Minutes of the Open Meeting
October 14, 2021
The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday
October 14, 2021, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room,
18434 Showalter Road, Hagerstown, Maryland.
Commission members at the meeting were: Norm Morin, Jr. Chair, Gary Bockrath Vice Chair,
Rob Ferree, Sam Cool, George Stone, Jack Miller and Ex -Officio County Commissioner Randall
Wagner. Airport staff members present were Rick Johnson Airport Director, Gene Bolanowski
Operations Manager, Peggy Siler Airline Station Leader, Richard Lesh Administrative Assistant
and Amy Blair Office Associate.
CALL TO ORDER
Chairman Norm Morin called the meeting to order on Thursday, October 14, 2021 at 3:02 p.m.
CLOSED SESSION
No topics to discuss in Closed Session.
APPROVAL OF MINUTES
Motion made by Mr. Cool, seconded by Mr. Ferree to approve the minutes of the September 9,
2021 meeting. The motion passed unanimously.
UNFINISHED BUSINESS
o Royal Aircraft Vestibule project - Washington County is currently working with the
contractor to resolve construction issues.
o Snow blower - No new information. As previously discussed, the parts are ordered.
Once the parts arrive, the tech will be scheduled. After a discussion the members
agreed that legal action should be taken.
o Staffing - During the hiring process, one of the candidates for the customer service
position declined the job offer and two Facility Maintenance/Fire Fighter Positions
are in the hiring process.
o Airport Advisory Commission Members Update - Member term update. Candidates
are being considered for the two Commission Member vacancies. A vote was needed
for the new Chairperson & Vice Chairperson. Due to Mr. Bockrath wanting to remain
as Vice Chairperson, Mr. Cool nominated Mr. Feree for Chairperson. It was seconded
by Mr. Miller. The vote was taken, and all members agreed to appoint Mr. Feree as
new Chairperson.

GRANTS
o FAA - Hagerstown Regional Airport, Reconstruct Taxiway F Pavement and
Lighting.
➢ Geometrical Analysis Technical Memorandum with recommendation will be
reviewed with HGR on or before 10/15 and will then be sent to FAA for review
and concurrence.
➢ Survey received from Fox on 10/7/21.Base files to be updated the week of
10/11/21.
➢ Geotechnical Report from Triad to be received the week of 10/18/21.
o Grant 60 and 61 Closeouts
➢ Completing all documentation for submittal to the FAA. Target date of
10/15/2021.
➢ Grant 61 will require an amendment for an overrun of $38,705. FAA has
already approved the change order to cover the overrun.
o FAA — CARES Act Grant: Closed Out.
o FAA - Coronavirus Response and Relief Supplemental Appropriation (CRRSA)
Act $1,009,930.00. The DELPHI system was down. Next week we can continue with
Reimbursement Requests(drawdowns).
o FAA - American Rescue Plan Act of 2021 (ARPA) $1,168,383. Grant drawdowns
will commence following the closeout of the CRRSA Grant.
o SWPPP
➢ MDE has extended the deadline for renewing the permit. It appears to be
January 2022.
➢ Should have the updated SWPPP plan completed in the next 60 days.
o Top Flight Acquisition
Still waiting on the second appraisal that was submitted to the Airport Consultants on
the 25th Once the appraisal review is completed, it will be submitted. The FAA
funding is on track, it is uncertain if the funding will include the demolition of the old
Fire Station building.
➢ 1st Appraisal and Review Appraisal Completed
➢ 2nd Appraisal to be submitted to ADCI on 10/25/21
➢ Review appraisal to be completed upon receipt of the 2nd appraisal

o 14318 Pennsylvania Ave
Appraisal, boundary survey, and environmental assessment is completed. Once
approved by the Board of County Commissioners, an offer will be submitted to the
Owner.
o Terminal Roof Leaks
Norm Morin reported:
After a detailed inspection, there are issues on the front and the back side of the
terminal roof. The front side is a leaking concealed gutter system. The fix would be to
cover the old gutter and install a new gutter system. The back side would require
covering the small windows, increase the flashing, and install a gutter system to re-
direct the rain water to the roof drains.
NEW BUSINESS
o Amy Blair - Office Associate
o One of the Airport priority projects is the Pavement asphalt around the T -Hangars some
areas have been patched by the County Roads department.
o T -Hangar gate needs widened to allow easier access for Airport snow equipment. A
purchase order has been created and the work should be completed before winter snow
arrives.
o 2 PT Terminal Maintenance/Fire Fighters accepted positions. Waiting for physical and
drug screening results.
AIRPORT DIRECTOR'S UPDATE
o Mr. Johnson reported he will be establishing a new business agreement that will increase the
Airport fees that are charged to Allegiant. In discussions the Allegiant, representative asked about
the Airport creating additional revenue by charging for parking.
AIRLINE REPORT
o Ms. Siler reported an update on our inbound and outbound numbers. To date we have had
13,092 total outbound passengers and 13,056 inbound passengers. Adding to previous
total outbound 18,068 and inbound 16,945. Grand total 35,013 passengers. We have had
15,469 bags come through the airport. Past month 11,037 added to that. St.
Pete/Clearwater starting in November.
o Ms. Siler and Mr. Johnson attended the annual Allegiant conference. A presentation was
made to request additional destinations. The response from Allegiant was positive.

o Mr. Johnson reported the Airport consultant Volaire attended the conference and
provided presentations. In discussions with Volaire it is being determined which
conferences should be attended to best promote the Airport. Mr. Johnson has also had
meetings with the County Public Relations department to determine the optimal
marketing campaign for the Airport.
o A plaque was made for a dedication of the new hold room.
OPERATIONS REPORT
Mr. Bolanowski reported:
o A kickoff meeting was held for the Terminal Access and security upgrades on October
14th. MAA Grant to go towards these upgrades. A notice to proceed will be issued
shortly.
o County is planning for a September 1 I 1 remembrance at the airport on September 7,
2021 to commemorate the 20th anniversary. Final details are being completed.
o Hangarfest was held on September 25th with no issues reported.
o Snow and Ice Control Committee meeting was held on October 5th
o Mr. Bolanowski attended a BWI Drone Tabletop exercise which simulated a Drone
incursion.
o 5 alerts last month that were reported at the Airport. No major issues.
COUNTY COMMISIONERS UPDATE
o The Board of County Commissioners is operating with 4 commissioners due to illnesses.
o Mr. Wagner reported that Economic Development is still going strong.
BUSINESS DEVELOPMENT REPORT
o No Report
MEMBERS COMMENTS
o The Members discussed again regarding Amazon doing business in Washington County.
The suggestion was made for the County to connect with Amazon to encourage the use of
the Airport by using Air Freight.

Mr. Cool made the motion, seconded by Mr. Stone to adjourn the meeting at 4:20p.m. The
motion passed unanimously.
