Community Organization Funding Committee (COFC)
October 11, 2023
Members present: Lee Downey Vice-Chairperson, Jeannette Dan, David Yohman,
Shannon McKinley and Dr. Boyd Michael
Staff present via zoom: Rachel Souders -Chairperson, Nicole Phillips, and Julie Mackereth
I. Opening-Welcome
• Rachel called the meeting to order at 3:00 p.m. Lee Downey being the only
returning committee member, Rachel asked each new member to introduce
themselves.
II. Approval of Minutes -February 8, 2023
• A motion was made by Lee Downey; the only returning committee member to
approve the February 8, 2023, minutes as written: motion approved,
(new members) consensus vote.
Ill. Citizen Participation
• No request to participate.
IV. Receipt of Communications
• None received.
V. Report of Chairperson
• Rachel provided a folder packet that included COF by-laws, the 1-108 non-profit
list of eligible organizations, the FY2025 application, budget narrative and
guidelines. Rachel reviewed the pu rpose and explained the process of COF
funding.

VII. New Business
Election of Vice-Chairperson of the COF Committee
o Accept nominations -Rachel reminded the committee that the Director of
Grant Management is the non-voting standing chair. The Vice-Chairperson
would conduct the meeting in her absence.
David Yohman volunteered to be Vice-Chairperson.
o Conduct election -running unopposed, the COF committee unanimously
elected David Yohman Vice-Chairperson.
• Review of 1-108 List additions -Rachel explained the process for organizations
to be added on the 1-108 list. She also reviewed new additions to the list
included in each member's packet.
o Hospice of Washington County
o Douglas G. Bast Museum
o Mason-Dixon Council of Boy Scouts of America
o Education Foundation of Washington County Public Schools
o Friends of Kc
o Jonathan Street Community Outreach Center
o CASA of Western Maryland
o Liberation, Inc.
These organizations are now eligible to apply for COF funding.
Review the BCCs Service Priority Areas and funding parameters for FY 2025
Rachel shared that capital and operating expenses continue to be eligible for
funding. The BCC has made $1,000,000 available for allocations. She reviewed
the service priority areas and their funding amounts.

Rachel informed the committee that they have the ability if needed to move up
to 20% from one service priority area to another.
Fiscal Year 2025 application review and process -_Rachel included in each
members packet a copy of the FY2025 application. She gave an overview of the
process and what the members should expect. Rachel shared, on November 3,
2023, applications will be released on the county website. To be considered for
allocations the organizations must have their application and all requirements in
the OGM by 3pm on December 6, 2023.
• Confirm COF Committee important dates.
o Friday, December 15, 2023 -Hard copies and binders available for pick-up.
o Scoresheets due Wednesday, January 24, 2024 -by 4:00 p.m.
o Workshop in person -Monday, February 12, 2024, from 9am to 2pm.

• Rachel thanked all the members for their time and willingness to be on the COF
committee.
IX. Adjournment
Lee Downey motioned; seconded by Jeannette Dan; to adjourn the meeting; motion
approved @ 3:40 p.m.
