Dear Property Owner,
Your property(PROPERTY INFORMATION) (PROPERTY INFORMATION) (PROPERTY
INFORMATION) has a zoning overlay in addition to your underlying zoning called the Historic
Preservation Overlay. This overlay offers the benefit of the ability to apply for County Property Tax
Credits for qualifying exterior work completed on the structures within the overlay. In exchange, any
required building permits which affect the exterior of the structures are subject to the review of the
Historic District Commission (HDC). The HDC uses the Secretary of Interior (SOI) Standards and
Guidelines for Rehabilitation and the County’s Design Guidelines for Historic Structures when reviewing
projects to ensure the property’s unique features are retained.
The HDC and staff wanted to reach out to all property owners with a current HP overlay to open
a dialogue and provide updates that have occurred in the County that may affect the owners of historic
properties. The HDC adopted Design Guidelines for Historic Structures in June of 2022, which can be
viewed on the HDC’s website: https://www.washco-md.net/planning-zoning/historic-district-
commission/. This document follows the SOI Guidelines and expands with more local information.
Also on the HDC’s website, there are additional customer resource pages and access to HDC
Agendas, Minutes and Certified Local Government Annual Reporting. The HDC has added web maps to
help easily visualize and locate historic resources. The maps have also been updated this year to include
cemetery data.
The HDC encourages HP Overlay property owners to review the information on the site,
specifically the information related to the Tax Credit Program. The ordinance, application and additional
State and Federal credit options are all provided for owners as you consider a qualifying exterior project.
As a reminder, tax credit applications must be received prior to the start of work to ensure the work will
qualify for local credit. The tax credit does not have to be for work requiring a permit. Enclosed is a
brochure prepared by the Historical Advisory Committee and the HDC for your reference.
Since your property contains a resource within the HP Overlay, the HDC also wanted to
determine if there were any additional programs or assistance that could be provided to help with the
retention of the resource. Please reach out with any suggestions or considerations that the HDC should
undertake.
