Minutes of the Open Meeting
June 10, 2021
The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday
June 10, 2021, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room,
18434 Showalter Road, Hagerstown, Maryland.
Commission members at the meeting were: Norm Morin, Jr. Chair, Rob Ferree, Sam Cool,
George Stone, John Barr, Gary Bockrath, Jonathan Horowitz, and Ex -Officio County
Commissioner Randall Wagner. Airport staff members present were Garrison Plessinger Airport
Director, Gene Bolanowski Operations Manager, Peggy Siler Airline Station Leader, and
Richard Lesh Administrative Assistant, Kendra Mumma Office Associate.
CALL TO ORDER
Chairman Norm Morin called the meeting to order on Thursday, June 10, 2021 at 3:00 p.m.
Closed Session
Mr. Cool made a motion, seconded by Mr. Bockrath to convene in Closed Session at 3:01 p.m.
Before a contract is awarded or bids are opened, discuss, a matter directly related to a negotiation
strategy or the contents of a bid or proposal, if discussion or disclosure would adversely impact
the ability of the public body to participate in the competitive bidding or proposal process.
RECONVENE IN OPEN SESSION
Mr. Ferree made a motion, seconded by Mr. Stone to reconvene in Open Session at 3:08p.m. The
motion passed unanimously.
APPROVAL OF MINUTES
Motion made by Mr. Barr, seconded by Mr. Ferree to approve the minutes of the August 13,
2020 meeting. The motion passed unanimously.
Special Note:
Due to County policies the meeting was not open to the public.
UNFINISHED BUSINESS
1. Mr. Plessinger reported the following: Land Acquisition -No Update
• 14318 Pennsylvania Ave
• Ordered appraisals last month and should have them back mid-June
• Runway 9/27 mill and overlay has been completed with all painting done.
• Land Acquisition of corner of old Fair Child facility to fix the runway visibility
zone issue on runway 2/20
• H21 Stairs -(Royal) Waiting to hear back from Contractor on start date.
• Flail Mower is still to be delivered with an ETA of July

• $60,000 (75% MAA, 25% Local Match) for FY2022
• Terminal Access Control and Security System upgrades that were not able to be
funded as part of a recent Terminal Expansion Project commissioner Approved May
25th, Application due June 15th (Working with MAA for final touches)
• Coronavirus Response and Relief Supplemental Appropriations Act (Public Law 116-
260) (CRRSAA)

Feb I2th news of another Grant due to COVID (Applied)
• HGR allocated $1,009,888 for costs related to operations, personnel, cleaning,
sanitization, janitorial services, combating the spread of pathogens at the airport and
debt service payments.
• Plan in to put this most into reserves for a rainy day and procure few additional needs.
NEW BUSINESS
Mr. Rick Johnson, newly appointed Airport Director introduced himself to everyone at meeting.
AIRPORT DIRECTOR'S UPDATE
Mr. Plessinger made his farewells and thanked everyone for all their support.
AIRLINE REPORT
Ms. Siler reported an update on our inbound and outbound numbers. We have had 5,848 total
outbound passengers and 5,609 inbound passengers. We have had 4,588 bags over the past 6
months come through the airport. She is certain we will receive our 1 Million dollar bonus from
Allegiant.
Ms. Siler reported update on the Snack Bar in the hold room. As of to date we have made
$1,333.51. We are selling water, sodas, and coffee with a few snack options. The feedback from
passengers have been overwhelming with how happy they are.
OPERATIONS REPORT
Mr. Bolanowski reported:
• FAA extension to June to finish painting, due to painting supplies shortage.
• VPMS are installing cameras and trouble shooting. Will have them completed by the end
of the month. Replacing 2 cameras by terminal that are not working and replacing PT2
camera that is nonfunctioning.
• The T -Hangar rentals are almost at full capacity. We have 2 open with a waitlist.
• Our TV's are officially hooked up with cable in hold room.
COUNTY COMMISIONERS UPDATE
Mr. Wagner reported that all County buildings will be open as of June 14, 2021. Said his
farewell to Garrison and thanked him for supporting the Airport during his term.

BUSINESS DEVELOPMENT REPORT
Mr. Horowitz discussed a fraudulent person trying to inquire and purchase County Properties.
Also stated the ECOD update of Mt. Aetna Tech Park.
MEMBERS COMMENTS
The Members discussed again regarding Amazon doing business in Washington County. The
suggestion was made for the County to connect with Amazon to encourage the use of the Airport
by using Air Freight.
ADJOURNMENT
Mr. Cool made a motion, seconded by Mr. Feree to adjourn the meeting at 4:00p.m. The motion
passed unanimously.
