MINUTES OF THE HISTORIC DISTRICT COMMISSION FOR WASHINGTON COUNTY April 6, 2022 The Washington County Historic District Commission held its regular monthly meeting on Wednesday, April 6, 2022 at 7:00 p.m. in the Washington County Administration Complex, 100 W Washington Street, Room 2001, Hagerstown, MD. CALL TO ORDER AND ROLL CALL The Chairman called the meeting to order at 7:00 p.m. Commission members present were: Greg Smith, Chairman, Ann Aldrich, Lloyd Yavener, Vernell Doyle, Michael Lushbaugh, Kourtney Lowery, Edie Wallace and Ex-officio County Commissioner Jeff Cline. Staff members present were: Washington County Department of Planning & Zoning: Meghan Jenkins, GIS Coordinator and HDC Staff member. MINUTES Motion and Vote: Ms. Aldrich made a motion to approve the minutes of the March 2, 2022 regular meeting with one correction (change May 10th to May 11th for the Washington County Gives fundraiser). The motion was seconded by Mr. Lushbaugh and unanimously approved. OTHER BUSINESS Design Guidelines Ms. Jenkins began with a review of the draft Design Guidelines on page 33 (Standards for Review). • Section based on the Secretary of the Interior’s Standards – use quotation marks • Page 40 – Add Settings and Sites after “Guidelines for Existing” and “Guidelines for Proposed” – be consistent throughout the document • Under “Guidelines for Existing” (Page 40) #4 – eliminate the word identical and add “similar species in size and texture” • Page 42, 5th line in 1st paragraph – eliminate “or later historic structures”. • Page 42, 6th line in 1st paragraph – eliminate the word “them” and replace with decks • Page 42, Guidelines #4, 2nd sentence – “This guideline often means” – add the word guideline • Page 43 – Archaeological Resources – caption top picture “Cleaning artifacts” • Page 46 – Building Exteriors – remove “openings” and replace with “windows and doors” • Page 49, #3, last sentence – Research the type of mortar mix that is recommended for use on structures constructed prior to 1900 • Page 50 – illustrations of sidings – add German in parenthesis after Drop and change the Board and Batten illustration • Page 52 – Windows – add a paragraph stating that wooden windows can be restored, repaired, or weatherized can be as efficient as modern windows – Review 2nd paragraph (possible re- wording) • Windows – graphic of a 9 over 6 window • Suggestion: have an entire page dedicated to window illustrations • On the illustration for the different parts of a window, change the color of the dotted lines • Page 54 – Roofs – 1st paragraph – change Mansart to Mansard • Page 56 – Porches – #1 - add a sentence stating that vinyl replacements are not appropriate • Page 61 – Lights – enhance the contrast on the graphics • Page 66 – Solar and Other New Technologies – Add information regarding community solar energy generating systems • Page 66 – Solar (Montgomery County, Maryland, 2021) – reduce the font size and also add as an end of page citation • Suggestion: Ground disturbing activities refer back to Archaeological section of Guidelines • Check with County to determine if historic structures can be repaired or restored in a flood plain (like the City of Hagerstown) • Rural Villages – Brief discussion of actions the HDC can take in the Rural Villages – this is an issue that needs to be discussed at another meeting with more explanations – Make reference to the Zoning Ordinance • Glossary has been updated since last review Historic Preservation Month Ms. Jenkins briefly reviewed the social media posts that will be on the County’s website during the month of May. She will be incorporating a post regarding the preservation and restoration of wooden windows. The National Preservation Month Proclamation has been scheduled with the Board of County Commissioners on May 3, 2022, TBD. Members are encouraged to attend this meeting. An invitation will be extended to the Historical Advisory Committee as well as the local historic societies in the municipalities. Staff Report Ms. Jenkins provided a written report for members of staff reviews for the previous month. Ms. Jenkins explained that the Town of Sharpsburg is interested in getting the County tax credits extended into their jurisdiction. A virtual meeting was held with County staff, the Town’s planner and representatives from the Town Council. Staff is working on researching Memorandums of Understanding for the HDC to perform the reviews for the municipalities. Ms. Jenkins announced the MAHDC Law and Procedures training is scheduled for April 28th at 6:00 pm. This will be via Zoom and will be recorded for future use. Ms. Jenkins stated that the MAHDC Symposium is scheduled for Saturday, May 21, 2022 from 8:30 a.m. to 4:30 p.m. at St. Mary’s College of Maryland. Ms. Wallace has submitted her resignation from the HDC due to personal reasons. Ms. Jenkins encouraged members to seek interested individuals to serve on the HDC. There are specific qualifications that must be met per the Washington County Zoning Ordinance. The project involves the full replacement of Bridge Nos. 2107603 and 2107604; resurfacing of IS 68 from approximately 2,000 feet west of Creek Road to approximately 1,000 feet east of Creek Road; full depth reconstruction of a portion of eastbound and westbound IS 68 at the bridges; installation of drainage pipes, construction of stormwater management facilities, placement of traffic barrier and final pavement markings. A location map is included as Attachment 1. Funding Federal funds are anticipated for this project. Area of Potential Effects In determining the Area of Potential Effects (APE) for this project, MDOT SHA considered possible visual, audible, atmospheric and/or physical impacts to historic properties, both archaeological sites and standing structures, which would diminish the integrity of any characteristics that would qualify a property for the National Register of Historic Places (NRHP). The APE has been defined as the limits of project disturbance (LOD), as indicated on the attached USGS quadrangle map for Hancock (WV) in Attachment 2. The archaeology survey area is defined as the LOD that is the same as the APE. MDOT SHA has defined the APE as the LOD because a large amount of right-of-way around the intersection of I-68 with Creek Road is owned by the agency. Ms. Elizabeth Hughes Page 2 Identification Methods and Results Potentially significant architectural and archaeological resources were both researched as part of the historic properties investigation instigated by the proposed bridge replacement project. Architecture: MDOT SHA Architectural Historian Anne E. Bruder consulted the SHA-GIS Cultural Resources Database, the Office of Structures Bridge Database, and the Washington County tax database. Bridge Nos. 2107603 and 2107604 are multigirder beam bridges that were constructed in 1965 as part of the I-68 construction in Washington County. They were altered in 1978. A field visit was not conducted due to the minor nature of the project. The bridge replacement project meets the requirements of the Advisory Council on Historic Preservation’s “Exemption Regarding Historic Preservation Review Process for Effects to the Interstate Highway System,” [Federal Register 70:46 (March 10, 2005) 11928-11931]; and “Program Comment Issued for Streamlining Section 106 Review for Actions Affecting Post- 1945 Concrete and Steel Bridges,” [Federal Register 77:222 (November 16, 2012) 68790- 68795]. MDOT SHA owns a large amount of right-of-way at the I-68 over Creek Road intersection and there are no historic standing structures in the APE. As a result, MDOT SHA has determined that the replacement of the bridges will have no effect on historic standing structures. Archaeology: MDOT SHA Consultant archaeologist Lisa Kraus assessed the potential of the survey area based on review of MHT's Medusa Cultural Resource Information System, aerial photographs, construction plans, street view and LiDAR imagery, and historic maps. No archaeological surveys have included the survey area, and no sites have been recorded there. Historic maps (Taggart 1859; USGS 1901) show no structures within the survey area. Aerial photographs and construction plans (1963) show extensive ground disturbance within the survey area resulting from stream relocation and filling of the abandoned stream channel, the relocation of Creek Road, cutting, extensive fill placement to support the roadway approaches to the dual bridges, and grading. LiDAR and street view imagery confirms that the LOD is largely comprised of imported fill soils. Given the extent of prior disturbance and the low probability for sites at this location, the proposed bridge replacements are unlikely to affect intact or potentially significant archaeological resources. No further work is recommended. Ms. Elizabeth Hughes Page 3 Review Request Please examine the attached maps. We request your concurrence by May 12, 2022 that there would be no historic properties affected by the replacement of Bridge Nos. 2107603 and 2107604, IS 68 over Creek Road in Washington County By carbon copy, we invite the Washington County Historic District Commission, Washington County Historical Trust, the Heart of the Civil War Heritage Area and the Washington County Advisory Committee to provide comments to provide comments and participate in the Section 106 process. The project involves replacement of the existing bridges with new bridges comprised of single-span steel girder structures 85’-0” in length. The proposed typical section will carry two 12-foot-wide lanes, a 10’-0” outside shoulder, and a 20’-0” median shoulder, with 2’-0” parapets. The existing bridge profiles will be raised approximately 2 feet to accommodate the deeper superstructure associated with the new bridges. A location map is included as Attachment 1. Funding Federal funds are anticipated for this project. Area of Potential Effects In determining the Area of Potential Effects (APE) for this project, MDOT SHA considered possible visual, audible, atmospheric and/or physical impacts to historic properties, both archaeological sites and standing structures, which would diminish the integrity of any characteristics that would qualify a property for the National Register of Historic Places (NRHP). The APE has been defined as the I-70 right-of-way limits because the work will occur in only this vicinity and will not alter the character of the surrounding area, as indicated on the attached USGS quadrangle map for Clear Spring (Attachment 2). Along St. Paul Road north and south of I-70, there are single family dwellings representing Washington County’s common built environment from the nineteenth and twentieth centuries standing on lots facing the road. The area is also in agricultural production and there are both fields and stands of trees near the interstate. Bridge Nos. 2110203 and 2110204 are multigirder beam bridges that were constructed in 1965 as part of the I-70 construction west of Hagerstown. The bridges were altered in 1973. Because the bridges are a common interstate element, both meet the requirements of the Advisory Council on Historic Preservation’s “Exemption Regarding Historic Preservation Review Process for Effects to the Interstate Highway System,” [Federal Register 70:46 (March 10, 2005) 11928-11931]; and “Program Comment Issued for Streamlining Section 106 Review for Actions Affecting Post-1945 Concrete and Steel Bridges,” [Federal Register 77:222 (November 16 2012) 68790-68795], and are not eligible for inclusion in the NRHP. There are no historic standing structures n the APE and no additional architectural investigations are recommended. MDOT SHA has determined that the bridge replacement project will have no effect on historic standing structures.
