Washington Street, Room 2200 Hagerstown, MD 21740 Minutes of Gaming Commission July 18, 2019 Members Present: Brooks McBurney -Chair, Brian Getz, Shad Hamilton, Brandy Osborne, Tony Aravanis, Kay Hoffman and David Kline Members Absent: None Staff present: Susan Buchanan, Stephanie Lapole and Julie Mackereth I. Opening — Welcome Washington County Gaming Commission was called to order at 8:03 a.m. by Brooks McBurney- Chair. II. Citizens Participation None Scheduled III. Approval of the June 14, 2019 Minutes A motion was made by Kay Hoffman; seconded by Brandy Osborne to approve June 14, 2019, minutes as written; motion approved IV. Financial Report Director Buchanan reviewed the FY2019 Gaming Fund Financial Report that was included in the packet. The Office of Grant Management (OGM) has collected $2,044,999.55 to the credit of the Washington County Gaming Fund: this is an increase of 3.47% from previous year. A January disbursement of $433,796.52 was made to the Washington County Volunteer Fire & Rescue Association. In addition, an August disbursement of $588,703.25 will be made, to them as well totaling $1,022,499.77. The total amount of monies to be awarded to organizations is $1,030,641.28. WWW,WASHCO-MD,NET V. Director's Comments Director Buchanan provided explanation of the "Public Hearing" process. VI. Old Business • Outstanding Documentation Update Stephanie reported that she had received updated documentation from The Boys and Girls Club, and The Robert W. Johnson Community Center, she has not received documentation from the West End Little League (FY14), Hagerstown Colt and Palomino League, The Maryland Theatre and the Humane Society. She reminded those organizations that had received FY18 funding award that they had until the end of the performance period to spend the awarded funds or those funds would have to be returned. VII. New Business FY18 English & More — Modification Request — Letter provided in packet. Their application requested funds to employ a part-time employee. They were awarded $1,000.00 which was not sufficient to enable them to pursue that course of action. They are requesting to use those funds toward the purchase of a laptop and computer projector. Brooks McBurney requested a motion; Shad Hamilton motioned; Brandy Osborne seconded. unanimous vote FY19 Hagerstown Ice Amateur Athletic Association -Modification Request —Letter provided in packet. They are requesting to amend their application. Original request was $3,999.00 to acquire a Prosharp SkatePal Pro3 ice skate sharpener. Due to the demand of ice skates that had to be sharpened they went ahead and purchased the skate sharpener. The amended proposal is for a gate ($5,119.02) to assist the sled hockey team easier access to the ice. • Conduct 2019 Gaming Fund Hearings o The FY2019 Gaming Fund Public Hearings were conducted. The hearings commenced at 8:25 a.m. and concluded at 4:13 p.m. A total of 71 organizations appeared before the Commission to present their requests and answer questions posed by the Commissioner's and staff. Discussion and finalization of the 2019 Gaming Fund Allocations o The Commissioner's discussed at length and made any necessary adjustments to the 2019 Gaming Fund Awards. Final Reading and vote on the 2019 Gaming Fund Allocations Voting Abstention: Kay Hoffman - Fahrney Keedy board member Brian Getz — For Otis Sake board member Brandy Osborne — United Way board member Brooks McBurney — Chair requested a motion; a motion was made by Brian Getz; seconded by Shad Hamilton to approve the FYI Gaming Fund Allocations as discussed, decided and prepared on July 18, 2019: Motion unanimously approved 2 VIII. Commissioner's Comments — Brain Getz Co -Chair thanked everyone for their hard work. Brooks McBurney — Chair thanked everyone and said everyone did a great job. XI.
