The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Bowers, followed by the Pledge of
Allegiance to the Flag by the full Assemblage.
RE/APPOINTMENTS TO M.M.E.M.S.A.C.
Motion made by Commissioner Roulette, seconded by Downey to reappoint Thomas Bikle
and appoint Kelli Taylor to serve as members of the Mid -Maryland Emergency Medical
Services Advisory Council for three (3) year terms. Unanimously approved.
T -HANGAR RENTAL FEES
Motion made by Commissioner Roulette, seconded by Downey to adopt the following
rental fees for the new T -hangars at the airport, as proposed at the Public Hearing
held on October 21, 1986 and recommended by the Airport Commission:
a. For aircraft storage:
1) 42' door hangar - $115.00 per month
2) 48' door hangar - 155.00 per month
b. For renters conducting commercial aeronautical activities and/or similar
non -storage functions:
1) 42' door hangar - $150.00 per month, plus electricity
2) 48' door hangar - 250.00 per month, plus electricity
C. All office space - $ 50.00 per month
In addition, for b and c above, occupants would pay
utility fees for any additional utilities which they
may install.
EMPLOYEE SUGGESTION PROGRAM AWARDS
Motion made by Commissioner Roulette, seconded by Downey to accept the recommenda-
tion of the County Administrator and award Barbara Wetzel $250.00 for her
suggestion to issue payroll checks to members of boards and commissions on a
monthly basis instead of weekly, thereby realizing an annual savings of approxi-
mately $2500, and award Linda Carbaugh $25.00 for her suggestion to install a ramp
and handrail at the I-81 Information Center to make it more readily accessible to
the handicapped. Unanimously approved.
PROPOSED BUDGET - NARCOTICS TASK FORCE
The Commissioners reviewed the budget proposed by the Narcotics Task Force and
decided to withhold a decision on the matter until next week's meeting.
RENAME BLACK ROCK ROAD #2
Motion made by Commissioner Roulette, seconded by Snook to change the name of Black
Rock Road #2 to Meadow Rock Drive. Unanimously approved.
TRANSFER AGREEMENT - BROADWAY SCHOOL
Motion made by Commissioner Downey, seconded by Roulette to approve of the
agreement between the State Board of Public Works and Washington County for the
transfer of the former Broadway Elementary School to the County and for its sale by
the County to the Hagerstown Bible Church for a total consideration of $54,000, and
to repay the debt service requirements in the amount of $7,526 to the State.
Unanimously approved.
INCREASE CONTRIBUTIONS TO BLUE RIDGE FIRE AND RESCUE COMPANIES
Motion made by Commissioner Snook, seconded by Roulette to increase the FY 1987
contribution to the Blue Ridge Fire Company and the Blue Ridge Ambulance Service to
$1100 each, to stay consistent with other out -of -county companies providing first -
due services. Unanimously approved.
ACCEPTANCE OF STREETS INTO COUNTY ROADS SYSTEM
Motion made by Commissioner Roulette, seconded by Snook to accept the deeds and
maintenance bonds/surety for the following streets: Coney Court in Oak Tree
Estates, Section B, North Street Extended in Greenside Apartments II, Golf View
Drive, Clubhouse Drive and Fairway Lane in Towne Oak Village, Section A, Eastwood

Drive, Cherry Hill Circle and Cherry Hill Drive in Brightwood Acres, East, Section
A. Unanimously approved with the exception of Coney Court to which Commissioner
Downey "ABSTAINED".
MINUTES OF MEETINGS OF OCTOBER 7 & 14, 1986
Motion made by Commissioner Downey, seconded by Roulette to approve of the Minutes
of the County Commissioners' Meetings on October 11 and 18, 1986, as submitted.
Unanimously approved.
AWARD BIDS - GASOLINE, DIESEL FUEL & KEROSENE, MOTOR & INDUSTRIAL OILS
Motion made by Commissioner Downey, seconded by Roulette to award the contracts for
gasoline, diesel fuel and kerosene, motor and industrial oils for the period
December 1, 1986 - November 30, 1987 to the following firms who submitted low bids
based on estimated usage: Gasoline to A.C.& T. - $88,524.38; Diesel fuel &
kerosene to Hardell Fuel Oil - $109,933.75; Motor & Industrial Oils to Solliday Oil
Co. - $20,266.04. Unanimously approved.
AWARD BID - TOURISM CALENDAR OF EVENTS
Motion made by Commissioner, Roulette, seconded by Downey to award the contract for
the annual Tourism Calendar of Events to Tri-State Printing who submitted the low
bid of $6,690. Unanimously approved.
ADDITION TO SWIMMING POOL CONTRACT
Motion made by Commissioner Downey, seconded by Roulette to approve payment of
$2,997.50 to Callas Contractors for repair of a broken drain line from the
children's wading pool at Halfway Park, with this work considered as additional
work and not a change to the swimming pool contract. Unanimously approved.
CHANGE ORDER - DIRECTORY AND SIGNAGE CONTRACT
Motion made by Commissioner Roulette, seconded by Snook to approve of a Change
Order to the Building Director and Signage Contract with Graphic Solutions to
allocate an additional $2,117.71 in order to complete the three buildings with
proper signage. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Roulette to convene in Executive
Session at 10:55 a.m. in regard to personnel, property and legal matters, pursuant
to the authority contained in Section 10.508 of the State Government Article of the
Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION AND ADJOURN
Motion made by Commissioner Roulette, seconded by Snook to reconvene in Regular
Session at 12:10 p.m. and Adjourn. Unanimously approved.
