Street Classifications A. Primary Roads. A highway carrying relatively high volumes of traffic between population centers and designed to facilitate traffic movement with a minimum of interruption. B. Secondary Road. A highway providing access to higher -type roads which also serves to connect small communities and nearby areas in addition to serving adjacent properties. C. Residential Collector Streets and Business and Industrial Streets. Highways and/or streets providing access to higher -type roads designed to facilitate community activities but are primarily of local interest. D. Local Roads anJ Streets. Roads and/or streets that do not serve through traffic but are intended solely for the convenience of abutting property owners. E. Control of Access. The condition where the right of owners or occupants of abutting land or other persons to access, light, air or view in connection with a highway is fully or partially controlled by public authority. (a) Full Control of Access - means that the authority to control access is exercised to give preference to through traffic by providing access connections with selected public roads only and by prohibiting crossings at grade or direct private driveway connections in any manner. Where a subdivision as defined in Section 202 is involved, but the intent of th'e sub- division Is not for development purposes, a Simplified Plat may be submitted for Commission approval. Examples of this type subdivision may include, but not necessarily be limited to, acquisition of additional acreage solely for property enlargement, a conveyance for acquisition purposes only, readjustment of property lines and/or correction of deed descrepancles, and conveyance of an existing structure for residential purposes only. 2. [Any Planning Commission is empowered, after it shall have adopted the transpor- tation element•of the plan of the territory within its subdivision ji:risdiction or of any major section or district thereof, to make or cause to be made„ from time to time, surveys of the exact location of the lines of a street or streets acid any other part of the transportation element in any portion of such territory and to make a plat of the area or district thus surrveyed, showing the land which it recommends be reserved for future dedication or acquisition for public streets and any other parrt of the transpor- tation element. The Commission before adopting any such plat, shall hold a public hearing thereon, notice a.f the time and place of which, with a ganeral description of the district or area -covered by the plat, shall be given not less than ten (10) days previous to the time fixrd therefor by one publication in a newspaper of general circu- lation in the jurisdictimn if the district or area be within the jumisdiction. After such hearing the Commission may transmit the plat, as orinally mate or modified as may be determined by the Commission, to the local legislative body, together with the Commission's estimate of the time or times within which the lands shown on the plat as street locations should. be acquired by the County or municipal corpnrration. Thereupon by resolution, the local legislative body may approve and adopt or may reject such plat or may modify it with the approval of the Planning Commission, or, in the event of the Planning Commissiem's disapproval, the local legislative body may, by a favorable vote of not less than two, thirds of its entire membership, modify such plat and adopt the modified plat. In the resolution of [ ] Material Added --- Material Deleted U1 adoptlon'of a plat the local legislative body shall fix the period of time for which the street locations shown upon the plat shall be deemed reserved for future taking or acquisition for public use. Upon such adoption the Clerk of the local legislative body shall transmit one attested copy of the plat to the county recorder of each county in which the platted land is located and retain one copy for the pur- pose of public examination. Such approval and adoption of a plat shall not, however, be deemed the opening or establishment of any street, nor the taking of any land for street purposes, nor for public use, nor as a public improvement, but solely as a reservation of the street locations shown thereon, for future taking or acquisition for public use. The Commission may, at any time, negotiate for or secure from the owner or owners of any such lands releases of claims for damages or compensation for such reservations or agreements indemni- fylhg the county or municipal corporation from such claims by others, which releases or agreements shall be binding upon the owner or owners executing the same and their successors in title. At any time after the filing of a plat with the county recorder, and during the period specified for the reservation, the Planning Commis- sion and the owner of any land containing a reserved street location may agree upon a modification of the location of the lines of the proposed street, such agreement to include a release by said owner of any claim for compensation or damages by reason of such modification; and thereupon the Commission may make a plat corresponding ₹o the said modification and transmit same to the local legislative body; and if such modified plat be approved by the local legislative body, the clerk of said body shall transmit an attested copy thereof to the said Clerk of the Circuit Court, and said modified plat shall take the place of the original plat.
