Minutes of Gaming Commission
May 13, 2021
Members Present via conference call/zoom: Kay Hoffman - Chair, Sam Cool, Brandy Osborne,
Leon Debes, and Mike Hansen
Members Absent: David Kline
Staff present via conference call/zoom: Susan Buchanan, and Julie Mackereth
I. Opening — Welcome
Kay Hoffman - Chair called the meeting to order at 3:03 p.m. She welcomed everyone.
II. Citizens Participation
None scheduled
III. Approval of Minutes : February 25, 2021
A motion was made by Brandy Osborne; seconded by Sam Cool to approve
February 25, 2021 minutes as written motion approved
IV. Financial Report
Director Buchanan reviewed the FY2021 Gaming Fund Financial Report that was emailed to
each commissioner. She reported, gaming is doing extremely well. The report shows we are
either the same as last year or exceeding that amount. She shared, Gaming is on pace to
exceed $2million dollars this year.
V. Director's Comments
Director Buchanan shared, staff had been actively seeking a replacement (Restaurant,
Tavern and Beverage industry in W. C.) for Shad Hamilton. Knowing his 2nd term was to
expire at the end of February 2021, Susan had been seeking a potential candidate since
December 2020. She has submitted a name to the delegation for approval. Currently staff is
waiting for approval.

VI. Old Business
Update on outstandinq qrant reports/ returned funding — 2019 Gaming Awards
Director Buchanan reported:
➢ North High Band Boosters — Grant Report was received
➢ West End Little League -has not submitted their Grant
Report
➢ Hancock Little League —has not submitted their Grant
Report -staff received new contact information
➢ Hagerstown Fire Police —returned $750 unspent funds
➢ For Otis Sake —promised to return unspent funds
($4,619.70) by 12/31/2020. To date funds have not been
returned. Staff will be reaching out to a new contact.
VII. New Business
Funding Process Overview/Distribution of Applications/Covid19 procedures -
Director Buchanan shared, Walnut Street/ Family Healthcare sent a letter stating that
they were grateful for many years of support from the Gaming Commission and with the
funding they received from the state they are in a good financial situation this year. They
would not be applying for Gaming Funds, allowing more funds to be available for other
organizations.
Director Buchanan reported, 63 organizations have submitted applications with 76
request. The assigned applications will be distributed to each commissioner via email
(liquid files) on May 14th. Binders and those requesting hard copies of the applications
are ready for pick up. Susan reminded, with the building not opened to the public, to call
the office to arrange a pick up time and date.
Reaffirm Meetinq dates:
➢ Thursday, June 17, 2021 (cD 8:30 a.m. — 5:00 p.m.- Funding Hearings
➢ Wednesday, July 21, 2021 , 9:00 a.m. — 3:00 p.m. — Funding Workshop
➢ August 3 or 10, 2021 — Report to County Commissioners

XI. Adjournment
A motion to adjourn was made by Brandy Osborne; seconded by Mike Hansen for
adjournment; so moved, meeting adjourned at 3:31 p.m.
