alled to order at 9:00 a.m. by t he President , Richard E. Rou l ette , with t he
allowing members present: Vice President Ronald L. Bowers , a nd Commissioners
Jinda C. Irvin-Craig , John S. Sh a nk, and Gregory I. Snook.

ya $25 ,000 grant from a private foundatio n, the Samuel Freeman Trust.

vis i tors Bureau , Fred Teter , Chamber of Comm erce and Keith Godwin , Was hington
:ounty Transportation, presented t he Commis sioners with a Pil ot Program for the
ijh itetail Shuttle along with a letter from the Washington County Restaurant &
Beverage Association s tating they would be wi lli ng to cover up to a $1,000
shortfall for the e ntire season . Motion mad e by Commissioner Irvin-Craig ,
seconded by Bowers to accept the proposal for a pilot program to run a s huttle
:ius from downtown Hagerstown to Whit etai l for t he Skiing season which is
approximately Decwnber 15th through March 15th. Unanimously approved .
PROPOSED RENOVATIONS/COMMISSION OH AGING
Dr. Frederick Otto , Executive Director of t he Commi ssion on Agi ng a nd Dorothy
Boo ne , Executive Di rector of Plann i ng and Human Resources came before the
:ornrnissioners wi t h a plan for renovations to t h eir offices at. the Alexander
:louse. The project will cost $76 ,300. Commun ity Development fund s held in
~scrow for this purpose amount to $65 ,000. To cover possible cost overruns for
~nforeseen needs the Commi ssion on Aging is requesting $1 5 ,000 . Motion mad e by
:::ommissioner Bowers, second ed by Irvin-Craig to endorse the plans after pursuing
:ither fundi ng . Unanimously approved.

PROPOSED ZONIRG/IPJLANNING COMMISSION
Ro bert Arch, Director of the Planning Comm ission presented a p roposed zon i ng plan
for I -70/The Route 66 I nter.cha nge . Mot i on mad e by Comm issioner Shank, seco nd ed
by Bowers to approve the proposed pla n with t he exception of the Barr tract a nd
a portion of the Young tract to be c ha nged to Agricul ture and to be taken to
public h earing. The vote Wn S t ake n with Commissione rs Roule tte , Bower s , Shank
and Snook voting aye and Commiss i oner Irvin-Craig voti ng nay.

AG LAND PRESERVATION -lEaseaent Sal e Process
Eric Seifarth, Associat e Planner -Agricu l ture , a nd J oe Scot t , Trustee for t he
Maryla nd Ag . Land Preservation Foundation, appeared before t he Board to discuss
t he Easement Sale P·cocess a nd wh at capaci ty t he Board assumes wh e n they submit
applications . Mr . Scott advised the Comm iss i o ners t o t ake more responsibility
i n c hoosing wh ich applicants t hey submit a nd in what order.
LINE ITEM TRANSFER/LANDFILL
Motion made by Comm issioner Snook , seconded by Bo wers to approve t he transfer of
$6 ,000 by t h e Washington Cou nty La ndfill from Dam #5 Bridg e Project #40-5-1320 -
586-039 to create a new line item i n order to correct a problem with ve nti l ation
at the Washington Cou n ty La ndfill office. Unan i mously approved .
PROPOSED MULTI-USE FACILITY AT AIRPORT
Motion made by Commissioner Snook , seconded by Sha nk to go a head with the design
of a 20 ,00 0 square foot i ndustrial building by Grei ner, t he Airport Cons ultant ,
at a cost of $67 ,000. Una ni mously approved .
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Sha nk , seconded by Snook, to convene i n Executive
Session at 3:00 p .m. wi t h regard to personnel a nd property matte rs , a nd to confer
with t he Cou nty Attorney to ob ta i n l egal adv i.ce , in accordance with Section
10 .508 of t he State Govern1ne nt Article of t h e Annotated Code of Maryl a nd .
Unanimously approved.
