Minutes of Gaming Commission
February 25, 2021
Members Present via conference call/zoom: Kay Hoffman - Chair, David Kline, Sam Cool, Leon Debes,
Shad Hamilton and Mike Hansen
Members Absent: Brandy Osborne
Staff present via conference call/zoom: Susan Buchanan, and Julie Mackereth
I. Opening — Welcome
Kay Hoffman - Chair called the meeting to order at 3:01 p.m. She welcomed everyone.
II. Citizens Participation
None scheduled
III. Approval of Minutes : October 13, 2020
A motion was made by Sam Coo/,- seconded by Leon Debes to approve October 13, 2020
minutes as written; motion approved
IV. Financial Report
Before discussion of the financial report Director Buchanan introduced and welcomed the
committee's newest member Mike Hansen, who is the Club Association appointee. He is
replacing Tony Aravanis who had resigned.
Director Buchanan reviewed the FY2021 Gaming Fund Financial Report that was emailed to
each commissioner. She shared, given the restrictions from COVID19 pandemic and the
effect it has had on our operators the gaming numbers are very good. We are currently
5.66% above where we were this time last year. She reported the mid -year disbursement of
$427,249.19 was made in January to Washington County Fire & Rescue Association. They
will receive one more disbursement at the end of the fiscal year.

A motion was made by Leon Debes; seconded by Sam Cool to accept the FY2021 Gaming
Fund Financial Report; motion approved
V. Director's Comments
Susan had none. However she did inform the committee that Stephanie Lapole, Sr.Grant
Manager has resigned.

VII. New Business
• Outstanding obligations 2019 Gaming Grantees - Director Buchanan informed, previously
organizations that received funding in one FY and did not apply the following FY for
funding were not required to submit a grant report showing how their funds were spent.
This is the first time we are requesting said grant reports. Reminders were sent out and
staff received reports in September 2020.
To date there are 3 organizations that staff has not received grant reports from. The
organizations listed below have been sent multiple request with no response.
➢ Hancock Little League
➢ West End Little League
➢ North High Band Boosters
Susan reported, these organizations have a lot of transition with several contacts and
multiple people on their boards. The likelihood is that the people staff has sent the email
to are no longer involved with that organization. The organizations may apply again in the
spring for funding and at that time staff will inform them of this obligation.
Susan informed, Civil Air Patrol had submitted their report with incorrect FY
documentation. Staff is working with them on the time period and they will be resubmitting
their report.
Susan reported, there are 2 organizations that submitted their report, but were unable to
spend all their funding due to COVID19. Their funds were awarded in August 2019.
➢ For Otis Sake — awarded $5,000 — unspent $4,619.70
➢ Hagerstown Fire Police —awarded $1,500 — unspent $750.00
These organizations were sent letters and emails reminding them that their award letter
clearly states awarded funds are to be spent within the one year time frame. If funds are
not spent within that time frame the unspent funds are to be returned. Neither of these
organizations requested a modification. Susan received support from the commissioner's
to send another letter reminding those organizations their unspent funds must be
returned.
• Review and approval of 2022 Gaming Fund Application Packet - Director Buchanan
reviewed the packet she included in each commissioner's email. She discussed the

additional wording to question's 4 and 10, and the added paragraph under Application
Submission Statement.
A motion was made by Sam Cool; seconded by Leon Debes for Director Buchanan to
proceed with the FY2021 Request for Funding Application as is to be submitted to PR
department for posting on the county's website April l Sf motion approved

Instruction
➢ Thursday, June 17, 2021 8:30 a.m. — 5:00 p.nrt. Public Hearings via zoom
Thursday, July 15, 2021 , 8:30 a.m. -- 3:00 p.m. — Funding Workshop
Due to a scheduling conflict the commissioner's agreed on March 3rd via email
to change the Funding Workshop date to Wednesday, . July 21, 2021
