Minutes of the Open Meeting
July 06, 2023
The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday July 06,
2023, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room, 18434 Showalter
Road, Hagerstown, Maryland.
Commission members at the meeting were: Rob Ferree Chair, Samuel Cool, Laurence Gross, Austin
Colby. Ex-Officio County Commissioner Randall Wagner. Airport staff members present were
Andrew Eshleman Director of Public Works, Neil Doran Airport Director, Gene Bolanowski
Operations Manager, Jordan Leach Facilities Manager, Richard Lesh Administrative Assistant, Amy
Blair Office Associate.
CALL TO ORDER
Rob Ferree called the meeting to order on July 06, 2023, at 3:06 p.m.
CITIZENS PARTICIPATION
No citizens wished to participate.
APPROVAL OF MINUTES
Motion made by Mr. Gross seconded by Mr. Cool to approve the minutes of the June 08, 2023,
meeting. The motion passed unanimously.
STRATEGIC PLAN UPDATE
Mr. Doran reported the following:
The Airport Advisory Commission (AAC) members reviewed and are in agreement for Mr.
Doran and Mr. Eshleman to bring the finalized Strategic Plan in front of the Board of County
Commissioners of Washington County, MD (BOCC) on July 25 th. Mr. Gross made a motion to
endorse the plan, seconded by Mr. Cool. Mr. Doran thanked the members for their comments and
input.
The Public Relations Department is helping to put together a PowerPoint to present the
Strategic Plan to the BOCC. The priority list includes Hagerstown Regional Airport's (HGR)
Brand/Logo identity, parking revenue, Air Service Developments and Business Development on the
Airfield.
AIRPORT DIRECTOR'S REPORT
Mr. Doran reported the following:
Mr. Doran is following the developments of a proposed expansion at Manassas Regional
Airport in Virginia. The Manassas City Council is considering a partnership between the City and
A vports that would bring commercial flights to Manassas Regional Airport within the next two years.
Mr. Doran recommends updating our brand to position HGR as a Washington DC-area travel option.
Mr. Doran and Mr. Leach want to enforce a new T-Hangar wait list policy at HGR. This T-
Hangar wait list will restructure how hangars are allocated and assigned and would help to clean up
T-Hangar procedures. Motion made by Mr. Cool to endorse the T-Hangar wait list and seconded by
Mr. Colby. The proposed policy will be presented to the BOCC for approval later in August.

Mr. Horowitz left the meeting at 3:55 pm.
Mr. Doran had a meeting with the Landline company regarding other airport's using essential
air service funding for shuttle service to nearby major airports.
Mr. Doran met with Glen Ponas of Aircraft Owners and Pilots Association (AOPA) about a
High School Aviation Outreach program at Williamsport High School.
Transportation Security Administration (TSA) Baggage Screening Project has been on hold
since May 31 st until TSA recertifies the conveyer.
Mr. Eshleman was made aware of a grant from Mr. Horowitz that supports economic
development. The funds in the grant need to be utilized within 24 months. One option to use the grant
funds is to extend utilities on Airpark Road for future expansion and possibly a digital information
sign.
NEW BUSINESS
Two applications were received to replace Mr. Bockrath on the Airport Advisory
Commission. Motion made by Mr. Colby, seconded by Mr. Gross to recommend the new member to
the Board of County Commissioners for approval on July 25th. Mr. Colby volunteered to be the new
Vice Chair and Mr. Gross seconded. The members were all in agreement.
OPERATIONS REPORT
Mr. Bolanowski reported the following:
Civil Air Patrol (CAP) is having their solo school this week. Operations began Friday June
30th with the arrival of 6 CAP aircraft. Flight operations are scheduled to end on Sunday July 9th with
a graduation ceremony.
Hagerstown Regional Airport (HOR) is undergoing the annual Transportation Security
Administration (TSA) Training. There are some items the Airport is working with TSA to address
including Cyber Security Assessment, drafting of a response plan and additional staff training.
HOR had two recent C-17 flight operations. One on June 27th due to a weather divert from
Martinsburg, WV, and another on June 30th from Israel to Travis Air Force Base, CA to drop off
some equipment.
Mr. Bolanowski and Mr. Doran along with a few members from Salisbury and BWI
participated in a tabletop exercise to simulate a breach at the checkpoint.
There were 3 standby President of the United States (POTUS) visits scheduled, however no
POTUS flights came to the airport in June.
There was an Alert 1 on June 7th. An aircraft reported a low fuel situation. The Airport's
Airport Rescue and Fire Fighters (ARFF) truck along with units from Maugansville responded but
were not needed. The aircraft landed safely and taxied to Rider Jet Center.
Airport staff members have completed their training and badge renewal process for the year.
The Tower is going to be holding their Runway Safety Action Team (RSAT) meeting on July
17th to discuss runway safety items.
Full Scale Drill planning team is transitioning to an Exercise Control Team. The team's
responsibility is to host and control the exercise. The first meeting will be on August 2nd.
The National Transportation Safety Board (NTSB) is hosting a family assistance training
course September 12th -14th in Arlington, VA. Mr. Bolanowski and Mr. Doran are considering
attending to become familiar with the training process.

COUNTY COMMISIONERS UPDATE
Ex-Officio County Commissioner Mr. Wagner reported there have been many new
businesses and ribbon cuttings throughout Washington County.
Washington County has received numerous applications and will be scheduling interviews to
move forward with filling high-level positions such as Director of Human Resources, Deputy
Director of Human Resources, County Administrator and Permit Coordinator.
BUSINESS DEVELOPMENT REPORT
No report to update.
MEMBERS COMMENTS
Global Entry and TSA pre-check is scheduled for Tuesday October 3rd between 10:00 am and
3 :00 pm and will be set up at the Allegiant ticket counter.
There will not be an Airport Advisory Commission meeting held in August.
CLOSED SESSION
No topics to discuss in Closed Session.
ADJOURNMENT
Mr. Cool made a motion, seconded by Mr. Gross to adjourn the meeting at 4:20 p.m. The motion
passed unanimously.
