at 7:0 0 p .m. to h ear testimony regarding proposed rezoning ame ndments RZ-93-12
and RZ-93-14 . Pr:esiding at the h eari ng were Co unty Comrniss io ners ' Pre side nt
Richard E. Roulette and Planning Commissi o n Ch airman , Bertrand Iseming er . Also
present at the hea ri ng were County Commissioners Ronald L . Bow ers , Vice
President, Linda C. Irvi n-Craig, Johns. Sha n k and Gregory I . Snook , along with
Planni ng Co mmission memb ers Robert Ernst, Carol Johnson, Bernard Mos er , and
Andr e w Bowen. Staff Reports were pre se nted by Lisa Kelly Pi e tro, Associat e
Plan n er, and after all presentations and testimony for the ca ses were h ea rd, it
was announced that the record will remain open for ten ( 10 ) days to al.low
additional testimony to be s ubmitted in wri.ting . The h eari ng was adjourned at
9:00 p .m.

The Regular Meeti ng of the Board of County Commi ssioners of Wa s hingt on Cou nty wa s
called to order at 9:00 a.m . by the President, Richard E . Roulette , with the
following me mb ers present: V:i.ce Pres :i.dent Ronald L. Bower s , and Conuniss ioners
Linda C. Irvin-Craig, Gregory I. Snook, and John S. Shank.
I NVOCATION AND PLEDGE OF ALLEG I ANCE
The Invocation was delivered by Commissioner Snook, followed by t h e Pledge of
Allegiance to th e Flag by the full asse mblag e.
PROPOSAL TO APP OI NT COMM I TTEE TO STUDY SALARY
The Commissioners discussed the proposal made by the Delegation to the General
Assembly to appoint a committee to study the issue of salar y for the 1994-1998
elected Board of Co unty Commissioners. The Cornmiss ioners agreed to appoint a
committee of 7-9 persons r eprese nting a cross-section of citizens to study the
sa lary i ss u e a nd to have reco mm endatio ns for appointment to this committee for
next week 's meeti ng.
SHARPSBURG/KEEDYSVI LL E WATER & SEWER RATES
Barry Teach, Administrator, advised the Commissioners that the Sanitary
Commission ha s provided information on the Sharpsburg/Keedysville wat er and se wer
rates . Mr . Teach stated that they hav e es timated that if the County were to
provide $75 ,000 for repair of the intake for the wat er system as a capital
improvement there would be a savi ngs of $1.00 per month to the users , and if
$25,000 in Cou nty funds were used for replacement equ ipm e nt for the se wer system,
the affect would be to low er the monthly costs by $2.04 per month, for a total
red ucti on for wat er and se wer of $3.04 per mo nth. Mayor Yeager, r e presenting th e
To wn of Sharpsburg, expressed concerns that the Sanitary District ha s not reduced
its admi ni s trat i ve fees . Commission er Reul et t e sta ted that various propos a.ls are
being revie wed to try t o reduce costs at the treatment plant and also possible
subsidy by the Town of Sharpsburg. Mayor Yeager stated that the Town Council
will be meeti ng wi th the Sanitary Commission again this week.
LONG -RANGE CAPITAL JJIP.B.IOVE!!IBllffS -BAGE.RSTONR JUNIOR COLLE GE
Dr. Norman Shea , President of Hag ersto wn Junior College (HJC ), along with Jack
Burr e y, architect, J o hn Fr e y, and memb ers of the HJC Board of Tru stees , appeared
before the Commissioners to address the long-range Capital Improvements Program
(CIP) for the College. Dr . Shea stated that they feel they have so me innovative
way s to unify the campus and mak e it mor e user friendly but that it wo uld impact
the County's CIP. Mr. Burrey out lin ed the plans which include construction of
a larg e , centrally located building to house a lib rar y a nd telecommunications
c e nt er providing connections to ot h er buildings o n campus a nd making the campus
mor e accessib l e to the disabl e d. Mr. Burrey stated that h e feels this project
would qualify for fu nding under the State for mula and would require a o n e-t hird
local match of approximately $3.5 milli o n toward the $10.5 milli o n total project.
Dr . Elliott indicated that this proj ec t would impact the County 's CIP budg et one
time, and that they would be wi thdra win g th e ot h er project s current ly in the CIP
budg et. He stated that this could possibly sa ve the County $2 milli on in the CIP
budget in Fiscal Yea~s 1994 -99 .
