CONVENE IN CLOSED SESSION
Motion made by Commissioner Schnebly, seconded by Iseminger, to
convene in closed session at 8:04 a.m. to consult with counsel
to obtain legal advice, consider the acquisition of real
property for a public purpose and matters directly related
thereto, and consider a proposal for a business or industrial
organization to locate, expand, or remain in the State, in
accordance with Section 10-508 of the State Government Article
of the Annotated Code of Maryland. Unanimously approved.
RECONVENE IN OPEN SESSION
Motion made by Commissioner Iseminger, seconded by Wivell, to
reconvene in open session at 10:10 a.m. Unanimously approved.
In closed session, the Commissioners consulted with counsel to
obtain legal advice on one (1) issue and to consider the
acquisition of real property for a public purpose and matters
directly related thereto, and considered one (1) proposal for a
business or industrial organization to locate, expand, or remain
in the State. Present during closed session were Commissioners
Gregory I. Snook, Bertrand L. Iseminger, Jr., John L. Schnebly
and William J. Wivell. Also present at various times were
Rodney Shoop, County Administrator; Richard Douglas, County
Attorney; John Martirano, Assistant County Attorney; Joni
Bittner, County Clerk; Terri Goldberg, Esq.; and Gary Rohrer,
Director of Public Works.
The regular meeting of the Board of County Commissioners of
Washington County, Maryland, was called to order at 10:15 a.m.
by President Gregory I. Snook with the following members
present: Commissioners Bertrand L. Iseminger, Jr., John L.
Schnebly, and William J. Wivell.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by
the Pledge of Allegiance to the Flag by the full assemblage.
APPROVAL OF MINUTES – JULY 30 2002
Motion made by Commissioner Iseminger, seconded by Wivell, to
approve the minutes of July 30, 2002, as amended. Unanimously
approved.
COMMISSIONERS’ REPORTS AND COMMENTS
Commissioner Wivell stated that he received a telephone call
asking whether the “Amber Plan” could be initiated in Washington
County. The plan has been instituted successfully in other
areas of the country to help apprehend kidnappers. Joseph
Kroboth, Emergency Services Director, stated that the County
does not have the variable message signs to use on the highways
but it might be possible to activate other parts of the plan.
He agreed to follow up with the State to determine whether it
would be feasible. Commissioner Wivell provided information on
a complaint he received from a citizen in Keedysville regarding
stormwater run-off on his property.
Commissioner Snook informed the Commissioners that the County
received Emergency Shelter Grant funding of $30,000. He also
reported on the meetings of the Chamber of Commerce Board of
Directors meeting and the Hospital site committee. Commissioner
Snook stated that he was the winner of the goat-milking contest
at Ag Expo.
Commissioner Iseminger stated that he met with Ad Fulton
regarding the revised Comprehensive Plan. He informed the
Commissioners that he met with City Councilman Kristin Aleshire
and City Economic Development Coordinator Debbie Everhart on the
sewer allocation issue and with Rick deGorter on the St. James
Park development. Commissioner Iseminger reported on the
Planning Commission meeting.
CERTIFICATE OF MERIT – NATIONAL MARBLES TOURNAMENT CHAMPION
Commissioner Snook presented a Certificate of Merit to John

Hulse who captured the 79 National Marbles Tournament to become
the second Washington County Mibster in two years to achieve
this honor.

PROCLAMATION – CITIZENS’ EMERGENCY PREPAREDNESS DAY
Commissioner Iseminger presented a proclamation to Verna Brown,
Peggy Martin and Elaine Rose, representing the Partners in
Preparedness Committee, designating August 17, 2002 as Citizens’
Emergency Preparedness Day. The Committee has scheduled
emergency preparedness workshops on a variety of issues to
promote citizen preparedness and community volunteer
recruitment. Ms. Brown thanked the Commissioners for the
proclamation and thanked the Committee for their efforts to
organize the workshop.
CITIZENS PARTICIPATION
John Himes asked the Commissioners if they had received
information from the State Highway Administration about
installation of a traffic signal at U.S. Route 340 and
Valley/Keep Tryst Road. Commissioner Snook informed Mr. Himes
that Commissioner Swartz was checking on this matter and that he
would contact Mr. Himes when he returns from vacation. Mr.
Himes expressed concerns about accidents on Route 340 and asked
if the speed limit signs could be moved. He also outlined a
variety of concerns with planning and zoning issues.
Ron Bowers thanked the committee involved with planning the
Citizens’ Emergency Preparedness Day for including a session on
people with special needs. He stated that several counties
publicize this information on their tax bills.
COUNTY ADMINISTRATOR’S COMMENTS
Rodney Shoop, County Administrator, informed the Commissioners
that the County picnic was the largest ever and complimented the
Information Technologies staff for planning it.
CONTRACT AWARD – REAL PROPERTY ACQUISITION SERVICES
Motion made by Commissioner Schnebly, seconded by Iseminger, to
award the contract for real property acquisition services to
Diversified Property Services, Inc. (DPSI) at the following
rates: Senior Real Property Agent (hourly rate) – Standard Rate
- $75, Resident Rate - $77, Overtime Rate - $75; Real Property
Agent (hourly rate) – Standard Rate - $72, Resident Rate - $75,
Overtime Rate - $72; and Real Property Technician (hourly rate)
– Standard Rate - $43, Overtime Rate - $43. Unanimously
approved.
TOUR OF AG EXPO AND ADJOURNMENT
The Commissioners adjourned at 11:09 a.m. in order to tour the
2002 Ag Expo at the Washington County Agricultural Education
Center.
