HomeMy WebLinkAbout931019October 19, 1993 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Richard E. Roulette, with the following members present: Vice President Ronald L. Bowers, and Commissioners Linda C. Irvin -Craig, Gregory I. Snook, and John S. Shank. . INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Irvin -Craig, followed by the Pledge of Allegiance to the Flag by the full assemblage. 60140 MATCH PROGRAM - AGRICULTURAL EASEMENTS Eric Seifarth, Associate Planner - Agriculture, met with the Commissioners regarding the 60/40 Match Program for the purchase of easements through the Agricultural Land Preservation Program. Mr. Seifarth stated that there is a $95,000 balance in the County's program and $37,000 is already committed for the remaining FY 1993 program. He recommended that the County commit $40,000 for the first cycle of easement purchase. Motion made by Commissioner, Shank, seconded by Irvin -Craig, to approve the recommendation to commit $40,000 of the available monies in the Agricultural Land Preservation Program for the 60/40 match program for purchase of easements in the first cycle. Unanimously approved. STATE HIGHWAY ADMINISTRATION PROJECT SUMMARY STATUS Gary Rohrer, Chief of the Division of Public Works, discussed with the Commissioners the projects which will be reviewed at the State Highway Administrations' annual tour of Washington County. He stated that the projects are broken down into primary projects and special projects. The primary projects are as follows: Interchange at 1-81 and Halfway Boulevard; MD Route 65; U.S. Route 11 (north of Northern Avenue); and U.S. Route 40 and Eastern Boulevard. Special projects to be submitted are MD Route 60 east of Millers Church Road; MD Route 65 at Republican Avenue; and Rt. 40 at Hebb and Day Roads. The Commissioners asked that the drainage problems on Route 64 below Food Lion also be included. BID AWARDS - ONE-WAY SNOWPLOWS AND DOUBLE DRUM VIBRATORY COMPACTOR Motion made by Commissioner Snook, seconded by Bowers, to award the bid for 4 1 -way snow plows to Fallsway Spring & Equipment who submitted the low bid meeting specifications of $15,600. Unanimously approved. Motion made by Commissioner Bowers, seconded by Irvin -Craig, to award the bid for 2 Double -drum vibratory compactors to Valley Supply & Equipment who submitted the low bid meeting specifications of $48,420. Unanimously approved. SCHOOLHOUSE MANOR COMPLEX Kathleen Riley, Chief, Division of Citizens Services, and Diane Nowell -Griffin, Rental Programs Manager, appeared before the Commissioners to inform them that the State recently audited the Schoolhouse Manor Elderly Housing Complex in Boonsboro and received an overall superior rating. The Commissioners congratulated the Housing & Community Development staff for their work. SEWAGE SLUDGE APPLICATION - BROOKLANE PSYCHIATRIC CENTER The Commissioners decided not to request a public informational meeting from the Department of the Environment for the sewage sludge application requested by Brooklane Psychiatric Center for hauling of seed sludge to Brooklane from the Conococheague Wastewater Treatment Plant. ROAD NAME — HANNAH LANE Motion made by Commissioner Shank, seconded by Snook, to approve the name of Hannah Lane for a private road as requested by the property owners and approved by the 911 Committee. Unanimously approved. REVISED ECONOMIC DEVELOPMENT COMMISSION AGREEMENT Motion made by Commissioner Snook, seconded by Shank, to authorize the County Attorney to submit the revised agreement between the City of Hagerstown and the County for the Economic Development Commission to the Hagerstown Mayor and Council for their review. Unanimously approved. REAPPOINTMENTS — MENTAL HEALTH ADVISORY COMMITTEE Motion made by Commissioner Bowers, seconded by Irvin -Craig, to reappoint William Wantz and Nancy McGuirk to the Mental Health Advisory Committee for 3 year terms. Unanimously approved. OCTOBER 19, 1993 MINUTES, CONT'D. BOARD/COMMISSION REPORTS Commissioner Irvin -Craig reported on the Commission for Women meeting and the Maryland Workforce Strategies for the 90's Conference; and Commissioner Snook reported on the Advisory Board of. Health activities. 1994 GOVERNOR'S CONFERENCE Commissioner Roulette announced that it was disclosed this morning by the Convention & Visitors Bureau that Washington County will be the site of the 1994 Governor's Conference. PILOT PROGRAM — WESTERN MARYLAND INTERFAITH HOUSING PROJECT Barry Teach, County Administrator, informed the Commissioners that Western Maryland Interfaith Housing has requested that the County provide some relief from County property taxes for its project to renovate 39 rental units for low and moderate income families, even though the City of Hagerstown has not yet agreed to do likewise. Mr. Teach stated that he has spoken to City officials who assured him that they do support this project and may provide assistance through the CDBG Program or other low-cost financing, which would have the same effect as a Payment In Lieu of Taxes (PILOT) program in lowering rents. Motion made by Commissioner Bowers, seconded by Snook, to support the PILOT Program for the Western Maryland Interfaith Housing Project for renovation of 39 low and moderate rental housing units for a period of 10 years with 2, 10 -year options, to be reviewed by the Commissioners at that time, contingent upon a level of participation by the City of Hagerstown which is satisfactory to the County government. Unanimously approved. COMMUNITY SERVICE COORDINATOR - TRANSFER OF POSITION Motion made by Commissioner Bowers, seconded by Irvin -Craig, to transfer the position and budget of the Community Service Coordinator_, currently in the Sheriff's Department budget, to the State's Attorney's budget as requested. Unanimously approved. MAINTENANCE PERSON - HOUSING & COMMUNITY DEVELOPMENT The Commissioners authorized advertising to fill. the vacancy of Maintenance Person for Housing & Community Development. DOE PHASE 3 PUBLIC HEARING - RUBBLE LANDFILL Mr. Teach informed the Commissioners that the Department of the Environment (DOE) has scheduled a public hearing for Phase 3 for the rubble landfill for November 16 at 7:00 p.m., at Williamsport High School. INTEREST WAIVER - PERSONAL PROPERTY TAX Motion made by Commissioner Bowers, seconded by Shank, to approve the request made by Joseph Prisak for a waiver of interest on personal property taxes for the tax year 1990-91 in the amount of $81.97, since the billing was inadvertently sent to the wrong address. Unanimously approved. CITIZEN PARTICIPATION Donald Allensworth spoke in follow up to the Frederick County committee's report on sludge application. APPROVAL OF MINUTES — OCTOBER 12, 1993 Motion made by Commissioner Irvin -Craig, seconded by Snook, to approve the minutes of October 12, 1993, as submitted. Unanimously approved. CONVENE IN CLOSED SESSION Motion made by Commissioner Irvin -Craig, seconded by Snook, to convene in Executive Session at 11:18 a.m. with regard to personnel and property matters, to confer with the County Attorney to obtain legal advice, and to consider businesses relocating to Washington County, in accordance with Section 10.508 of the State Government Article of the Annotated Code of Maryland. Unanimously approved. The Commissioners recessed for lunch at 11:58 a.rn. and reconvened in Closed Session at 12:18 p.m. RECONVENE IN REGULAR SESSION Motion made by Commissioner Shank, seconded by Snook, to reconvene in Regular Session at 2:30 p.m. Unanimously approved. EMPLOY - RODPERSON - ENGINEERING DEPARTMENT Motion made by Commissioner Bowers, seconded by Shank, to employ Michael Wilkinson as Rodperson in the Engineering Department to-Eill an existing vacancy. Unanimously approved. OCTOBER 19, 1993 MINUTES, CONT'D. EMPLOY - PART-TIME BUS DRIVERS - COUNTY COMMUTER Motion made by Commissioner Bowers, seconded by Snook, to employ Kendra Spickler, Diane Pereschuk, James Mahone, and Charles Buckingham, as Part-time Bus Drivers lat the County Commuter to fill existing vacancies. Unanimously approved. APPOINTMENT — RECREATION a PARKS BOARD Motion made by Commissioner Shank, seconded by Bowers, to appoint Edwin Hess to the Recreation and Parks Board to fill the unexpired term of Alan Sheaffer extending to January 1, 1995. Unanimously approved. ADJOURNMENT - TOUR OF FIL-TECH FACILITY Motion made by Commissioner Irvin -Craig, seconded by Bowers, to adjourn at 2:33 p.m. to attend the scheduled tour of the Fil-Tech Facility.
