CHAPTER I - INTRODUCTION
The 1988 Maryland General Assembly, in enacting HB 714,
required all counties in Maryland to recycle a certain percentage
of their solid waste flow by 1994. The Washington County
Recycling Plan, adopted in June of 1990, presents and describes how
the County intends to meet and exceed the recycling goal of 15%
established by the law.
Since 1990, significant goals of the plan have been implemented and
accomplished:
A recycling coordinator was brought on staff and is now
actively coordinating and promoting recycling in the County.
Recycling bins for citizens to deposit separated materials
have been provided in all the incorporated towns, rural
greenbox locations, and major shopping centers in the county,
a total of seventeen sites.
A white paper and glass recycling program has been established
at the county offices. White paper and cardboard is also
collected at the county schools.
A central leaf composting area has been established at the
Washington County Reclaimation Landfill site.
Early in 1993, the county zoning ordinance was amended
so new businesses will evaluate the need for an area for the
collection and storage of recyclable materials.
This, in conjunction with data from a new, comprehensive waste
stream analysis study, has made it necessary to update and revise
the Recycling Plan.
This document is an update of the Washington County Recycling
Plan, providing a "snapshot" of the present status of recycling as
well as goals, objectives and plans for the future. As with the
original plan, this update plan will be implemented in phases to
allow the recycling program to be monitored and adjusted as
experience is gained, the program evolves and markets change over
time.
A. Recycling Goals
Goals and objectives for recycling have not changed. However,
a number of the original goals have been completed or accomplished.
These are marked with an asterisk (*).
I. Provide for public involvement and input in recycling issues so
as to achieve public acceptance of at least a 15% reduction in
the waste stream by 1994.
*A. Inform citizens of and promote waste reduction, disposal,
and recycling issues by all available means.
*B. Provide a role for the Solid Waste Advisory Committee in
formulating recycling planning and goals.
II. Encourage a primary role for private enterprise in all
collecting, recycling, and marketing efforts.
A. Investigate financial incentives to encourage creation of
local recyclable materials markets.
*B. Where appropriate, encourage non-profit agencies to offer
recycling services.
*C. Investigate methods to encourage local private enterprise
to begin recycling programs.
III.Establish a recycling planning, coordinating, and educational
role for the county and municipal governments.
'A. Prepare and adopt necessary ordinances, zoning regulations
and amendments so as to promote comprehensive recycling
county wide.
*B. Establish a schedule for beginning public agency recycling
programs.
*C. Establish methodology to document and account for various
recycling efforts in meeting the 15% recycling goal.
IV. Integrate recycling with the county's comprehensive solid waste
management strategy.
*A. Investigate regional recycling and incineration
feasibility.
*B. Establish recycling centers at all greenbox locations and
at other appropriate places.
*C. Establish a comprehensive waste and recycled material
reporting system.
*D. Update the Solid Waste Plan to include recycling programs
within the County.
*E. Investigate the feasibility of establishing a
separation/recycling facility at the County's landfill.

C. The county government's recycling efforts in Washington County
have greatly increased with the addition of a recycling program
coordinator staff position in the Department of Solid Waste.
Recycling has become an integral part of solid waste management
through the work of the recycling coordinator and the assistance of
the Solid Waste Advisory Committee.
The recycling coordinator is responsible for overseeing the
development, implementation and coordination of recycling
activities and programs throughout the county. Other
responsibilities include:
1. Starting programs to educate the public and increase awareness
of the need for recycling.
2. Assist businesses and industries to identify recyclable
materials and markets.
3. Help towns, as requested, with developing and promoting
recycling and yard waste composting programs as part of an
integrated county wide program.
4. Coordinating consultant and other Request for Proposal
projects.
Additional recycling services that have been provided since the
Recycling Plan was approved include drop off bins for both glossy
paper magazines and corrugated cardboard at the Resh Road landfill.
D. Regional Recycling Planning
In March 1991, the Regional Solid Waste Management Study for
Frederick, Howard, Carrol, and Washington County was presented to
the counties. The study examined what opportunities might exist for
regional cooperation on the disposal of solid waste. Issues such as
regional landfills, recycling centers, and waste to energy
facilities were explored.
As a result of this study, the County learned that
transportation costs to a regional facility would be excessive, it
would experience difficulty in siting regional facilities, and that
the use of refuse derived fuel would not require a regional supply
of waste. The County Commissioners are continuing to explore all
fiscally sound opportunities that may exist in a regional approach
to solid was- -.e management.
CHAPTER 11 - COUNTY CHARACTERISTICS AND WASTE STREAM DATA
A. County Population Characteristics
1. Population density in the county is primarily
concentrated in Hagerstown and the surrounding growth area. Based
on data from the 1990 Census, density is shown in Figure 1 by
Election District.
2. The 1990 census for Washington County listed the population
as 121,393, a 7.3 percent increase from the 1980 census. The
Maryland Office of Planning, in its September, 1993 interim
revisions to post 1990 census population projections, has projected
a 7.5 percent increase in the county population between 1990 and
2000.
The 1990 population and Maryland Office of Planning projections
for the year 1995 and 2000 are shown in Table 1.

3. Laws and regulations that affect the recycling program in
Washington County are described below.
In 1988, the Maryland General Assembly enacted legislation
(HB 714) that required all counties in Maryland to prepare and
implement a recycling program and mandated a 15% or 20% recycling
goal, depending on population. Counties with populations of less
than 150,000 people were required to prepare a recycling plan by
July 1, 1990 with full implementation of the plan by January 1,
1994. Washington County is required to recycle a minimum of 15% of
its waste stream classified as recyclable by the Maryland
Department of the Environment.
In addition, a new state law requires separation of segregated
loads of yard waste beginning on October 1, 1994.
Title 9, Subtitle 5 of the Annotated Code of Maryland requires
that each County shall adopt and submit to the Department of the
Environment a county plan that deals with water supply systems,
sewerage systems, solid waste disposal systems and solid waste
acceptance facilities and a systematic program for the collection
and disposal of litter, refuse or other solid waste. Also, the
county plan shall be amended from time to time as deemed necessary
by the county governing body or by the Maryland Department of the
Environment.
The Washington County Recycling Plan, with the goal of
recycling 20.5 % of the waste stream, 5.5% above the goal mandated
by state law, was adopted by the Board of County Commissioners on
July 31, 1990, and approved by the Department of the Environment on
October 21, 1991.
Additional ordinances, regulations and activities include an
amendment to the County Zoning Ordinance requiring applicants that
provide a site plan to determine the need for recyclable materials
storage space and if needed, to show it on the plan.
The state "All Star" program mandates all state offices in the
county to have a 25% recycling goal.
A federal program mandates all federal offices achieve a 25%
recycling goal.
The state Scrap Tire Law provides detailed regulation and reporting
requirements for all tire acceptance facilities in Washington and
all the other counties in Maryland.

B. Existing Recyclables/Waste Generation
Waste flow in to the Resh Road Sanitary Landfill is now
measured on a systematic, daily basis. The full time weighing
program began on July 1, 1989, by weighing all waste that enters
the landfill.
1. Existing Recycling Tonnage
Data from landfill weighing records and a survey of
commercial recycling companies and businesses documenting the
tonnage of Maryland Recycling Act recycled material during the
calendar year 1992 is listed in the Appendix. This data is taken
from summary reports that are required by the Maryland Department
ui nvironment. For 1992, the amount of recycled residential
and commercial materials classified as Maryland Recycling Act
recyclable material was calculated to be 16,739.8 Tons.
2. According to weigh records, the total Maryland Recycling Act
(MRA) waste disposed was 113,473 Tons. "MRA waste", for purposes of
calculating the county recycling rate, excludes bulky materials
such as sewage sludge, rubble, land clearing debris and ash.
3. The MRA waste generated in Washington County that was
disposed at the Resh Sanitary Landfill during 1992, along with the
county recycling rate is shown in Table 2.

This is based on the method used to calculate the County

D. WASTE STREAM COMPOSITION
Knowing the proportions and amounts of various materials in
the waste stream is important in deciding which materials to target
for recycling and in designing the program to process them.
Since the first recycling plan was prepared, several years of
weighing records of waste stream loads and recycled materials has
been accumulated. Also, a detailed waste sampling study was carried
out by Gershman, Brickner & Bratton, Inc. (GBB), solid waste
management consultants. While, the sampling study was limited to a
one week period in June, 1993, it provided information that was the
result of estimation and conjecture before the study. Data from
the GBB study is so acknowledged when used in this plan update.
The following section presents two types of data. The first
is based on actual weigh records of material disposed at the land
fill, while the second is based on and projected from the GBB waste
sampling study results. Note that the second set of data does not
include homogenous waste streams such as rubble, s€,dge, fluff,
rubble, wood, dirt, building materials, and industrial waste.
The Resh Road landfill waste stream composition, according to
data from landfill disposal records for the 12 month period is
shown in Table 4.

The estimated residential, commercial, industrial and
institutional/governmental waste stream composition, based on the
GBB sampling survey at the Resh Landfill is listed in the appendix.
This composition listing does not include homogenous waste such as
rubble, sludge, fluff, wood, or tires.

2. The total estimated landfill waste stream composition, from the
GBB sampling report is listed in Table 5 below. This also excludes
homogenous waste, such as tires, sludge, fluff, industrial waste,
and rubble.

White Goods, Tires and Yard Debris
Most waste materials except tires and white goods are directly
landfilled. Whole tires are stockpiled and placed in storage
trailers, then picked up on a regular basis and processed by an out
of state company. White goods are also diverted and stockpiled.
They are then compacted and transported by the highest bidding
company, which shreds and markets the metal. Loads of leaves and
yard waste carried by private haulers or individuals are placed in
drop off bins upon delivery to the landfill. Once the phase in of
compost processing is completed, it is intended that leaves and
yard waste will be diverted to the composting facility, located at
the reclaimation landfill site.
Diversion of clean, segregated loads of yard waste from the
landfill will be required by state law as of October 1, 1994.
E. Current Waste Management System
1. Existing Disposal System
a. Collection
Solid waste in Washington County is collected using three
methods: by Municipal Collection (using Municipal employees); by
private commercial or contracted haulers; and by the individual
home or business owner hauling their refuse to the county landfill
or a county greenbox facility.
The town of Hancock employs its own staff and equipment for
trash pickup. All other municipalities contract with private
haulers to collect town refuse. Commercial solid waste haulers
contracted by the munj....., .Aiit.ies are identified and listed on the
next page. Citizens living in unincorporated areas of Washington
County have the option of contracting for pickup with a private
hauler or taking their refuse to the landfill or a green box
facility.

As with most of the municipalities, commercial establishments
contract with one of the several collection companies operating in
Washington County. In addition to the collector companies listed
above, Eastern Waste Industries (EWI), Waste Management, Inc. as
well as several small, independent companies also operate in the
County.
b. The Resh Road landfill is the only facility now land disposing
municipal and county wastes in the county. The Hancock Sanitary
landfill, owned and operated by the county, was closed out
September 9, 1993. The site will be converted and used as a green
box facility to collect and transport wastes to the Resh Road
landfill. The County reclamation landfill facility is located near
MD 63 on Kemps Mill Road. Once it is permitted for operation, the
site will divert a significant amount of approved, inert material
from going into the Resh Road facility.
Except for Washington County Hospital which uses heat from
incineration of part of its waste to generate process steam, no
waste to energy facilities presently exist in the county. The
local cement company has applied to the state Department of the
Environment for a permit to use old tires as a source of fuel in
the cement manufacturing process.

In addition to roll off bins ("Green Boxes") for deposit of
household trash and refuse, all locations have recycling bins for
HOPE and PET plastic bottles, newspaper, colorless glass, aluminum
and steel cans and containers for used motor oil and antifreeze.

2. Recycling Programs and Sites
Considering that the first government sponsored recycling
program in the County began in 1990, much progress has been
made over the last three years.
a. Municipally Sponsored Programs
Boonsboro has a used oil deposit facility in place next to
Shafer Park. The town also borrows the county chipper to
process citizens brush and bulky yard waste.
Williamsport is in the process of investigating the cost and
demand for a contracted curbside program in cooperation with
the county. The town also diverts leaves and yard waste
from the landfill.
Hagerstown manages an office paper collection and recycling
program in City Hall and at other municipal departments.
b. County Sponsored Programs
Washington County sponsors an extensive drop off bin
program as well as a road side collection program, begun in
1990 as a model program, in the Saint James subdivision
south of Hagerstown, and in the Van Lear and Tammany Manor
subdivisions near Williamsport.
Drop off bins for collection of clear glass, steel and
aluminum cans, plastic bottles and newspaper and brown paper
bags are located in the municipalities of:

c. Private Operations
Private sector recycling processors and marketers manage
most of the recycling occurring in the County. Companies and
businesses involved with collection and processing of
recyclables are listed below.
EWI (Eastern Waste Industries), Waste Management, Inc. and BFI
(Browning Ferris Industries) each provide collection services
to county households, industries and businesses.
H.B. Mellot Estate, Inc. and Clean Rock Industries offer rubble
recycling services.

CHAPTER III - RECYCLABLE MATERIALS SELECTION AND MARKETS
A. The selecting of various waste stream materials for recycling
is based on:
1. Amounts of clean separated material in the waste stream
2. The markets available taking the material
3. Cost of processing the materials for markets
4. Effect on the landfill volume
5. Public support for recycling of specific materials
Materials that have reasonably stable markets that will continue
to be targeted are newspaper, office paper, corrugated cardboard,
magazines, clear, green and brown glass, HDPE and PET plastic
bottles, aluminum and steel cans, leaves and yard waste, glossy
paper magazines and tires.
The estimated recovery rates of recoverable recyclable
materials in the county residential waste stream are listed in
Table 7, below. These figures are taken from the GBB Materials
Recovery Facility Options Analysis, Table IV -16a, and are based on
the landfill waste sampling done in June, 1993. The low recovery
rate scenario assumes a low intensity recycling effort, while the
high rate scenario is based on a well funded and publicized,
aggressively implemented program for recycling.

B. Local Markets
Recycling occurs only when materials are marketed to an end
user and transformed into a new product. The success of the
material collection program in Washington County will depend on the
availability or establishment of markets or end users to make use
of the collected recyclables.
The county intends to continue to use and encourage local
private sector recycling processors and marketers to the maximum
extent possible. A local and regional business inventory taken from
the Maryland Environmental Service Maryland Recycling Directory is
listed in Table 9. Note that inclusion in this inventory does not
indicate compliance with the solid waste plan or imply endorsement
by the county. The County intends to rely on private sector
expertise in dealing with commodities markets. Private sector
initiative in all aspects of recycling will continue to be
encouraged through the County's Request for Proposal and bid
process.

Market Development
Market development in Washington County has taken several
approaches. The county is carrying out its goal of purchasing
recycled paper goods. The County has also joined the Western
Maryland Purchase Pool, enabling it to procure larger amounts of
recycled paper products at a lower price. These include letterhead
stationary and envelopes, as well as toilet tissue, paper towels,
craft envelopes and white computer paper and about 20% of the
photocopy paper used by county departments. The purchasing
department's goal is to significantly increase its procurement of
recycled photocopy paper and green line computer paper.
Hagerstown Fiber, a company that will de -ink and recycle
office paper, is in the process of planning a site in Hagerstown.
Regional Marketing
The County was a participant in the 1991 Regional Solid Waste
Management Study which included analysis of regional energy and
materials markets. Listings of various regional intermediate and
final markets for recyclables were included in the task two report
of the Study.
The County Request for Proposals will solicit prices for a
vendor to sort residential and commercial recyclables and provide
a certain percentage of return from the sale of materials. It is
anticipated that the company receiving the contract will have
significant experience in regional marketing of recyclable
materials to end users.

CHAPTER IV - RECYCLABLE MATERIALS COLLECTION
A. According to experience elsewhere, an important issue in
developing recycling programs is often the collection system for
the recyclable materials. It is especially challenging to plan
for programs in Washington County, due to a significant low density
rural population, along with eight incorporated municipalities
having no legal mandate to recycle. Residential material recycling
will continue to be an important part of recycling efforts in
Washington County.
Curbside Collection Systems
Due to the higher population density of the larger
municipalities, they are the most logical locations to begin
curbside recycling. Both Hagerstown and Williamsport are in the
process of evaluating costs, markets and benefits of contracting to
provide this service in cooperation with the county. Encouragement
by the county government may consist of economic incentives or
subsidies to assist the towns with program start up costs.
Since Washington County and the municipalities (except
Hancock) rely completely on the private sector for waste collection
services, collection of recyclable materials will most likely
continue to be by private contractors. Contractors will be
encouraged to provide collection services. This is consistent with
Plan goals of encouraging a primary role for private enterprise.
Dropof f Cetera
The dropoff program with the 17 white "Citizen Recycling
Collection Site" bins has been very successful and will continue as
long as it is of benefit to county residents. Although the bins
have been available for over two years, collected material volumes
have not yet leveled off, indicating a still rising curve of public
interest in and support of recycling. As curbside collection
services become more available, the location and number of drop off
bins may be adjusted.
Special Materials
Waste stream materials that will continue to be targeted in
special residential programs are yard waste and leaves, telephone
books, corrugated cardboard and magazines.
The GBB study report estimates a yard waste diversion
potential of over 5,000 tons, assuming an aggressive, well
publicized and funded program. Yard waste diversion will be
accomplished initially by diverting material brought to the Resh
Road landfill. The resulting material will be placed in a roll off
box and transported to the reclamation landfill site for
stockpiling. Once the scales and inspection station at the

reclamation landfill are completed, yard waste will be brought
directly to the site. The advantages and disadvantages of providing
one or more decentralized leaf composting sites in other locations
in the county will be analyzed as the composting program gets
underway.
Beginning in fall, 1993, old telephone books were accepted in
the newspaper section of the County citizen recycling drop off
bins. Having multiple drop off sites available is expected to
eventually help greatly increase the volume of recycled phone
books.
Cardboard from the residential waste stream will continue to
be accepted at the trailer located at the Resh landfill recycling
dropoff area. A covered roll off box for magazines will also
continue to be available, as well as sites for motor oil and car
battery recycling.
Estimated recovery rates of selected recyclable materials that
could be collected for recycling from the residential waste stream
are projected in Table 10, based on the GBB Sampling and Sort
Report. The low rate scenario assumes a low intensity recycling
effort, while the high rate scenario is based on a well funded and
publicized, aggressively implemented program for recycling.
Additional estimated recovery rates of other recyclable materials
in the residential waste stream are listed in Table 11.
Capital and operating expenses for these collection programs
will depend primarily on response to the Request for Proposal
process. Preliminary estimated costs are summarized in the
Financial Planning chapter.

B. Institutional recycling is expected to provide an increasing
percentage of recyclable material volume during the planning
period. Volumes of the various materials collected at institutions
will depend on several factors, including the amount of
organization and promotion of recycling at each facility. County
government sponsored promotion may include public recognition on
the Environmental Roll of Honor as well as other activities, such
as advertising and public information. Ongoing activities such as
providing information and technical assistance to encourage a
commitment to recycle will continue and be given more emphasis.
Institutional establishments will continue to make
arrangements with waste haulers to pick up and deliver their
recyclables to material processing businesses in the community and
region.
State owned and operated facilities and institutions in
Washington County are under Maryland Department of the Environment
mandates to meet Recycling Act planning and recycling goals.
The Maryland Correctional Facility is refining and improving an OCC
collection program that is consistent with their security
requirements.
County offices and schools will continue ongoing office paper
collection and recycling activities. Other materials including
clear glass bottles and aluminum cans will continue to be collected
for recycling from County offices, and from schools on a special
project basis.
Establishing a recycling collection bin at a county park for
use of park visitors is recommended by this plan update.

C. Commercial Recycling Collection
An effective commercial recycling program is important to
meeting diversion and recycling rate objectives. Owners and
managers of commercial establishments will continue to be educated
and informed about making arrangements with waste haulers to pick
up and deliver their recyclables to material processing businesses
in the community and region. County involvement will consist
primarily of providing information, technical assistance and
recognition through the Environmental Roll of Honor to encourage
recycling.
Materials that commercial establishments will be encouraged to
target for recycling are primarily used office paper and old
corrugated cardboard. These materials are estimated to make up
7.5% and 20.8% respectively of the commercial waste stream.
According to the GBB waste sort study, wood waste and
pallets, at 19.8 % of the commercial waste stream, are a very
significant component of materials entering the county landfill.
This material will receive more attention from the county so as to
encourage businesses and waste haulers to divert more wood waste
away from landfilling and to the rubble landfill for reduction to
useable mulch in the tub grinder.
The estimated recovery rates of commercial recyclable
materials that could be diverted from landfilling is listed in
Table 12. These figures are taken from the GBB Materials Recovery
Facility Options Analysis Report, Table IV -18a. The low rate
scenario assumes a low intensity recycling effort, while the high
rate scenario is based on a well funded and publicized,
aggressively implemented program for material diversion and
recycling.

D. Estimated Collection Data
While specific tonnage goals for various materials cannot
accurately be stated due to the unknowns of the evolving recycling
program, the county is committed to exceeding the mandated goal of
recycling 15% of the solid waste stream.
Estimated quantities of recoverable materials that could be
collected, diverted and accounted for during the planning period
are summarized in table 13. These figures are taken from the high
range of the estimated recovery rates for residential recycling and
from the low range for commercial recycling given in the GBB study
report.

CHAPTER V - PROCESSING OF RECYCLABLES
The private hauling contractor for the County drop off bin
program operates a facility for processing the collected material.
Some material, such as newspaper, is delivered to an end user
industry located in the County. Other materials are taken to
markets and end users in neighboring states.
Intermediate Separation
The GBB Materials Recovery Facility Options Analysis report
recommended a materials recovery facility constructed in the County
have a design capacity of between 30 and 50 tons per day.
As the volume of materials collected from the dropoff,
commercial and expanded roadside collection programs increases, a
materials recovery facility is expected to be constructed. As of
September, 1993 the County was preparing a Request for Proposals to
determine what the private sector would propose for operation of a
Materials Recovery Facility, with an alternate in the RFP for
County participation through provision of a site and
infrastructure.
This is consistent with plan goals of encouraging a primary role
for private enterprise in as many aspects of recycling efforts and
activity as possible.
Facility locations that have been discussed include the county
landfill where the MRF could be erected and operated under
contract. The ultimate location selected will be in the best
interests of businesses and the citizens of the county by providing
maximum operating flexibility for population centers, material
processing facilities and end user companies.
Composting
Due to unexpected reclamation landfill permitting delays, the
County composting facility that is planned to be located at the
reclamation landfill site is not yet operational. A tub grinder
has been installed at the Resh Road landfill for yard waste
processing until the reclamation landfill site is ready.
Large loads of yard waste and leaves will be directed away from the
face of the Resh Road landfill and stockpiled for later delivery to
the reclamation landfill site. A grant application is being
prepared for a windrow turning machine that will be stationed at
the reclamation landfill. This will enable consistent processing
and help produce a higher quality compost.

CHAPTER VI - PUBLIC EDUCATION AND PROMOTION
Education and promotion are critical to the success of
recycling in Washington County. The aim and purpose of education
and promotion is to change attitudes and behaviors of Washington
County businesses, industries and citizens concerning the handling
of waste. The following educational goals and objectives are
considered important to the success of recycling and integrated
waste management in Washington County.
1. To provide up-to-date accurate information on recycling
and waste management issues to the general public.
a) Landfill space and waste management issues
b) Economic issues
c) Environmental issues
d) Legal issues
e) Collection, contamination and market issues
f) Accountability for recycling
2. To provide detailed recycling and waste management
information to specific target groups.
a) To assist public and private schools in Washington
County with comprehensive recycling program
information, instructional strategies, resource
materials and field trips.
b) To work with the Chamber of Commerce, Solid Waste
Advisory Committee, waste generators, waste haulers,
and other special groups that may be important to
successful recycling in Washington County
c) To provide information on what can be recycled, how
materials may be collected, hauling and processing
options for recyclables and end use markets for the
materials.
To accomplish the goals and objectives listed above requires
a wide range of promotional and educational activity. Listed below
are activities, promotions and services the recycling program
coordinator is actively involved in to accomplish the County's
recycling goals.
1) Operate a highly visible residential drop off program
in 17 locations in the county. In addition to providing a
recycling service these sites provide advertising and awareness
functions.
2) Monthly campaign utilizing radio and print media.
3) Frequent presentations to professional and social
organizations.
4) Plan and coordinate special programs such as "3 Tons
in 3 Hours", PTA recycling drive, leaf swaps, business catalog
recycling drives, mall recycling programs, "Back to School Days"
and other special events.
5) Design and use of a recycling display booth.
6) Guest speaker for school programs, distribute
recycling book covers to all schools, provide films for school and
public library use.
7) Provide tours of the Washington County Landfill.

CHAPTER VII - FINANCIAL PLANNING
Detailed cost figures can be provided when they become
available in response to the Request for Proposals for recyclable
material processing services, now being drafted. It is the county's
intent to rely on the private sector for the provision of recycling
services such as collection, sorting, processing and marketing. As
a result, costs will rely on market forces and are therefore
difficult at this time to estimate with any certainty. Costs will
most likely be met by user fees.
Recycling is a part of the county Department of Solid Wastes. This
integrated waste management approach provides the opportunity for
the sharing of labor and equipment costs. The County government
believes that the success of recycling depends on efficient, cost
effective programs. It is anticipated that the successful
recycling in the County will result in a loss of some revenue for
the operating budget of the landfill but a savings in long term
capital costs.
BUDGETING FOR RECYCLING
Aside from recycling services that are provided through the
sharing of equipment and labor with the Solid Waste Department, the
County has separate categories in the budget for recycling
programs. The fiscal 1993-1994 budget has a recycling programs
operating budget of $303,274. These funds support the contracts
for recycling services, educational materials, advertising and
promotions, salaries, operating supplies and composting efforts.
Equipment worth $135,000 was recently purchased through the
Capital Improvements Plan (CIP) budget for composting. Design and
construction of the County's composting facility is part of the new
rubblefill budget. The CIP budget has $1.9 million in it for the
design and construction of a materials recovery facility. As of
October 4, 1993, GBB, the consultants contracted by the County, has
been given the task of drafting the Request for Proposal for
material recovery facility services.
As the overall recycling strategy is phased in, the County may
continue contracts for servicing drop off units in the
municipalities and continue with development of a leaf and yard
waste composting site.
Consistent with Plan goals and objectives, the private sector
will be contracted to provide as many Plan components as feasible.
The design, construction and operation of the separation facility
is expected to be provided by the private sector.
The county is committed to providing assistance to Williamsport
for start up costs of town recycling collection programs. The
county is also seeking ways to encourage other municipal
governments to provide recycling services.

CHAPTER VIII - IMPLEMENTATION SCHEDULE
An ambitious implementation schedule was proposed in the 1990
Plan.
That schedule should be modified somewhat since local recycling
planning greatly depends on market forces, responses to the RFP
process, and negotiations between the various jurisdictions. The
previous schedule also assumed that a full time education and
information coordinator would share responsibilities with the
recycling coordinator.
In addition to educational programs, a key component of future
recycling activity that will require attention by decision makers
is the method of providing incentives for recycling to municipal
and county residents and businesses. Numerous options warrant
study; variable tip fees for loads having a significant amount of
recyclable materials, material bans at the landfill, legal
mandates and volume based fees are examples. The goal would be
appropriate economic incentives and/or disincentives to encourage
recycling, so as to provide a steady supply of recyclable
materials. This would in turn help to enable cost effective
operation of the materials recovery facility.
Continuing and improving present recycling activities is and
will be an ongoing objective of the recycling program.
Additional goals and objectives of the recycling program for 1994,
1995 and 1996 include:
1994
The County will demonstrate it meets the 15% recycling mandate
and will continue to work toward the goal of 20.5% recycling.
The County will complete and circulate a Request for Proposals
to determine the recycling processing services the private sector
can offer and their cost.
A MRF service will be under contract.
Generators of wood pallets and tree trimmings in the waste
stream will be targeted for assistance in diversion and processing.
The County will evaluate the feasibility of assisting
municipalities with start up costs so as to expand curbside
recycling collection service.
Williamsport will provide a pilot curbside recycling program,
with county assistance.

The county will review alternatives to landfilling sewerage
sludge.
Waste sort data will be reviewed, so as to target additional
material(s) for recycling.
Methods for diverting additional commercial recyclables from
the landfill waste stream will be studied.
An improved recycling report/survey system will be developed.
The yard and wood waste composting site located at the
reclamation landfill will become operational.
The county will evaluate the feasibility of satellite
locations for the collection of yard waste materials.
All county government departments will be encouraged to be
accountable for recycling as an example to citizens and other
agencies.
Integrate the recycling and solid waste planning process.
