Minutes of Gaming Commission Meeting
February 7, 2019
Members Present: Brooks McBurney- Chair, Tony Aravanis, Shad Hamilton, David Kline, and
Kay Hoffman
Members Absent: Brian Getz and Curtis Graft
Staff Present: Susan Buchanan, Stephanie Lapole and Julie Mackereth
Opening- Welcome
Washington County Gaming Commission meeting was called to order at 2:06 p.m. by
Brooks McBurney- Chair. He recognized new gaming commission member Kay
Hoffman, attending members went around the room and introduced themselves.
II, Citizen Participation
• Herman Davis, Tamara Doleman, and.Alesha Parsons -McBean representing
the Doleman Black Heritage Museum were present. They were offered the
opportunity to come before the Commission to discuss the issues
surrounding the Commission's request for the museum to return 2017
gaming commission funds which were not expended consistently with
Gaming Commission requirements.
• After hearing from the DBHM representatives, Brooks McBurney suggested
to proceed directly to Old business in closed session. Shad Hamilton
motioned; Kay Hoffman seconded, unanimous vote. inclosed session the
Gaming Commission discussed the testimony and documentation provided
by the Doleman Black Heritage Museum and debated the proper response.

III. Approval of the July 19, 2018 Minutes and October 19, 2018
With 5 members present, Director Buchanan motioned to vote on approval of both
July 19, 2018 and October 19, 2018 minutes at the gaming workshop. This would
give all commission members the opportunity to review both sets of minutes. Due
to one member being new and one member not at the meeting in July, a consensus
was received to approve all minutes at the May meeting.
IV. Financial Report
Director Buchanan gave out the current financial report for the period beginning July
(FY 2019). As of this date, the Office of Grant Management (OGM) has collected
$1,036,997.93 to the credit of the Washington County Gaming Fund; this is an
increase of 4.09% from this time last year. January disbursement of $433,796.52 has
been made to the Fire & Rescue Association.
V. Director's Comments
• Director Buchanan welcomed Kay Hoffman as the newly appointed gaming
commissioner.
• Susan will go before the BCC on Tuesday, February 12th to get a replacement
for Curtis Graff, his commission expires on 2/28/19.
• Both Shad Hamilton and David Kline are up for reappointments.
• Susan shared thank you letters from the organizations that received grants
from the 2018 gaming fund.
• Each member of the Committee received a copy of the FY18 Charitable
Gaming Report.
VI. Old Business
• Doleman Black Heritage Museum
o After consideration of written and oral testimony provided by Doleman Black
Heritage Museum representatives the Gaming Commission voted upon the
following action:
➢ Request the return of $3,795.00 -in accordance with the rules
outlined in the acceptance of the grant that they were awarded, the
funds were not spent within the allotted timeframe.
➢ The DBHM will have 90 days from e-mail notification letter to return
requested funds. This letter will also be sent via certified mail.
• Brooks McBurney requested a motion; David Kline motioned, Kay Hoffman
seconded; unanimous vote
VII. New Business
• Director Buchanan reviewed FY2019 application packet provided to the
commissioners in their agenda packets and discussed minor updates to the
application packet. David Kline motioned to approve the application packet
as presented, Shad Hamilton seconded, unanimous vote

Thursday, May 9, 2019 @ 1:00 p.m. —Application Distribution and Instruction
TBD -June 13 or June 14.2019.8:OOa.m. until 3:00 p.m. — Funding Workshop
Thursday, July 18, 2019, 8:OOa.m. —5:00 p.m. —Funding Hearing
Friday, July 19, 2019 — In reserve if needed for hearings
August 6, 2019 —(Date TBD - usually the 111 Tuesday in August) Report to the
County Commissioners
David Kline motioned to approve selected dates; Shad Hamilton, seconded
unanimous vote

Roundtable —the commissioners went around the room, each giving a brief
background of themselves.
IX. Adjournment
A motion to adjourn was made by Brooks McBurney; seconded by Tony Aravanis for
adjournment; so moved, meeting adjourned at 3:12 p.m.
