The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette and Commissioners R. Lee
Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Captain Darrel Kingsbury, Salvation Army, followed
by the Pledge of Allegiance to the Flag by the full Assemblage.
PROCLAMATION - NATIONAL REACT MONTH
Motion made by Commissioner Roulette, seconded by Downey to Proclaim the month of
November 1986 as National REACT Month in Washington County and strongly urge all
citizens to recognize the significant contributions Hagerstown -Cascade -Hot Line
REACT Teams make to the welfare of this community. Unanimously approved.
Commissioner Bowers read the Proclamation and presented copies to each of the
representatives from the Hagerstown, Cascade and Hot Line Teams.
INVITATION TO HISTORICAL SOCIETY CELEBRATION
William P. Young, Jr., appeared before the Commissioners to extend a personal
invitation to them to attend the Historic Arts and Industries exhibition in
Washington County on November 13th, which is being held in connection with the
Washington County Historical Society's continuing celebration of it's 75th
anniversary.
URGE SUPPORT FOR GROUNDWATER STUDY - BEAVER CREEK CITIZENS ASSOCIATION
Roger Worthington, representing the Beaver Creek Valley Citizens Association,
appeared before the Commissioners to request them to urge the State Department of
Natural Resources to make a current groundwater study of Washington County. He
said that the last study, made prior to the quarrying operation on the west side of
Route 66, indicated that blasting at this site could adversely affect the Albert M.
Powell Trout Hatchery, and that this is already being evidenced by turbidity in the
spring. Thomas Scriviner, founding member of the Citizens Association, also asked
the Commissioners to recognize the seriousness of the situation and issue an
immediate injunction to stop the quarrying operations or to require the posting of
a bond in an amount sufficient to take care of all damages. Reed McDonagh,
Department of Natural Resources official, said that he would assist in any way he
could and would pursue this particular problem so a reasonable solution could be
found. The Commissioners agreed to continue with their efforts to resolve the
matter through any authority they may have.
911 ALTERNATIVES
C.& P. Telephone Company officials appeared before the Commissioners to inform them
of plans to prevent future 911 disruptions by rerouting half of the county's
lines. Dick Rutherford, C.& P. engineering manager, explained the plan that would
go into effect in case of a cable cut, in which transfer keys would be in place in
the company's outlying offices, at a cost of approximately $3,000 to the county.
He also proposed several other more expensive options but said the transfer key
system would be adequate. Ron Karn, Chief of Fire & Rescue Communications, agreed
to the concept.
MOTION made by Commissioner Downey, seconded by Roulette to allocate up to $3,000
for installation of transfer keys throughout the county to provide for a backup
system for 911 telephone calls so Washington County is not isolated by the cutting
of underground cables. Unanimously approved.
BOARD ON HOMELESSNESS
Cathy Mesaros, Chairperson of the local Board of Homelessness, along with other
Board members, appeared before the Commissioners to inform them that the Board had
been established in order to meet state requirements for the county to be eligible
to receive a state grant in the amount of $25,000 to develop a program to meet the
needs of the homeless. She said that the Board was seeking the status of
"Appointees" and was requesting the County Commissioners to give them this status.
She also explained that the Board was formed under the authority granted to
Community Action Council and that the funds would be administered by C.A.C. The
Commissioners agreed to the concept of the program, but asked the group to work
with the County Administrator in establishing formal guidelines and goals prior to
their taking any action.

WAIVE TAX PAYMENT REQUIREMENT
Motion made by Commissioner Salvatore, seconded by Roulette to waive the
requirement for payment of delinquent taxes prior to issuance of a building to
Daniel Martin, on the basis of there being a hardship and providing a permit is
required for a 8'x10' storage building. Unanimously approved.
BID OPENING - GASOLINE, DIESEL FUEL AND MOTOR AND INDUSTRIAL OILS
Bids for gasoline, diesel fuel and motor and industrial oils for the contract
period 12/1/86 - 11/30/87 were publicly opened. Because of the complexity of the
bids, only the names of the following bidders were read aloud: Southern States,
A.C.& T., Hardell Corporation, AMS/OIL, Solliday Oil Company, Dryden Oil Company
and Ewing Oil Company. It was announced that all bids would be available for
inspection in the Purchasing Department. The bids will be reviewed by appropriate
officials prior to a decision being rendered.
BID OPENING - SNOWBLOWER
Bids for a snowblower for the Washington County Regional Airport were publicly
opened and read aloud. Firms participating in the bidding and their proposals were
as follows: Lehigh Concrete Pumping Company - $207,000, $128,450, $139,990 and
$220,200; Idaho Norland Corporation - $133,250; Speicher Corporation - $125,180.
The bids will be reviewed by appropriate officials prior to a decision being
rendered.
RECESS
The Meeting was recessed at 11:20 a.m. for lunch and a tour of the Independent
Cement Plant.
AFTERNOON SESSION
The Afternoon Session was convened at 1:30 p.m. by President Bowers with Vice
President Roulette and Commissioners Downey, Salvatore and Snook present.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Roulette, seconded by Downey to convene in Executive
Session at 1:30 p.m. in regard to personnel, litigation and property matters,
pursuant to the authority contained in Section 10.508 of the State Government
Article of the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Salvatore, seconded by Snook to reconvene in Regular
Session at 3:30 p.m. Unanimously approved.
EMPLOY PART-TIME SECRETARY FOR PLUMBING INSPECTOR
Motion made by Commissioner Salvatore, seconded by Downey to employ Denise Fisher
on a part-time basis in the position of Secretary II in the Plumbing Inspector's
office. Unanimously approved.
EMPLOY PART-TIME BUS DRIVERS
Motion made by Commissioner Salvatore, seconded by Roulette to employ Jobie Jones
and Charles Hayter in the positions of part-time bus drivers for the County
Commuter System to fill existing vacancies. Unanimously approved.
ADOPT ROAD NAMING POLICY
Motion made by Commissioner Roulette, seconded by Downey, to adopt the Policy for
the Naming of County Roads, as proposed by the County Administrator. Unanimously
approved.
PROCEED WITH PROPERTY CONVEYANCE - ENGLEWOOD ROAD
Motion made by Commissioner Snook, seconded by Downey to proceed with the
conveyance of any right, title or interest the county may have in a certain 50'
right-of-way that runs between Englewood Road and an alley in the rear, to the
adjoining owners residing at 128 and 202 Englewood Road, in accordance with the
duly published Notice of Intention to Convey. Unanimously approved.
ADVANCE FUNDS TO CHIEF
Motion made by Commissioner Salvatore, seconded by Snook to advance $120,000 to the
Hagerstown/Washington County Industrial Foundation for the construction of a
roadway from Route 11 into the new industrial park north of the Washington County
Regional Airport, with these funds to be repaid from one-half of the proceeds of
ands sales by CHIEF. Unanimously approved.

STREET ACCEPTANCE INTO COUNTY ROADS SYSTEM
Motion made by Commissioner Roulette, seconded by Snook to concur with the
recommendation of the County Engineer and conditionally accept the following
streets into the County Roads System: Auburn Drive - Holiday Farms Subdivision;
Mar -Rock Drive - Rocky Springs Acres Subdivision; Coney Court - Oak Tree Estates
Subdivision; North Street Extended - Greenside Apartments Subdivision; Golf View
Drive, Clubhouse Drive and Fairway Lane - Towne Oak Village Subdivision. Motion
carried with Commissioners Roulette, Snook and Bowers voting "AYE" to accepting all
of the above mentioned streets, Commissioner Downey voting "AYE" to all of the
streets with the exception of Coney Court from which he "ABSTAINED" and
Commissioner Salvatore voting "AYE" to all of the streets with the exception of the
streets in Towne Oak Village Subdivision from which he "ABSTAINED".
RESOLUTIONS CREATING SUBDISTRICTS #15-1 AND #4-1
Motion made by Commissioner Roulette, seconded by Downey to pass Resolutions
approving of the Resolutions of the Washington County Sanitary Commission to create
Subdistrict #15-1 - Martins Crossroads and Subdistrict #4-1 - Sharpsburg/
Keedysville, and authorize the President of the Board of County Commissioners to
sign the Resolution on behalf of the Board. Unanimously approved.
CHANGE ORDER #5 - HALFWAY PARK SWIMMING POOL
Motion made by Commissioner Roulette, seconded by Downey to approve of Change Order
#5 to the contract with Callas Contractors for the Halfway Park Swimming Pool
Project, to allow the additional sum of $575.00 to install an alarm on the fill
valve. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Downey, seconded by Roulette to adjourn at 3:40 p.m.
Unanimously approved.
