HomeMy WebLinkAbout09.30.1986September 30, 1986 Hagerstown, Maryland 21740 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, John R. Salvatore and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Commissioner Snook followed by the Pledge of Allegiance to the Flag by the full Assemblage. PROCLAMATION - LUPUS AWARENESS MONTH Motion made by Commissioner Snook, seconded by Salvatore to Proclaim the month of October 1986 as Lupus Awareness Month in Washington County and urge all residents to recognize the devastating consequences of this disease and become more knowledgeable and aware of the great need for research support. Unanimously approved. Commissioner Snook read the Proclamation and presented a copy to Diana Ridenour, local Lupus Foundation representative. CERTIFICATE OF MERIT - Reuben L. Musey A Certificate of Merit was presented to Reuben L. Musey in appreciation of his continuing efforts to make the citizens of Washington County aware of our historical heritage. RE/APPOINTMENTS TO ALCOHOL & DRUG ABUSE ADVISORY COUNCIL Motion made by Commissioner Roulette, seconded by Salvatore to reappoint Lee Downey, Lynn Peirson, David Rutherford and Emmert Stains and appoint W. Steve Blevins to serve as members of the Washington County Alcohol and Drug Abuse Adivosry Council for three year terms. Unanimously approved. ADOPTION OF ANIMAL CONTROL ORDINANCE After a final review of the proposed Animal Control Ordinance dated 9/22/86 , a MOTION was made by Commisioner Salvatore, seconded by Roulette and unanimously passed to adopt the Animal Control Ordinance for Washington County, as amended 9/30/86, with said Ordinance to be effective 11/1/86. HAZARDOUS INCIDENT RESPONSE TEAM Gregory Socks, Coordinator of the Washington County Fire & Rescue Association's Hazardous Response Team, appeared before the Commissioner to submit a report from the hazardous materials committee which indicated the need to be fully prepared to deal with the technical problems associated with hazardous chemicals. Included in the report was a proposed Operating Budget of $10,310 needed for education and training of team members. The Commissioners indicated their support of the program, stating that $6,000 was currently budgeted in the Fire & Rescue Association's Budget for this purpose. AIP PROJECT NO. 3 CONTRACT AMENDMENT Motion made by Commissioner Salvatore, seconded by Snook to approve of Amendment No. 2 to the contract with Delta Associations for AIP Project No. 2, to increase the not -to -exceed amount for engineering services to $12,500 and the not -to -exceed amount for construction testing to $8,500. Unanimously approved. STREET ACCEPTANCE - QUEEN ANNE'S COURT Motion made by Commissioner Downey, seconded by Roulette to accept Queen Anne's Court in the Londontowne Apartments Subdivision into the County Roads System and to accept a check in the amount of $1500 as surety until completion of the two (2) year maintenance period. Unanimously approved. REQUEST DNR TO MONITOR QUARRY EXPANSION Motion made by Commissioner Roulette, seconded by Salvatore to urge the State Department of Natural Resources to strictly monitor H. B. Mellott's quarry expansion project to make certain nearby water sources will not be adversely affected. Unanimously approved. AWARD BID - SHERIFF'S DEPARTMENT UNIFORMS Motion made by Commissioner Roulette, seconded by Salvatore to award the bid for uniforms for Sheriff's Deputies to Hoffman Clothiers who submitted the only bid of $18,225. Unanimously approved. ALLOCATE FUNDS FOR COMPANY 25 ALARM SYSTEM Motion made by Commissioner Downey, seconded by Roulette to allocate $1,365 for a fire alarm system in the new Company 25 building, with these funds to be appropriated from Capital Contingency. Unanimously approved. SEPTEMBER 30, 1986 MINUTES, CONT'D. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Downey, seconded by Roulette to convene in Executive Session at 10:40 a.m. in regard to property and personnel matters, pursuant to the authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Roulette, seconded by Downey to reconvene in Regular Session at 11:10 a.m. Unanimously approved. BID OPENING - BUS EQUIPMENT & TOOLS Bids for Equipment and Tools for the County Commuter System were publicly opened. Only the names of the bidders were read aloud because of the complexity of the bids. Firms participating in the bidding were as follows: Resley's Tire Company, Fred Hill & Son, North End Auto Parts, Holiday Tool Company, Hagerstown Equipment Company, Miller & Liskey, Mid -Atlantic A.& I., Hagerstown Auto Parts, C.& H. Distributing Company, and Hagerstown Automotive. The bids will be reviewed by appropriate officials prior to a decision being rendered. PROCLAMATION - NATIONAL BUSINESS WOMEN'S WEEK Motion made by Commissioner Downey, seconded by Roulette to Proclaim the Week of October 19 - 25, 1986 as National Business Women's Week in Washington County and urge all citizens to join in this notable celebration by encouraging and promoting the achievements of all working women as they contribute to our economic, civic, and cultural progress throughout the nation and the world. Unanimously approved. ADJOURNMENT Motion made by Commissioner Salvatore, seconded by Snook to adjourn at 11:30 a.m. Unanimously approved. County Attorney Clerk
