PUBLIC HEARING – MORATORIUM ORDINANCE FOR WASHINGTON
COUNTY, MARYLAND
A public hearing on a Moratorium Ordinance for Washington
County was called to order in Court Room No. 1 in the
Washington County Circuit Court at 7:00 p.m. by President
Gregory I. Snook with the following members present: Vice
President Paul L. Swartz and Commissioners Bertrand L.
Iseminger, Jr., John L. Schnebly, and William J. Wivell.
County Planning Director Robert Arch reviewed the proposed
Moratorium Ordinance to provide that “No applications for
new major residential subdivisions outside the Growth Areas
shall be received or processed as of the effective date of
this Ordinance and thereafter for a period of one (1)
year.” He indicated that the following are not affected by
the Ordinance: issuance of building permits; processing of
site plans inside designated growth areas; processing of
minor subdivisions of five (5) lots or fewer; and
processing of major subdivisions of six (6) lots or more
inside the designated growth areas. Preliminary and/or
final major subdivision plats currently in the development
review process are exempt. The Ordinance will be reviewed
in six (6) months “for the necessity of continuing the
moratorium.”
The meeting was then opened for public comment. After
public testimony was heard, it was announced that the
record would remain open for ten (10) days to allow
additional evidence to be submitted in writing. The public
hearing was adjourned at 9 p.m.
