APPROVAL OP EXPENDITURES -NARCOTICS TASK FORCE Motion mad e by Co mm issioner Snook , seco nded by Shank , to approve the request to reimburse the City of Hage1:'sto wn for the improve 1n e n ts made to t h e telep hone syste m for the City Police in the amount of $21,563.24 fro m the Narc otics Task Force profit-sharing account. BOARD/COMMISSION REPORTS Commi ssio ner Irvin-Craig reported that she and Kathleen Ril e y, Chief, Division of Citizens Services, testified during the Gover nor 's Advisory Board on Homele ss n ess ,n eeti ng. Commissioner Snook reported on the Ai rport Commission meeti ng. BID AWARD -BUS INSURANCE COVERAGE -COUNTY COMMUTER Mo tio n made by Commissioner S nook, seco n ded b y lrvin-Craig , to award the bid for b us in sura nce coverage at the County Commuter to Progressive Insura n ce Company wh o sub mitt ed the low annual premium of $54 ,53 0. Un a n imously approved. BID AWARD -LOCKSIIITB NAINTENANCB SERVICES Motion made by Commissi o ner Snook , seco nded by Bowers , to award the bid for Locks mith Maintenance Services to K & S Locksmith who sub mit ted th e low base bid of $1,150 and labor rates as follows: Regular wor king h ours -Locksmith $18/hour, Help e r $10/hour, Evenings and Saturdays -Loc ksm it h $18/hour , Helper $10/hour, and Sundays & Holidays -Loc ksmith $18/hour , Helper $1 0 /h our . Unanimously approved. CHILD CAR E & DEVELOPMENT BLOCK GRANT APPLICATION Motion mad e by Co mm issio n er Irvin-Craig , seconded by Snook , to authorize sub mi ssio n of a n application for Child Care & Developme nt Block Grant funding in the amou n t of $23 ,0 36 fro m the Departm e nt of Human Resources for trai n ing and tech ni cal assistance , as presented. Unanimously approved . HISTORIC SITES SURVEY -CODES PROJECT UPDATE Pat ricia Schooley and Jane Hershey, memb ers of th e Historical Society , ap p eared before the Commissioners t o present a n upda te o n the Cod es Project. Ms . Sc h ooley s tated that the Historic Sites Survey is a very good guide but it is 2 0 years o ld and s houl d be updated. She also s uggested that a new set of map s be made , that the County co n sider purc h asi n g software for the Planning Depart me nt to have computer access , and that a major effort be placed o n preserving hi storica l buildings. Commissioner Shank asked that they return at a later dat e with a list of things the County could gradually work i n to the system. Commissioner Roulette thanked them for the ti me a n d effort and stated that any assistance that volu nt eers could provide will h elp to expedite the project . MT. AETNA ROAD PROJECT Th ere were no bids received for the sa l e of County-owned property as advertised . The Commissioners directed Dean Lo wry , Adrni ni s trat ive Engineer, to s ubmit a 1 i s t of recomm e nd atio ns for this property for their consideratio n. RESOLUTION -PART1ClPATI08 I R DEPAR'DIENT OF TRANSPORTATION BOND I SSUE . . . Motion made by Co mmi ssio n er Snook, seco nded by Bo wers, to adopt a Resolution to participate in t h e 1:'efinancing of the 9th and 11th Seri es of Highway Revenue Bond Issues with the Ma ryla nd Departme n t of Transportatio n for the remaining fu nd s of $1 ,153 ,000. Unanimo us ly approved . ADDENDUM TO RESOLUTION -SANITARY COMMISSION SUBDISTRICT 1 2 -ROLL I NG BILLS Motion made by Commissioner Snook , seco nded by Shank, to adopt an Addendum to the Resolution adopted on July 6, 1993 , regardi ng the extensio n of public se wer to Subdistrict 12 -Rolling Hills , to provide for voluntary hook -up for property adjacent to th e ne wly installed service line outside of th e areas prasently proposed for se rvic e at th e sa me rat e if the h ook-u p is ac hi eved within 6 months after the date service is available and that subdivisio n s not in the area proposed for service at this ti me shall be give n t h e opportunity to hook onto the system in th e future based upon the maj ority of residents in that community reque st ing service . PUBLIC HEAR I NG -LAND PRESERVATION & RECREATION PLAN Th e Comm issioners co nv e n ed a publi c hearing ~t 1 0 :30 a .m., a s advertised , to h ear public comm e n ts regarding the proposed La nd Pre servatio n and Recrea tion Plan. Bill Stachoviak, Parks Pla nn er, prese n ted the proposed plan a nd stated t h at it ha s b ee n approved by the Planni ng Commi ssio n and there also were 3 publi c me eti ngs h e ld t o revie w th e plan a nd obtai n pu blic i nput. Co mm issio n er Irvi n­ Craig asked t h at the Side l i ng Hill qcut q and the openi ng of East er n El e me ntary Sc hool b e i nc orporat e d i n to t h e Plan a nd also i ndicated that Lic k ing Cr ee k sho uld b e noted as a natural Eeature. The Commissio n ers then opened the meeti ng for public co mm ents. Unanimously approved. DRUG-FREE WORKPLACE POLICY Th e Co mm issioners revie wed a draft o .E the Dru g-Free Workp l ace Pol icy. Ralph France , County Attor ney , i nd icated t h at several mi nor c han ges needed to be mad e to th e document. The Com missioners as k ed that t h e policy also refer to alcohol use in the workplace. IAC SCIENCE LABORATORY GRANT -BOARD OF EDUCATION Dr. Wayn e Gersen, Superint e ndent of School s , a n d B. Mari e By ers , Pr eside nt of the Boa rd of Educatio n, met with the Com mi ssio n ers to obtain t h e ir approval for sub mi ssio n of a n applicatio n to t h e State Int erage n cy Co mmi ttee gra n t i n t.he amou n t of $2 0 2 ,21 7 to upgrade the science labo ratory :Eaci l i ties at Han cock Middle-Senior Hi g h School, Una nim ousl y approv ed . Motion made by Co mmi ssio nec Sha nk, seconded by Snook , to approve the s ubmi ssion of a grant applicat i o n by t h e Board of Educ atio n to the State Int erage ncy Commi ttee in t h e amou n t of $202,217 to upgrade the scie nce laboratories at the Hancock Middle -Senior High Sc hool , as pr ese n ted. Unani mously approved. BUILDING DEPARTMENT MATTERS Dal e Fostel:', a reslde n t of the Keedysville area , spoke to th e Commissioners regard ing problems s h e ha s had with t h e construction of h er h ome o n Mt. Bria r Road. She stated that s h e counted 2 0 b u ildi ng cod e vio l atio ns at h er h o me , and s he di s tributed p h otographs of her hom e in various stages of comp l et i o n. Sh e stated that s h e would lik e to see a n i n ve st igatio n of t h e Depart me n t of Permits & Inspections. Co rnini ssioner Roulett e stated that the Commissioners would discuss t h e issue but she mu s t r ea liz e that ther e has to b e a reliance o n the i n teg~i ty of the co n tractor who e nt ere d into an agreeme n t to build h er ho me correct l y . MAINTENANCE EQUIPMENT OPERATOR III POSITIONS -ROADS DEPARTMENT Motion made by Co mm issio ner Snook , seconded by Shank , to employ Rob ert Horst as a Maint e nance Equipment Operator III in the Eastern Section and Randy Ganoe as Maintenan ce Equipment Operator III in the Central Section to fill existi ng vaca nci es at the Washi ngton County Roads Department. Unanimously approved. TERMINATION OF EMPLOYMENT -RICKIE SHUPP Motion mad e by Commissioner Snook, seconded by Irvin-Craig , to terminate t h e e mployment of Rickie Shupp as Custodian at the Wa shi ngton County Regional Airport . Unanimously approved. CONSULTANT SBLRCTIOR -CONSTRUCTION INSPECTION SERVICES Motion made by Commissioner Snook, seco nded by Sha nk, to approve t h e Coordinating Committee's reco mm en dati on to award the contract for construction inspection services to Hagerstown Construction Services, Inc. wh o sub in itted the l o w fee proposal of $35/hour.
