The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following
members present: Vice President Richard E. Roulette, and Commissioners R. Lee
Downey and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Downey followed by the Pledge of
Allegiance to the Flag by the full Assemblage.
BID AWARD - NORTHERN AVENUE/FOUNTAINHEAD ROAD INTERSECTION IMPROVEMENTS
Motion made by Commissioner Downey, seconded by Roulette to award the bid for
intersection improvements at Fountainhead Road/Northern Avenue to WOCAP Energy
Resources, Inc., who submitted the low bid of $101,046.50, and to require a
performance bond. Unanimously approved.
ROAD NAME - RINGGOLD
Motion made by Commissioner Downey, seconded by Roulette to name the old state road
which crosses State Route 418 and proceeds north to Route 66 in Ringgold, Barkdoll
Road. Unanimously approved.
The Commissioners also discussed formulating a policy for future naming of county
roads which would include public feedback from all property owners on the road.
CLEAR SPRING VOCATIONAL/AGRICULTURE FACILITY
Barry Teach read a letter from Richard Whisner, Acting Superintendent for the Board
of Education, regarding the Clear Spring Vocational/Agriculture Facility whereby
the Board of Education expressed their appreciation for helping to make the Vo -Ag
Center a reality. The Board of Education will include a request for funds and
equipment for this facility in their Capital Improvements budget request and will
submit surplus funds from the 1986-87 budget toward construction cost but requests
the right to hold funds in reserve for emergency situations if they arise. The
Board felt that the letter was consistent with their intent for Board of Education
financial participation but wanted to be kept advised of the need for funding
unanticipated emergency situations.
OPENING OF OMITTED BID - BUS TOOLS & EQUIPMENT
A bid from Turnkey Material Handling, Inc., for bus equipment and tools which was
inadvertently omitted at the scheduled bid opening on September 30, 1986, was
publicly opened. The bid had been received on September 29 at 11:55 a.m. which was
prior to the deadline for submission. The bid will be given to appropriate
officials to review with the bids previously opened on September 30.
CONVENE IN EXECUTIVE SESSION
Motion made by Commissioner Downey, seconded by Roulette to convene in Executive
Session at 9:15 a.m. in regard to personnel matters pursuant to the authority
contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Roulette, seconded by Downey to reconvene in Regular
Session at 9:25 a.m. Unanimously approved.
PROMOTION - ACCOUNT CLERK II
Motion made by Commissioner Downey, seconded by Roulette to promote Paula Blennard
to Account Clerk II to fill an existing budgeted vacancy. Unanimously approved.
RECREATION COMMISSION WAGES
Motion made by Commissioner Downey, seconded by Snook to adjust the wages for
Recreation Commission employees, as follows: School Community Center Program
Director from $5.25/hr. to $6.00/hr.; Summer Playground Directors from $3.65/hr. to
$5.00/hr.; School Community Center Program Aides, Summer Playground Aides (high
school graduates and above) from $3.65/hr. to $4.00/hr.; School Community Center
Program Aides, Summer Playground Aides (high school undergraduates) to stay the
same at $3.65/hr.; and Summer Playground Specialists (arts and crafts, special
events) from $4.05/hr. to $5.50/hr. Unanimously approved.
EMPLOY PART-TIME INFORMATION SPECIALIST
Motion made by Commissioner Downey, seconded by Roulette to employ Harry W.
Robinson in the position of Part-time Information Specialist at the Breezewood
Tourist Information Center. Unanimously approved.

PROCLAMATION - MERLE S. ELLIOTT DAY
Motion made by Commissioner Snook, seconded by Downey to proclaim October 14, 1986,
as Merle S. Elliott Day in Washington County. Unanimously approved.
The Proclamation will be presented at the Department of Economic & Community
Development luncheon today in Baltimore honoring Mr. Elliott.

Motion made by Commissioner Snook, seconded by Roulette to adjourn at 9:30 a.m.
Unanimously approved.
