Minutes of the Open Meeting
May 12, 2022
The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday
May 12, 2022, at 3:00 p.m. at the Hagerstown Regional Airp ort Terminal Conference Room,
18434 Showalter Road, Hagerstown, Maryland.
Commission members at the meeting were: Rob Ferree Chair, Gary Bockrath Vice Chair,
George Stone, John Barr, Cmiis Berry, Laurence Gross, Jonathan Horowitz Business Leader,
Susan Grimes Director of Business Development, and Ex-Officio County Commissioner Randall
Wagner. Airp ort staff members present were Andrew Eshleman Director of Public Works, Gene
Bolanowski Operations Manager, Peggy Siler Airline Station Leader, and Richard Lesh
Administrative Assistant.
CALL TO ORDER
Chairman Rob Ferree called the meeting to order on Thursday, May 12, 2022 at 3:05 p.m.
CLOSED SESSION:
Mr. Berry, seconded by Mr. Stone, moved to convene in closed session a 3:06 p.m. to discuss
the appointment, employment, assignment, promotion, discipline, demotion, compensation,
removal, resignation, or performance evaluation of appointees, employees, or officials over
whom is has jurisdiction; or any other personnel matter that affects one or more specific
individuals.
The members present during closed session were Andrew Eshleman Director of Public Works,
Rob Ferree Chair, Gary Bockrath Vice Chair, George Stone, John Barr, Curtis Berry, Laurence
Gross, and Ex-Officio County Commissioner Randall Wagner.
RECONVENE IN OPEN SESSION:
Mr. Bockrath seconded by Mr. Barr, moved to reconvene in open session at 3 :39 p.m. The
motion passed unanimously.
APPROVAL OF MINUTES
Motion made by Mr. Barr, seconded by Mr. Bockrath to approve the minutes of the Februaiy 10,
2022 meeting. The motion passed unanimously.
UNFINISHED BUSINESS
Mr. Eshleman reported the following:
Land Acquisition Update-
•New Heights Industrial Park -Currently under a tentative agreement of sale. There are
still issues regarding titling that need to be resolved. Condemnation was the discussed
route with the majority owner. Attempting to have a finalized agreement of sale in the
current Federal Fiscal Year.

•14318 Pennsylvania Avenue Property-The current owner chose to list the property for
sale and has sold the property.
H21 Stairs Project (Royal) Update-Currently waiting for windows to arrive within 1-2 weeks
to complete installation and exterior work.
Snow Blower-The company has picked up the equipment and was taken to Fond Du Lac,
Wisconsin to make the necessary repairs. Estimated time of 8 weeks for repairs to be fixed and
returned to the Hagerstown Regional Airport (HOR).
Terminal Roof Leaks-There has been no change to repmi on the project as to whether the cost
will be covered by the new Infrastrncture Grant. Still waiting on the FAA for guidance to see
what projects are eligible.
Industrial Permit-No changes to report. The Stormwater Pollution Prevention Plan (SWPPP)
finalization is still awaiting a new permit release. Sampling will continue to be done as well as
recording rain events. The Airport is still working with ADCI Consultants to update expired
permit.
Operating Budget-The proposed rate increase hearing was held by the Board of County
Commissioners (BOCC), but no changes have been made to the operating and capital budget
from what was proposed.
Royal Aircraft Hangar Site L-No update to report. There has been no further communication
from Royal Aircraft regarding the project.
Airport Advisory Commission Members Update-The members welcomed the new Airport
Advisory Commission member Laurence Gross.
GRANTS
•FAA - Hagerstown Regional Airport, Reconstruct Taxiway F Pavement and
Lighting -HOR and ACDI consultants have submitted the 90% design stage meeting
with the FAA. Constrnction planned for 2024.
•Grant 60 and 61 Closeouts-Grant 61 -is closed. Still waiting for the FAA approved
numbers for the closeout of Grant 60.
•FAA-Coronavirus Response and Relief Supplemental Appropriation (CRRSA) Act
$1,009,930. All funds have been submitted for reimbursement and received.
•FAA-American Rescue Plan Act of 2021 (ARPA)-$1,168,383. Approximately 50% of
Grant has been submitted for reimbursement and funds received.
•MAA-Terminal Access Control Grant-$60,000 (75% MAA, 25% Local Match)

Mr. Bolanowski repmied that all the new card readers are in place. Currently waiting on
the lock hardware to be installed and then the project will be able to be closed out. The
Airport will be up to speed on enhancing security.
•Infrastructure Grant -The overall grant is $5,000,000 over 5 years. There is no updated
information from the last meeting: Planning with ADCI for projects in million-dollar
increments. Possible asphalt upgrades around the Airport and Terminal roof project may
be eligible.
NEW BUSINESS
•Equipment Operator Position was upgraded to Equipment Operator/Firefighter
(Vacant)-This position was upgraded to have airpo1i maintenance ceiiify as a firefighter
to give more flexibility and to have more fire/emergency coverage here at the Airport.
There have only been a few applicants for this position and will need to be readvertised.
•Site H&I-There is potentially a new tenant building a new hangar on site H&I.
Environmental Assessments must be approved by the FAA before project can move
forward.
AIRPORT DIRECTOR'S UPDATE
The job posting will be closing in a few days and the county will be in the process of conducting
interviews for a new Ai rpmi Director for Hagerstown Regional Airpo1i (HGR).
AIRLINE REPORT
Ms. Siler reported an update on our inbound and outbound numbers:
Sanford/Orlando to date has an inbound passenger load of 5,444 and outbound passenger
load of 5,538. Total passengers of 10,982. St. Pete/Clearwater has an inbound passenger load of
2,920 and outbound passenger load of 4,969. Total passengers of 7,889. The total number of
bags combined this year is 9,438.
May 12, 2022 marks the 10th Anniversary of HGR's partnership with Allegiant. The
contract was signed on May 12, 2012. The first flight was to Sanford/Orlando with 115 arriving
passengers and 143 departing passengers. This began as a seasonal destination and went yearly
in 2013. St. Pete/Clearwater began in February 2015, and as of this past year, running from
November-August. This destination will stop in August and resume in November. The extended
schedule is out through February 14, 2023. Myrtle Beach was originally a four-year sell that
started on June 6, 2019. Myrtle Beach will start back up on May 27, 2022 and will run through
September 5, 2022. To date, we have provided service to a total of 389,000 passengers
throughout these past 10 years.
There is currently enough staff to operate the snack bar. The snack bar was reopened as
of May 16, 2022 and was well received by the passengers.

COUNTY COMMISIONERS UPDATE
Mr. Wagner thanked Andrew Eshleman for stepping in as Interim Airport Director.
BUSINESS DEVELOPMENT REPORT
Mr. Horowitz reported:
•New Heights Industrial Park is still looking to acquire new tenants.
Mrs. Grimes reported:
•Business Development and Public Relations discussed the Chamber of Commerce Bash
to be held at the Airport on June 16, 2022. The depaiiments will coordinate with Airline
Station Leader Peggy Siler to prepare for the event.
MEMBERS COMMENTS
•New AAC member Mr. Gross stated that he appreciated the tour to get acquainted with
the Airp ort.
•Mr. Ferree stated that he appreciates the hard work of the Airp ort employees during the
transition to a new Airpo1i Director.

Mr. Barr made a motion, seconded by Mr. Bockrath to adjourn the meeting at 4:20 p.m. The
motion passed unanimously.
