Minutes of the Open Meeting
September 10, 2020
The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday,
September 10, 2020 at 3:00 p.m. at the Hagerstown Regional Airport Fire Station Training
Room, 18434 Showalter Road, Hagerstown, Maryland.
Commission members at the meeting were: Norm Morin, Jr., Chair, Rob Ferree, Sam Cool,
George Stone, John Barr, and Ex -Officio County Commissioner Randall Wagner. Airport staff
members present were Garrison Plessinger, Airport Director, Gene Bolanowski, Operations
Manager, Peggy Siler, Airline Station Leader, and Richard Lesh, Office Associate.
CALL TO ORDER
Chairman Norm Morin called the meeting to order on Thursday, September 10, 2020 at 3:00
p.m.
Closed Session
There were no topics to discuss in Closed Session.
APPROVAL OF MINUTES
Motion made by Mr. Barr, seconded by Mr. Ferree to approve the minutes of the August 13,
2020 meeting. The motion passed unanimously.
Special Note:
Due to County policies the meeting was not open to the public.
UNFINISHED BUSINESS
Mr. Plessinger reported the following:
Terminal Expansion update: The project is still on schedule. The members were given a tour of
the construction area of the Terminal Expansion Project.
The FAA required removal of tree obstructions for Runway 2/20 was completed this week, and
the runway will reopen after the Maryland Aviation Administration (MAA) inspection.
Runway 9/27 mill and overlay Project:
• There is continued excavation and rerouting of electric on Taxiway D
• The demolition of Taxiway B is continuing and temporary lighting is being installed
• The mill and overlay of Runway 9/27 is still scheduled for Mid -October
The land acquisition of the corner of New Heights Industrial Park (the old Fairchild facility) is
still in the appraisal process.

NEW BUSINESS
There was no new business to discuss.
AIRPORT DIRECTOR'S UPDATE
Mr. Plessinger reported on the following:
Air Service Development update: Maryland Representative David Trone will be presenting a bill
to restore the Essential Air Service subsidy that was recently removed. There is no update in the
search for any low-cost airlines to provide service in and out of Hagerstown Regional Airport.
AIRLINE REPORT
Ms. Siler reported an update on the airline on-site maintenance facility. She met with the new
general manager of Plane Care and coordinated communication with Allegiant. After her
meetings with Plane Care and Allegiant, Ms. Siler is confident the Maintenance contract will be
renewed. She also invited the Plane Care Maintenance staff to come up when there is a flight to
see the aircraft up close. The back-up maintenance would have to come from Reagan National
Airport or Harrisburg Airport.
The Airline Operations of Hagerstown Regional Airport officially passed the TSA inspection.
As of this day (September 10, 2020) there have been 10,612 enplanements this year. Considering
the events of this year, the passenger numbers look very good.
Compared with other airlines in the United States Allegiant is rated number 1 in safety,
cleanliness and sanitation of their aircraft.
Ms. Siler reported there is no new update on the Snack Bar in the new holdroom. The Federal
Aviation Administration (FAA) is funding the Terminal Expansion but will not pay for food
service equipment and there is not enough money in the Airport budget to purchase any. Ms.
Siler stated it is a work in progress.
OPERATIONS REPORT
Mr. Bolanowski reported:
• Several taxiways are closed due to the Mil and overlay project. The Airport is very busy.
• The Tri -annual drill coming up October 17 and due to Covid-19 concerns, it will be
scaled back with fewer participants.
• Mr. Bolanowski stated he will Meet tomorrow, September 11th, with MAA inspector to
approve opening Runway 2/20.
• The T -Hangar rentals are at 98% capacity. The Airport has received several calls showing
interest in renting Hangar #65.

COUNTY COMMISIONERS UPDATE
Mr. Wagner reported the Board of County Commissioners has had several important meetings
and that Washington County is hiring again; essential and key positions. The small Business
Stabilization program closed and the County is considering re -opening the program. Mr. Wagner
also suggested the County Public Relations Department promote the cleanliness of Allegiant
Airlines.
BUSINESS DEVELOPMENT REPORT
There was no Business Development Report
MEMBERS COMMENTS
The Members discussed Amazon doing business in Washington County. The suggestion was
made for the County to connect with Amazon to encourage the use of the Airport.

Mr. Cool made a motion, seconded by Mr. Stone to adjourn the meeting at 3:52p.m. The motion
passed unanimously.
