HomeMy WebLinkAbout23.03.09 - Minutes, Hag Regional AirportHAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION Minutes of the Open Meeting March 9, 2023 The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday March 9, 2023, at 3:15 p.m. at the Hagerstown Regional Airport Te1minal Conference Room, 18434 Showalter Road, Hagerstown, Maryland. Commission members at the meeting were: Rob Fe1Tee Chair, Gary Bockrath Vice Chair, John Ban- County Commissioner President, Curtis Berry, Laurence Gross, Samuel Cool, Ex-Officio County Commissioner Randall Wagner, Jonathan Horowitz Director of Business Development. Airpmi staff members present were Andrew Eshleman Director of Public Works, Neil Doran Airpmi Director, Gene Bolanowski Operations Manager, Peggy Siler Airline Station Leader, Richard Lesh Administrative Assistant and Amy Blair Office Associate. CALL TO ORDER Rob Fen-ee called the meeting to order on March 9, 2023, at 3:20 p.m. CITIZENS PARTICIPATION No citizens wished to participate. APPROVAL OF MINUTES Motion made by Mr. Cool seconded by Mr. Gross to approve the minutes of the February 9, 2023, meeting. The motion passed unanimously. UNFINISHED BUSINESS Mr. Doran reported the following: Land Acquisition Update -Still awaiting court decision regarding the condemnation. Mr. Doran also had a meeting with Airpmi Design Consultants, Inc. (ADCI) is still finalizing details about the security and construction of the access gate. Terminal Roof Leaks-The Fenestration Experts believe the four vertical columns are leaking water through the mo1iar. The Airpmi is still in the process of getting estimates on the cost for the repairs. Industrial Permit -No additional information has been received regarding the issuing of the permit. Operating Budget -No update to report. Site H&I -Mr. Doran had a meeting with Ben Rider and his contractor and ADCI. The sites will be prepared as shovel-ready with permits and approvals already in place. As soon as an end-user or tenant is located, this would allow the tenant to build ASAP thereafter with minimal delays. No update to report since the last Airport Advisory Commission meeting. Hagerstown Regional Airport Advisory Commission Meeting Minutes of March 9, 2023 Page 2 of3 GRANTS • FAA -Hagerstown Regional Airport, Reconstruct Taxiway F Pavement and Lighting - In order for the construction phase of the project to start next fiscal year, the FAA needs additional information. Letters regarding the requested funding and the Independent Fee Estimates (IFE) need to be submitted. The project is still proceeding on schedule. • Infrastructure Grant -Seeking 7.7 million for a new Air Traffic Control Tower -Mr. Doran reported that HGR met the deadline to submit the earmark request through Representative Trone, Senator Cardin and Van Hollen's Office. NEW BUSINESS Strategic Plan -A "Kick-Off' Strategic Plan meeting was held prior to this meeting between Hagerstown Regional Airport (HGR) and Consultants Randal Wiedemann and Rob Barber with R.A. Wiedemann & Associates, Inc. (RA WA). The consultants gave a presentation regarding the Airport Branding and Marketing Strategy. There will be another follow-up Strategic Plan Meeting in the near future to discuss updates. A discussion took place among the Airport Advisory Commission (AAC) members regarding opportunities and assets of the Airport and how they can be utilized. AIRPORT DIRECTOR'S REPORT See New Business report. AIRLINE REPORT Ms. Siler reported an update on our inbound and outbound numbers: Sanford/Orlando had an inbound passenger load of 1,196 and outbound passenger load of 1,238. For these flights staff pushed 944 bags. St. Pete/Clearwater had inbound passenger load of 1,416 and outbound passenger load of 1,438. Staff pushed 1,158 bags. Since January 1, 2023, Orlando/Sanford has had a total passenger load of 5,564. Inbound 2,768 and outbound 2,796 passengers. St. Pete/Clearwater has had a total passenger load of 5,927. Inbound 2,904 and 3,023 outbound. Total enplanements so far for 2023 is 5,819. HGR is 4,181 enplanements away from our 1 0,00Oth enplanement and ahead of last year. OPERATIONS REPORT Mr. Bolanowski repmied: 2022-2023 winter season has been mild so far, and not many snow operations had to go into effect. Operations is staiiing a new badging cycle for 2023 as a result of the recent Transportation Security Administration (TSA) inspection A full-scale plan is currently in the works. There are two tabletop exercises planned for this summer and a full-scale drill tentatively scheduled for Saturday October 7th at the Airpo1i. COUNTY COMMISIONERS UPDATE Mr. Wagner reported that the County Commissioners are busy with approving Budget requests and needs in the community. Hagerstown Regional Airport Advisory Commission Meeting Minutes of March 9, 2023 Page 3 of3 BUSINESS DEVELOPMENT REPORT Mr. Horowitz reported the following: Business Development had a meeting with Washington County Industrial Foundation (CHIEF) to discuss an oppmiunity regarding a future development of a business park on Airp01i property. Pittsburgh Institute of Aeronautics (PIA) is working through George Edwards funding and the County Commissioners have allocated a suggested award to PIA. If awarded, this would nan-ow the gap for their expansion project. Nitrile Glove manufacturer at New Heights Industrial Park is trying to expedite the permitting process and is currently on hold. The County was engaged to help get things back on track. Business Development has a meeting with Lexington International; a prope1iy management firm that will maintain New Heights Industrial Park (NHIP). NHIP will retain ownership, but day-to- day management will be maintained by Lexington International. MEMBERS COMMENTS Mr. Ferree asked if there were any updates regarding the TSA pre-check and Global Entry interviews to be scheduled here at the Airpo1i. Mr. Doran said that the process is still in the works and no date has been released as of yet. CLOSED SESSION Mr. Bockrath, seconded by Mr. Berry, moved to convene in closed session at 4:08 p.m. to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom is has jurisdiction; or any other personnel matter that affects one or more specific individuals. The members present during closed session were Andrew Eshleman Director of Public Works, Neil Doran Airport Director, Rob Ferree Chair, Gary Bockrath Vice Chair, Curtis Berry, Laurence Gross, Samuel Cool, John Barr County Commissioner President, and Ex-Officio County Commissioner Randall Wagner. RECONVENE IN OPEN SESSION: Mr. Bockrath seconded by Mr. Berry, moved to reconvene in open session at 4:25 p.m. The motion passed unanimously.
