1. Please forward the Certificate of Appropriateness resulting from a permit and review by the
City of Hagerstown for Design Review for properties in a Historic District. If not required,
please provide a memo from the City of Hagerstown stating such.
2. Any related inspection records from permitted activities for the work should also be
supplied.
3. Please forward any additional detailed quotes as well as invoices/receipts upon completion
of work.
4. Once the project is completed, please provide AFTER photos. Our office will keep these
photos and cannot return them. We do have the BEFORE photos already provided for our
records.

outbuildings, fill in basement, remove driveway
pavement and sidewalks
Applicable Law and Review Criteria:
The Historic District Commission shall review demolition permits using the Review Procedures
adopted by the Board of County Commissioners as amended on July 17, 1990. “The policy does not
provide for approval or disapproval of the demolition permit. These permits are issued solely on the
basis of meeting technical requirements of applicable code.”
The review criteria for demolition permit is the same as the evaluation criteria in the Washington County Design
Guidelines for Historic Structures.
1. The application shall be approved by the HDC if it is consistent with the following criteria:
A. The proposal does not substantially alter the exterior features of the structure.
B. The proposal is compatible in character and nature with the historical, cultural, architectural, or
archeological features of the site, structure, or district and would not be detrimental to achievement
of the purposes of Article 20 of the County Zoning Ordinance.
C. The proposal would enhance or aid in the protection, preservation and public or private utilization of
the site or structure, in a manner compatible with its historical, archeological, architectural, or
cultural value.
D. The proposal is necessary so that unsafe conditions or health hazards are remedied.
E. The Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic
HISTORIC DISTRICT COMMISSION
Buildings and subsequent revisions are to be used as guidance only and are not to be considered
mandatory.
2. In reviewing the plans for any such construction or change, the HDC shall give consideration to and not
disapprove an application except with respect to the factors specified below.
A. The historic or architectural value and significance of the site or structure and its relationship to the
historic or architectural value and significance of the surrounding area.
B. The relationship of the exterior architectural features of the structure to the remainder of the
structure and to the surrounding area.
C. The general compatibility of exterior design, scale, proportion, arrangement, texture, and materials
proposed to be used.
D. Any other factors, including aesthetic factors, that the Commission deems to be pertinent.
3. The HDC shall be strict in its judgment of plans for those structures, sites, or districts deemed to be
valuable according to studies performed for districts of historic or architectural value. The HDC shall be
lenient in its judgment of plans involving new construction, unless such plans would seriously impair the
historic or architectural value of surrounding structures.
Staff Report:
The structure is listed on the Maryland Inventory of Historic Properties as part of the Ravenswood
Heights Historic District (WA-I-887) which was surveyed as part of the Southern Boulevard Phase 1
documentation in 2011. Ravenswood was marked for NR eligibility by both the preparer and MHT for
Criteria A for its association with the Hagerstown (electric) Railway and as an example of a 20th Century
suburban development. It was also noted that Criteria C was applicable for the bungalow and Colonial
Revival style houses within in it. The documentation did not result in a National Register district being
created nor is the Ravenswood Heights area a Historic District Commission review area for exteriors.
The structure of 1244 Frederick Street sits along the east side of Frederick Street and the SE quadrant
of the traffic circle which is the current terminus of Southern Boulevard. The main house has some
visibility from Frederick St. which is largely obscured by trees. During the pre-construction of Southern
Boulevard Phase 1, this structure and its property were acquired by the County. It was not demolished
at that time nor can access to Frederick Street be provided due to the construction of Phase I removing
viable access to the home. A revised entrance was not permitted due to access spacing requirements
and the lack of right of way from adjacent owners. It has therefore been vacant for 12+ years. The
structure is described as “Brick bungalow with gabled dormer. Flemish bond brickwork at front. Two
bays with three-part front window with 4 vertical panes over 1. Art deco-influenced entrance with
sidelights and transom. Square porch posts on brick piers. Ca. 1925.” (MIHP Ravenswood WA-I-887) The
rear of the structure has a one-story frame addition. There are a few outbuildings of cinderblock and
frame construction including a garage. The interior of the structure appears largely intact with original
moldings, doors, paneling, bannisters, flooring, radiators and a built-in. An Asbestos, Lead Based Paint,
and Regulated Materials Assessment was conducted in January of 2024 and results were provided
which indicate the presence of some materials which require a contractor licensed to remove. Asbestos
was found in some insulation materials and caulking while Lead Paint was found in mostly the exterior
of the main building and the outbuildings. The building also appears to have some water damage due
to a roof failure and/or unsecured windows. The County intends to plant trees over a portion of the
property not needed for right of way.
HISTORIC DISTRICT COMMISSION
Staff Analysis:
While there are currently no final plans for Southern Boulevard Phase 2, this property falls into the
approximately 150’ right of way seen previously in Phase 1’s construction. As Phase 2 (by others) moves
forward in the drafting of plans, the demolition of this building is unlikely to be avoidable to meet
necessary site distance and design components. There is no viable access to the property to have
continued use. The property has had several reports for vagrancy which have been addressed by
ensuring the building envelope is locked at ground levels, however, they still occur causing concerns for
property owner liabilities. The removal of this building, due to its existing minimal visibility, will have
little impact to the surrounding landscape.
Staff Recommendation:
Recommend support of this demolition permit (2024-00586) for 1244 Frederick Street for the reasons
stated in the staff analysis with the following additional conditions:
1. The County has not bid the services for demolition of the property yet. It is recommended that
the bid stipulate that all salvageable materials including exterior bricks, moldings, windows,
doors, paneling, radiators and any other materials the contractor deems salvageable be
removed from the property prior to the remainder being demolished. A contractor qualified to
handle selective demolition and dispense of the materials to a proper source for their reuse
should be included in the language as well. This should be a standard policy for the County
moving forward for all structures but especially those older than 50 years.
2. Staff also recommends that there be a thorough assessment of the County’s buildings which
have been/will be acquired to ensure that they are properly secured at all times and utilize the
mothballing methods detailed by the National Park Service Preservation Brief #31 –
Mothballing of Historical Buildings. This is especially the case for buildings older than 50 years.
3. Staff also recommends that Ravenswood Heights documentation be revisited for potential
National Register nomination at a later date with the Historic District Commission, Maryland
Historical Trust and affected property owners.

Letter Report: Asbestos, Lead Based Paint, and Regulated Materials
Assessment, 1244 Frederick Street, Hagerstown, MD;
Project No. 231228-4
Dear Ms. Klinefelter,
Norman Creek Environmental (NCE) was retained by Wallace Montgomery to
perform an asbestos, lead based paint, and regulated materials inspection of the
above referenced site to include:
• Asbestos Containing Materials (ACM),
• Lead-Based Paint
• Other Regulated Materials, and
The Site is a residential building with two floors above grade and a below grade
basement. The structure is approximately 1288 square feet above grade and was
constructed in 1935, according to State Department of Assessment and Taxation
records.
The purpose of this inspection was to identify ACM, lead-based paint and other
regulated materials at the above listed property.
This inspection included the entire building. No access limitations were determined
at the time of the assessment.
Asbestos Containing Materials
William Montley (MDE Accreditation #230003591) conducted the asbestos
inspection and sampling at the Site. The purpose of this inspection was to identify
asbestos containing materials (ACM) that may be regulated by NESHAP / Maryland
during renovation or demolition activities. Regulated ACM (RACM) must be removed
by a Maryland Licensed Asbestos Contractor in accordance with COMAR 26.11.21, if
the RACM will be impacted by renovation or demolition activities.

A total of 49 samples were collected and shipped January 11, 2024, via UPS to SanAir
Technologies for analysis using polarized light microscopy (PLM). A total of 76 PLM
analyses were completed due to material layering. Bulk Asbestos Sampling Data,
Quantification Data, and Laboratory analysis reports and chain of custody forms are
attached to this report.
Sampling and analysis identified the following materials as ACM:
Asbestos Containing Thermal System Insulation (RACM)
• TSI Pipe Insulation and Fitting Insulation (35-65% Chrysotile)
• Flue Mud at Chimney Brick (25% Chrysotile)
Asbestos Containing Surfacing Materials (RACM)
• None
Misc. Friable* Asbestos Containing Material (RACM)
• None
Non-Friable ACM (may become RACM during renovation or demolition)
• Exterior Building Caulk (3% Chrysotile)
Refer to attached data sheet for approximate quantities of identified asbestos.
The asbestos containing pipe and pipe fitting insulation and the flue mud is
considered a RACM and is required to be removed by a Maryland Licensed Asbestos
Contractor in accordance with COMAR 26.11.21. It should be noted that demolition of
interior walls that may contain hidden and buried reservoirs of asbestos containing
pipe and pipe fitting insulation was not conducted as part of the assessment. NCE
recommends that prior to demolition of the building, the Contractor should open wall
and ceiling cavity areas to confirm hidden and buried asbestos pipe insulation is not
encountered. In the event asbestos pipe and pipe fitting insulation is found within
wall or ceiling cavities, the ACM should be removed prior to demolition activities
beginning.
The Exterior Building Caulk is considered a Category I Non-friable asbestos. Category
I Non-friable asbestos may remain in a building during demolition. All debris
associated the demolition that may contain Category I Non-friable asbestos can be
disposed of as construction debris in a landfill that accepts Category I Non-friable
asbestos.
* * Substances are referred to as being “friable” if they can easily become airborne, thus enabling them to become
respirable (able to enter human lungs), posing an inhalation health hazard.

Lead-Based Paint
The purpose of the LBP inspection was to gain a general understanding of whether
LBP is present in the painted surfaces at the Site, and if so, what types of components
contain LBP. Representative interior and exterior painted components were selected
for testing at the discretion of the NCE Inspector.
NCE’s William Montley conducted XRF analyses using a SciAps X-550 PMI XRF
analyzer.
Prior to and subsequent to each inspection event, “validation checks” were performed
to ensure that the XRF measurements taken during the inspection truly reflect lead
levels at the inspection sample points. NCE performed validation check
measurements on the National Institute of Standards and Technology (NIST)
Standard Reference Material using the nominal 1.0 milligram per cubic centimeter
(mg/cm2) paint film. In accordance with the manufacturer’s recommendations, each
validation check was a 20-second nominal sample of the NIST Standard Reference
Material. All validation check readings were within this range.
A total of 82 XRF readings were taken during the inspection. All XRF readings are
provided as an attachment to this report (“XRF Sampling Data”). Readings with an
upper limit of greater than 0.70 mg/cm2 are considered “positive”. Each different
component type found to be positive is listed here:

Based on the assessment, it appears that no interior components were found to
contain lead-based paint in the Main House. Several exterior components were
identified as containing lead based paint on the Main House and Garage Building.

Contractors impacting surfaces containing lead must adhere to OSHA’s Lead in
Construction Standard (29 CFR 1926.62). Lead-containing materials should also be
sampled and analyzed using the Toxicity Characteristic Leaching Procedure (TCLP)
with lead analysis to ensure proper waste segregation and disposal (40 CFR 261.24
and COMAR 26.13.02.14).
Other Regulated Materials
NCE conducted the inspection of “other regulated materials” as follows:
Fluorescent Tubes (Mercury)
Mercury is used to generate light in all fluorescent lamps. When electric current
passes through mercury vapor, the mercury emits ultraviolet energy that passes
through the phosphor coating producing light.
Mercury-containing lamps are considered to be hazardous waste unless tested using
the Toxicity Characteristic Leaching Procedure (TCLP). The TCLP test simulates
landfill-leaching conditions; specifically how much mercury will leach out of the
waste when exposed to typical landfill conditions. If the leachable amount of mercury
is equal to or greater than 0.2 mg/l, the waste is classified as hazardous waste.
Disposal of mercury-containing lamps may be managed under the 1995 Universal
Waste Rule (UWR). The UWR reduces requirements for generators of certain widely
used hazardous wastes including batteries, pesticides, thermostats and fluorescent
lamps (added in 1999). Generators may dispose of mercury-containing hazardous
lamps under the UWR if they do not exceed certain monthly disposal limits. The UWR
reduces costs by streamlining requirements such as: obtaining and EPA ID #, labeling,
storing materials on site, responding to releases, training personnel, and tracking and
transporting waste.
A visual inspection of the entire building was conducted to identify the presence or
absence of fluorescent lamps. A lamp-by-lamp count was not conducted; rather
quantities of fluorescent lamps are estimates based on observations and professional
judgment.
There are approximately 15 fluorescent tubes in the building and garage.
Refrigeration Systems (Chlorofluorocarbons):
Chlorofluorocarbons (CFC) are organic compounds, used as refrigerants. DuPont’s
brand name for CFC is “Freon”. CFCs are also used as propellants and solvents. The

concern related to CFCs is their capacity for atmospheric ozone depletion, when
released.
Section 608 of the Clean Air Act regulates CFCs. These CFC regulations are
comprehensive and cover all aspects of CFC use, handling and disposal. That said, it
is important that disposal of all CFC-containing equipment adheres to requirements
outlined by Section 608 of the Clean Air Act.
A visual inspection of the entire building was conducted to identify equipment that
may contain CFCs (e.g. equipment with refrigeration systems in place such as air
conditioning units, vending machines, chillers, refrigeration units). Visually
Identified items are listed below:
• No CFC containing equipment was noted.
Fluorescent Light Ballasts (PCBs)
Processing and use of polychlorinated biphenyls (PCB) was banned in 1979 in the
United States. Prior to that, PCBs were commonly used as insulators in electrical
equipment because they have a high tolerance to heat, do not burn easily and are not
explosive.
Fluorescent light ballasts manufactured before 1979 may contain PCBs. Ballasts
manufactured on or after 1979 that do not contain PCBs should be labeled “No PBCs”.
If a ballast is not labeled “No PCBs”, it should be assumed to contain PCBs.
Ballasts known or assumed to contain PCBs should be removed, transported and
disposed of in accordance with Maryland and EPA guidelines for handling PCB
hazardous waste.
A visual inspection of the entire building was conducted to identify the presence or
absence of fluorescent light ballasts in the building. Approximately 5 fluorescent light
ballasts were identified during the inspection. A portion of these ballasts were
checked for PCB’s, each ballast checked was not labeled “No PCB’s”. The ballasts
should be assumed to contain PCB’s unless labeled as containing No PCB’s.
Thermostats & Thermometers (Mercury):
Certain thermostats contain mercury switches used to turn heating and cooling
systems on and off. The mercury is contained in a small glass ampoule. Most mercury
thermostats were made between 1953 – 1990.
Mercury-containing thermostats are considered to be hazardous waste. Disposal of
mercury-containing thermostats may be managed under the 1995 Universal Waste
Asbestos, Lead Based Paint, and Regulated Materials Assessment 6 | Page

Rule (UWR). The UWR reduces requirements for generators of certain widely used
hazardous wastes including batteries, pesticides, thermostats and fluorescent lamps.
Generators may dispose of mercury-containing hazardous thermostats under the
UWR if they do not exceed certain monthly disposal limits. The UWR reduces costs by
streamlining requirements such as: obtaining and EPA ID #, labeling, storing
materials on site, responding to releases, training personnel, and tracking and
transporting waste.
A visual inspection of the entire building was conducted to identify the presence or
absence of thermostats.
No mercury containing thermostats were noted.
Petroleum Products
Small quantities (ie: quart size oil containers) of oil, and other petroleum based
products are considered HHW and can be disposed of or recycled at an approved
citizen drop off treatment of recycling facility according to MDE. Larger quantities
(ie: 50 gallon drums) must be disposed of at separate facilities licensed to accept
larger quantities of these items.
The below listings are all oil, and petroleum based products identified in the building.
Small quantity items can be disposed of at approved citizen drop off centers while
large quantity items will need to be transported by a licensed shipper, and disposed
of at a regulated facility.
Petroleum Product/ Oil / Lubricants
• Two quarts of Automatic Transmission Fluid were noted in the Garage
Fire Suppression Equipment
Office buildings typically contain fire suppression equipment such as chemical fire
extinguishers or fire suppression systems. In areas where important documents are
stored buildings will sometimes have chemical gas fire suppression systems to avoid
sprinkler systems destroying documents in the event of a fire.
Dry chemical Fire Extinguishers (Multi-Purpose ABC rated) typically contain sodium
bicarbonate, or potassium bicarbonate. While these chemicals are non-hazardous
pressure in the extinguishers must be released prior to disposal. For a building with
a large amount of these fire extinguishers a certified safety company should be
contracted to dispose of the extinguishers if they will not be re-used, or re-filled.
• No dry chemical fire extinguishers were noted.

Household Hazardous Waste
Household Hazardous Waste (HHW) is defined by USEPA as “Leftover household
products that contain corrosive, toxic, ignitable, or reactive ingredients. Products,
such as paints, cleaners, oils, batteries, and pesticides that contain potentially
hazardous ingredients require special care when you dispose of them”.
The below listed items were identified during the visual inspection of the building,
and meet the criteria for household hazardous waste. These items must be disposed
of at a treatment or recycling facility which is certified to accept specific types of
household hazardous waste.

NYELAP Disclaimer:Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and
similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or
treated as non-asbestos containing.

the Potomac Edison Company (301-582-5210). Prior to the demolition of this project, please contact these agencies directly to
determine if their approval is necessary. MDE requires a Notice of Intent to Demolish form to be filled out by the owner or
demolition contractor and emailed to demomde@maryland.gov. A blank form can be obtained from the following link

previously commented on the proposed undertaking by letter dated 17 April 2023. We are writing to continue consultation and provide additional information in accordance with Section 106 of the National Historic Preservation Act and the Maryland Historical Trust Act of 1985, as appropriate. As previously established, the Town of Smithsburg proposes a streetscape project along East Water Street that involves sidewalk and storm drain improvements, replacement of the water main system, and lining or replacement of the sewer main system along Water Street from Veterans Park to Smithsburg Pike (MD 64). The project is partially located within the Smithsburg Historic District (MIHP No. WA-IV-259). This historic district was determined eligible for listing in the National Register of Historic Places in 2004 and contains 162 properties dating to the nineteenth and early twentieth centuries that contribute to the significance of the district. Your recent letter inquired about the relevance of a stone arch culvert located in the vicinity of 23 East Water
Street. We have reviewed the photographs included with your project materials and consulted existing survey documents in our archives. East Water Street was established around 1813-1814 with major alterations during the 1870s to the elevation of the road in the immediate vicinity of the culvert. It is likely that the culvert dates to one of these 18th century campaigns. Since it still retains modest integrity, the Trust believes that the stone arch culvert contributes to the significance of the historic district. Alteration of the structure in a manner inconsistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties could result in an adverse effect finding for this project. To continue the Section 106 consultation for this undertaking, please submit the following information:
• Please indicate all federal or state funds/permits/involvement to confirm that the project is subject to
Section 106 regulations and/or MHT Act.
• Please provide a more detailed description of the proposed project and include preliminary plans when
available. Be sure to highlight areas of disturbance and specify the proposed streetscape materials (i.e.,
sidewalk, retaining walls, vegetation removal and replacement, etc.). Please endeavor to replace areas
of brick sidewalk in-kind.

property or any interest in property by purchase, gift, or condemnation to acquire, 21
construct, or maintain a railroad line, if the county commissioners: 22
[(1)] (I) determine, by resolution, that the railroad line will help preserve 23
and attract industry and promote economic growth in the county; and 24

[(2)] (II) solicit bids and hold a public hearing in the same manner as 1
required for other public property in the county. 2
[(b) (1)] (2) (I) If the State builds or acquires a railroad line in 3
Washington County, the County Commissioners of Washington County may contribute a 4
reasonable amount toward the cost of the railroad line from the general funds of the county. 5
[(2)] (II) Before the county commissioners spend money under this 6
subsection, the county commissioners shall comply with the requirements for acquisition of 7
property for a railroad under [subsection (a) of this section] PARAGRAPH (1) OF THIS 8

The United States 250th Historic Subcommitee for Washington County held its regular monthly mee�ng
on Monday January 29th, 2024 at 11:00 a.m. in the Washington County Public Safety Training Center,
18350 Public Safety Place, Community Room, Hagerstown, MD.
Members Present: David Wiles, George Messner, Jefferson Boyer, Rachel Nichols, Rick Hemphill
Staff: Washington County Department of Planning & Zoning: Meghan Jenkins, GIS Coordinator and HDC

Discussion
Buildings and the power of place from the 250th Field Guide were discussed at this mee�ng. Members
were prompted in varying ways to elicit responses regarding this topic. Some of these prompts included:
What are some buildings or places of importance during the founding period? What Federal, State and
Local proper�es are important for the public? What geographic characteris�cs are unique or important
or have changed? What hasn’t been expanded upon or promoted regarding buildings/geography in the
past or is unfinished research/projects?
Poten�al Building/Research Projects for collabora�on:
1. Fort Frederick Focus:
a. 3rd Barracks building reconstruc�on at Fort Frederick was not completed with the
bicentennial. While State owned, a collabora�on with the County to complete the
project or host archaeology at the fort would be beneficial for ci�zens.
b. The African American schoolhouse reconstruc�on project (Nathan Williams African
American Heritage Walking Tour (maryland.gov)
2. South Mountain Inn:
a. This was recently purchased by the State. Determina�on of plans and whether they
will come to frui�on and can be �ed to the 250th planning and tour efforts.
3. Building to the le� of the Miller House (WCHS) is up for sale and would provide addi�onal
exhibit space and an anchor for celebra�ons/collec�ons on loan for the 250th.

4. Crea�on of a park, parks programming or upgrade/addi�on to parks themed with the 250th

a. Washington visited Fort Frederick at least 2 �mes as documented. The CSHD has
discussed commissioning an ar�st’s rendering/print to show him walking into the
fort.

a. Hundreds were formed on sections of land with 100 "taxables" (males, age 16 and
older and male and female slaves, age 16 and older). Unoccupied land could be
included in these 'tracts' and each was given a distinct name and had a constable
assigned to keep order, much like later Sheriffs. When first established, it probably
consisted of a greater area, but as time passed and the population increased, more
Hundreds would be established from it and the old Hundred would decrease in size.
(This may well be similar to the townships one finds in Pennsylvania today.) These
Hundreds were later replaced with districts which usually were named after the town
it included and/or a district number. In 1777, tax assessments were made on the
value of the real and personal property of the head of the household and the
"taxables" method was no longer used. The Hundreds were gradually phased out
and Districts replaced them.

8. The impacts of early land patents and poten�ally displaying those patents at an exhibit
space to highlight the family names and the way they re-shaped the geography and what the
land was used for. This could �e into the Clerks for the County, County Courthouse coming
later, the structure of “government” at the �me. The first clerk being Otho Holland Williams
(Williamsport) and where/what documents were at the �me legal documents.
9. Expand on the history of the naming of the County. Who were the par�cipants in the
pe��on for naming and highlight the �ming of it being named “Washington” so early a�er
the declara�on was signed. This may �e into the land patents and legal documents
discussion because some records may be at Annapolis in the hall of records there as local
Court House wouldn’t have some of the earliest documents.
10. Highlight the Furnaces/early industry. These were basis for large land patents and had
families associated with them which are important to the County’s history. Forges were
important for muni�ons in war effort.
