HomeMy WebLinkAbout09.16.1986September 16, 1986 The Regular Meeting of the Board of County Commissioners of Washington County was called to order at 9:00 a.m. by the President, Ronald L. Bowers, with the following members present: Vice President Richard E. Roulette and Commissioners R. Lee Downey, John R. Salvatore and Martin L. Snook. INVOCATION AND PLEDGE OF ALLEGIANCE The Invocation was delivered by Rev. Robert Timmons, Mt. Calvary Church of God, followed by the Pledge of Allegiance to the Flag by the full Assemblage. OPTION AGREEMENT - NORTHERN AVENUE/FOUNTAINHEAD ROAD PROJECT Motion made by Commissioner Downey, seconded by Roulette to approve of the option agreement with Mr. and Mrs. Paul C. Curry, Sr., for the improvements to Northern Avenue/Fountainhead Road for conveyance in fee simple of 156 sq. ft., more or less for the sum of $150 plus $850.00 to cover all property damages. Unanimously approved. APPOINTMENT TO FIRE & RESCUE ADVISORY BOARD Motion made by Commissioner Salvatore, seconded by Roulette to appoint Mr. Franklin Swope, Jr., to serve as a member of the Fire & Rescue Advisory Board for a term to expire September 16, 1988. Unanimously approved. SUPPLEMENTAL ALLOCATION - TOURISM Motion made by Commissioner Salvatore, seconded by Snook to grant a supplemental allocation of $8,750 to the Tourism Department for brochure printing, and to appropriate these funds from Operating Contingency. Unanimously approved. HIGHFIELD WATER PROJECT - CONNECTION FEE COLLECTIONS Motion made by Commissioner Downey, seconded by Roulette to assure Farmers Home Administration that Washington County will allocate $84,600 to the Highfield Water Project if connection fees, based on $200 each, are uncollectable. Unanimously approved. SUPPLEMENTAL ALLOCATION - ROADS DEPARTMENT Motion made by Commissioner Downey, seconded by Roulette to grant a supplemental allocation of $11,091.07 to the Roads Department for moving of utility poles in connection with the Hopewell Road Improvements Project, and to appropriate these funds from Highway Fund fund balance. Unanimously approved. GRANT PERMANENT EASEMENT TO SANITARY COMMISSION Motion made by Commissioner Downey, seconded by Roulette to grant a 20' permanent easement across landfill property to the Washington County Sanitary Commission for use in connection with the Martins Crossroads Water Project, and authorize the President of the Board of County Commissioners to execute the agreement. Unanimously approved. SEPTEMBER 16, 1986 MINUTES, CONT'D. LINE ITEM TRANSFER - STATES ATTORNEYS OFFICE Motion made by Commissioner Salvatore, seconded by Downey to approve of a line item transfer in the amount of $900 in the States Attorney's budget from Capital Outlay (9-487-000) to Other Expense -Insurance (9-491-080) to pay lawyers liability insurance for the six lawyers in the office. Unanimously approved. LINE ITEM TRANSFER - SHERIFFS DEPARTMENT Motion made by Commissioner Salvatore, seconded by Snook to approve of a line item transfer in the Sheriffs Department Budget in the amount of $1300 from Household Supplies (70-410-010) to Maintenance & Lease Service Agreements (70-443-000) for the computerized card access equipment. Unanimously approved. COST OVERRUNS - AIP-03 Motion made by Commissioner Downey, seconded by Roulette to accept the agreement with the Federal Aviation Administration to increase the AIP-03 grant from $385,450 to $423,995 as a result of cost overruns on the project, and authorize the President of the Board to sign the agreement on behalf of the County. Unanimously approved. TABLE REQUEST TO PURCHASE SNOWBLOWER Motion made by Commissioner Salvatore, seconded by Roulette to table the request of the Airport Manager to purchase a snowblower that is for sale through the Maryland Surplus Property Program. Unanimously approved. BID OPENING - BULK ICE CONTROL SALT Bids for Bulk Ice Control Salt for the Roads Department were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Cargil Salt Company - $30.71 per ton, Morton Salt Company, Thiokol Division - $30.36 per ton, International Salt Company - $30.39 per ton. The bids will be reviewed by appropriate officials prior to a decision being rendered. BID OPENING - FLEET VEHICLES Bids for County Fleet Vehicles were publicly opened and read aloud. Firms participating in the bidding and their proposals were as follows: Hoffman Chevrolet - five (5) compacts, $10,611 per unit, one (1) 4 -door sedan $10,776, two (2) 1/2 ton 4 -wheel drive pick-up trucks 6 ft. bed $10,983 per unit, two (2) 1/2 ton 4 -wheel drive pick-up trucks 8 ft. bed $13,083 per unit, three (3) 1/2 ton pick-up trucks $11,099 per unit, one (1) 4 -wheel drive utility vehicle $14,991; Martin Truck Corporation - two (2) 1/2 ton 4 -wheel drive pick-up trucks 8 ft. bed - $13,256 per unit, two (2) 1/2 ton 4 -wheel drive pick-up trucks 6 ft. bed $11,175 per unit, three (3) 1/2 ton pick-up trucks $11,346 per unit, one (1) 4 -wheel drive utility vehicle $15,162; Massey Ford - five (5) compacts $11,361.61 per unit, one (1) 4 -door sedan $12,483. The bids will be reviewed by appropriate officials prior to a decision being rendered. (Bids awarded later during Morning Session). INVITATION TO BEAVER CREEK FLAG RAISING CEREMONY William Young, Chairman of the Board of Directors of the Washington County Historical Society, appeared before the Commissioners to extend to them a personal invitation to attend the opening flag -raising ceremony at the Beaver Creek School Community Festival on September 27, 1986. He said that the festival was being held in conjunction with the Society's 75th anniversary celebration. KU KLUX KLAN RALLY Albert Lentz, Ku Klux Klansman, appeared before the Commissioners to request them to reconsider the disapproval of a permit by the Zoning Administrator for the holding of a Klan meeting on October 25th. The Commissioners advised Mr. Lentz that his request should be made to the Board of Zoning Appeals since the County Commissioners have no jurisdiction over such matters. Mr. Lentz said that the meeting would be held with, or without the permit. PROPOSED ANIMAL CONTROL ORDINANCE After an in-depth review of the proposed Animal Control Ordinance, consideration of the comments/recommedations submitted at the Public Hearing held on August 12, 1986 and those submitted within the ten (10) day period following said Hearing, the County Administrator was instructed to incorporate the changes into the Ordinance for final review and adoption. SEPTEMBER 16, 1986 MINUTES, CONT'D. FEE SCHEDULE - ELECTRICAL INSPECTION CONTRACT Motion made by Commissioner Downey, seconded by Salvatore to approve of the fee schedule submitted this date by the Middle Department Inspection Agency, for incorporation in the contract for electrical inspection services. Unanimously approved. NO PARKING - LEITERSBURG FIRE COMPANY Motion made by Commissioner Salvatore, seconded by Downey to approve of imposing No Parking restrictions on a short section of road near the Leitersburg Fire Hall, at the same location where there had been prior restrictions. Unanimously approved. OVERTIME FOR MUMMERS PARADE Motion made by Commissioner Roulette, seconded by Salvatore to allocate an additional $600 to the Sheriffs Department Budget for overtime for deputies assigned to the Alsatia Mummers' Parade, and to appropriate these funds from Operating Contingency. Unanimously approved. AWARD BID - FUEL OIL Motion made by Commissioner Roulette, seconded by Snook to accept the bids submitted to the Board of Education for #2 fuel oil for county buildings and award the contract to A.C.& T. Co., Inc., who submitted the low bid of $.4794 per gallon. Unanimously approved. AWARD BID - FLEET VEHICLES Motion made by Commissioner Roulette, seconded by Snook to award the bid for fleet vehicles to Hoffman Chevrolet who submitted the following low bids: Compacts - $10,611 per unit, 4 -door sedan - $10,776, 6 -foot bed pick-ups - $10,983, 8 -foot bed pick-ups - $13,083, 1/2 ton pick-ups - $11,099, 4 -wheel drive utility vehicle - $14,991. Unanimously approved. It was further moved and unanimously adopted to appropriate $10,611 from fund balance for one compact vehicle for the Tourism Department. CONVENE IN EXECUTIVE SESSION Motion made by Commissioner Roulette, seconded by Snook to convene in Executive Session at 12:25 p.m. in regard to personnel, legal and property matters, pursuant to the authority contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of Maryland. Unanimously approved. RECONVENE IN REGULAR SESSION Motion made by Commissioner Snook, seconded by Salvatore to reconvene in Regular Session at 12:45 p.m. Unanimously approved. EMPLOY DATA PROCESSING SUPERVISOR Motion made by Commissioner Salvatore, seconded by Downey to employ Ronald Whitt in the position of Data Processing Supervisor, to fill an existing vacancy. Unanimously approved. EMPLOY COMMUNITY DEVELOPMENT SPECIALIST - HOUSING Motion made by Commissioner Roulette, seconded by Salvatore to employ Kathy Saxman in the position of Community Development Specialist, to fill an existing vacancy. Unanimously approved. EMPLOY CLERICAL ASSISTANT - COUNTY COMMUTER Motion made by Commissioner Salvatore, seconded by Snook to accept the recommendation of the Manager of the County Commuter System and employ Mary Ann Taylor on a permanent part-time basis as a clerical assistant for the ESTAP Program.
