Minutes of the Open Meeting
September 9, 2021
The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday,
September 09, 2021, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference
Room, 18434 Showalter Road, Hagerstown, Maryland.
Commission members at the meeting were: Norm Morin, Jr., Chair, Gary Bockrath, Vice Chair,
Sam Cool, George Stone and Ex -Officio County Commissioner, Randall Wagner. Airport staff
members present were Rick Johnson, Airport Director, Peggy Siler, Airline Station Leader, and
Richard Lesh, Administrative Assistant.
CALL TO ORDER
Chairman Norm Morin called the meeting to order on Thursday, September 09, 2021, at 3:02
p.m.
CLOSED SESSION
No topics to discuss in Closed Session.
APPROVAL OF MINUTES
Motion made by Mr. Cool, seconded by Mr. Stone, to approve the minutes of the August 12,
2021, meeting. The motion passed unanimously.
UNFINISHED BUSINESS
Mr. Johnson reported:
• Flail Mower: Mower has been delivered, is currently being used and there no issues
• Royal Aircraft Vestibule Project: The contractor was to be mobilized this week;
however, they are having issues locating siding to match the exterior of the building. Per
the County, which is overseeing the project, that is the issue in the delay.
• Snow Blower/Broom: — Mr. Johnson spoke with the vendor two days ago. They are
waiting on parts. They had to have their design engineers get involved with our issues so
the correct parts could be ordered. Once the parts arrive, a tech will be scheduled
immediately after that for the repairs.
• Wings & Wheels Event: The event is this Saturday September 11th. The Airport is
providing funding for the commercials on the radio to promote the event; however, the
County Public Relations Department is overseeing the information. Peggy Siler and
Kathy Kroboth will be there to promote the Airport. TSA will be there to discuss security
screening to educate the public. The Airport's snow removal equipment and fire
apparatus will be on display and a Firefighter will be on stand-by. Runway 2-20 will be
closed during the event in order to park aircrafts during the event.
• RJC Hangarfest: HGR will provide 50 plus cones for RJC to utilize during the event.
There have been no additional requests received but will standby for any additional
requests.

• Part Time Positions: One of three customer service representative positions is in the
process of being filled. There are two Facility Maintenance/Fire Fighter positions. After
receiving a reference for one of the firefighters, the applicant's information will be
forwarded to HR.
• Office Associate Position: Multiple candidates are being interviewed for the Office
Associate position. Interviews are scheduled over the next two weeks. The next step is to
perform reference checks and then forward to HR for approval.
• Airport Advisory Commission: Due to extraordinary circumstances (a worldwide
pandemic), some of the members' status needs updated. A member of the Airport
Advisory Commission may serve a three-year term and is eligible for reappointment to
one additional three-year term. The matter has been discussed with the County Clerk and
she will be providing us with a list of interested candidates. Any updates will be
communicated promptly.
Grants
Mr. Johnson reported:
• FAA - Hagerstown Regional Airport, Reconstruct Taxiway F Pavement and Lighting
Design The Notice to Proceed was issued in August and ADCI is working on the design.
Fox & Associates are currently doing surveying for the design and we are hoping to have
the design completed by April, plan to put out for bid and have it back by May of 2022.
• FAA — CARES Act Grant: Final closeout for that funding will be submitted next week.
• FAA - Coronavirus Response and Relief Supplemental Appropriation (CRRSA)
Act: $1,009,930.00. The drawdowns will continue using salaries and operating expenses.
Once the CRRSA grant is closed out, the drawdowns will continue on the ARPA Grant
which is the final grant for the corona virus relief.
• FAA - American Rescue Plan Act of 2021 (ARPA): $1,168,383. Grant drawdowns will
commence following the closeout of the CRRSA Grant.
• MAA - Terminal Access Control System: The construction Project totaling $60,000 was
approved by the Board of County Commissioners, the MAA will pay $45,000 and
Washington County will pay $15,000. Received the signed Grant yesterday. Working with
Rick Curry to bring this for a final approval by BOCC to utilize funds.
• LAND ACQUISTION:
1. Top Flight: Awaiting the second appraisal. ADCI is working on getting that.
2. 14318 Pennsylvania Avenue: Todd Moser has acquired the appraisal but is
waiting on the appraisal review. A purchase order was created yesterday for
ADCI to perform the Environmental Assessment and Boundary survey.
NEW BUSINESS
Mr. Johnson reported:
• Terminal Roof Leaking: Roof areas in the "old" terminal building is leaking. The
Facilities Manager will be formulating a plan on a way to move forward with the proper
repairs.
Industrial Permit: Permit number 12SW0907. All Industrial permits have been extended
by Maryland Department of the Environment (MDE), technically expired in 2019. With
that said, MDE plans to issue new Industrial Permits sometime either late this year or

early next year. The Hagerstown Regional Airport needs to update the Stormwater
Pollution Prevention Plan (SWPP). Once completed MDE will provide guidance on
permit renewal.
AIRPORT DIRECTOR'S UPDATE
Mr. Johnson reported:
TSA mask mandate will remain in effect until January 2022. The Airport is following the
County Administrator's recommendations and requirements regarding protective
measures to protect against the spread of COVID.
AIRLINE REPORT
• Ms. Siler reported an update on our inbound and outbound numbers. We have had 14,428
total outbound passengers and 13,486 inbound passengers. We have had 12,605 bags
come through the airport.
• Ms. Siler reported update on the snack bar in the hold room. As of today's date, we have
made $7,064. After buying the food and supplies, we have a revenue of about $4,000
margin. The feedback from passengers has been overwhelming with how happy they are.
• Ms. Siler reported flights to Saint Petersburg (PIE) is extended starting mid November
until May I5th. Looking for it to be year-round.
OPERATIONS REPORT
Mr. Johnson reported that Runway 2-20 will be closed during the Wings & Wheels event
to allow aircraft parking and airplane rides.
COUNTY COMMISIONERS UPDATE
Mr. Wagner noted a lot of groundbreaking ceremonies. There are many projects on the books but
developers do not specify the use of proposed project.
