The Regular Meeting of the Board of Cou nty Commissioners oE Wa s hington County was
called to order at 9:00 a ,m. by t he President, Richard E, Roulette, with the
follo wing memb ers prese nt: Vice President Ro nald L. Bowers , and Commissioners
Li nda c. Irvi n-Craig , Gregory I . Snook , and Johns. Shank.

RETI REMENT PLAOl(]JE -EUNI CE DEAN
Alan Davis, Dire ctor of Personnel, presented an e ngraved pewter plate to Eunice
Dean in recog nitio n of he r ret irement al o ng with her first retirement check. Mr .
Dav is s t ated t hat Ms. Dean has 12 years of service with the Transportation
Commi ssion. The Commissioners congratul ated her and wi s hed her an e njoyable
retirement .
BOARD/COMM ISSION REPORTS
Commissioner Irv i n-Craig, reported o n the Sol id Wa ste Advisory Commit tee meeting ,
the Historic Advisory Committee meeting, the Task Force on Homelessness, the
J oi nt Alcohol & Drug Ab use Advisory Committee/Criminal Justice Coalition needs
assessme nt , t he Heal th Planning meet ing , a nd the Transportation Commission
meeting; Comm issioner Bowers reported on the Social SF.n:v ice Board meeting i
Commissioner Snook reported o n the Airport Commission meeting ; Commi ssion er Shank
reported o n t he Trans portation Advisory Committee m®eting: and Commiss ioner
Roulette report ed that he received a draft of the l ease for the transfer of Ft,
Tonoloway Park from t he State .
RESH ROAD/SPADE ROAD WATER EXTENS I ON
Lynn Palmer, Executive Director of t he Sanitary District, met with the
Commi ssioners regarding the proposed extens i o n of public wat er to the Resh
Road/Spade Road area . He stated t ha t t he estimated construction costs for the
original 27 homes o n Resh a nd Spade Roads is $175,275 a nd , if t he Mt . Tabor Road
section is added , the cost would be approximately $2 08,000 . Mr . Palmer rev iewed
fu ndi ng scenarios usi ng either a loa n or grant from the County. He also
explai ned a self-he lp program whi c h may allow r es idents to he lp wi t h diffe r e nt
aspects of t he project to reduce their costs a nd stat ed that he feels this would
work well o n the Resh/Spad e Road proj ect . The consensus of t he Commissioners was
not to include t he Mt. Tabor Road area in t he project but to keep t h e origina l
boundary areas on Spade and Resh Roads and to wa i t to decide on funding until
t hey hear from the State if th e self-help program can be utilized .

Commis sioner Roulette prese n ted a Resolution of Apprec iation to Ro llan T. 11 Ro n11
My ers , J r. , wh o is resign i ng from t h e Airport Commi ssion after 9 years of
service , i n recognition and appreciat ion for his leadership o n this group .
Commi ssioner Roul ette also presented him with a framed photograph of the new
terminal from t he Comm issi oners a nd Airpor. t Commi ssion memb ers . Mr . My ers
thanked t he Comm issioners for t he Resolution and photograph and stated that he
enjoyed hi s time o n the Airport Comm ission.
PROPOSED WATER/SEWER TASK FORCE
Lynn Palmer appeared before the Commi ssioners to review his request that t hey
appoint a task force to study fu ndi ng and planning of sewer and water line
extens ions . Mr . Pa lmer stated that t he two iss ues whi ch s hould be s tudied are
the funding of water/sewer facilities in existing developed commun ities a nd
approval of multiple lot s ubd iv is ions wi thout prov is ion of publ i c water and
sewer . He s uggested appointing representat i \Tes from the f. i nane ial community, t he
agricultural commun ity, the Heal th Depart1nen t , the Sanitary Di strict , County
Commi ssioners, City of Hagerstown, e ngineering, a nd development, to t h is task
force . Comm issioner Irv in-Craig asked t hat t h e task force also include
consumers. The Commi ssioners took this matter under consideration at this time .

Donald Allenswo rth s t ated that he att ended t he joint meeting of ~he Planni ng
Cornrn ission and Agricultural Preservation Ad vi sory Board and felt it was a very
productive meeting.

Road area .
GYPSY MOTH CONTROL PROGRAM -FUNDING FOR SURVEYS
Mot ion made by Comm i ss i c)ner Snook , seconded by Irv i n-Craig, to comm it: f undi ng for
s urveys needed for the 1994 Gypsy Moth Co ntrol Program i n the amo unt of $4,400
with f und ing to be taken from t he Commis sioners ' Canting ency. Unanimous ly
approved .
BID AWARD -COURT HOUSE ANNEX ROOF REPLACEMENT
Motion made by Commissioner Irvin-Craig , seconded by Snook, to award the bid for
the roof replacement at the Court House Annex to Kline Associated Roofi ng
Co ntractors , I nc., who submi tted the low bid of $36 ,90 0 . Unanimously approved.
BID AWARD -LANDFILL COMPACTOR
Motion mad e by Commissioner Bowers , seconded by Shank , to award t he bid for a
l a ndf ill compactor to Alban Tractor Co., Inc. who submitted the low bid of
$285,95 0. Unanimously approved .
CONSULTANT SELECTION -BRIDGE INSPECTION
Motion made by Comm issioner Bowers , seconded by Sha nk , to approve the
Coordinating Comm ittee 's recornmendation t o select Associated Engineering
Sciences , Inc., wh o submitted the low proposal of $22 ,600 for the 1994 Bridge
Inspection Program. Unanimously approved .

Engineering, Inc ., who submitted the low proposal of $39 ,000 for Monroe Road
Bridge and $35 ,000 f or Bikle Road Br idge . Unan imously approved ,

Housing & Community Devel opme nt in t he amount of $57 ,63 0. Motion carried with
Commissioners Irvin-Craig , Snook , Bowers , a nd Roulette voting "AYE " and
Comm issioner Shank voti ng "NO",
CONVENE IN CLOSED SESSION

Executive Session at 11:25 a .m . with regard to personne l a nd property matters ,

EMPLOY CUSTODIAN I -REGIONAL AIRPORT 1
Motion hade by Commissioner Snook, seconded by Bowers, to employ Frederick Baker
as Custodian I at the Washington County Regional Airport to fill an existing
vacancy. Unanimously approved.
RECESS
The Commissioners recessed at 1:49 p.m. to hold a site visit at Blair's Valley
Road .
EVENING SESSION -JOINT PUBLIC BEARING -RZ-93-13
A Joint Public Hearing of the Board of. County Commissioners of Washington County
and the Washington County Planning Commission was convened in Court Room No. 1
at 7:00 p .m. to hear testimony regarding proposed rezoning text amendment RZ-93-
13. Presiding at the hearing we re County Commissioners ' President Richard E.
Roulette and Planning Commission Chairman , Bertrand Iseminger. Also present at
the hearing were County Commissioners Ronald L . Bowers, Vice President, Linda C.
Irvin-Craig, John S. Shank and Gregory I . Snook, along with Planning Commission
members Carol Johnson, Donald Spickler, Bernard Mo ser, and Andrew Bowen. The
Staff Report wa s presented by Timothy Lung, Associate Planner, and after all
questions and testimony for the case were heard, it was announced that the record
will remain open for ten (10) days to allow additional testimony to be submitted
in writing. The hearing wa s adjourned at 9:10 p .m.
