Dear Mr. Little:
Enclosed you will find Washington County's completed application to
become a Certified Local Government including the request signed by the
President of our Board of County Commissioners.
As the staff contact for the Historic District Commission (HOC) of
Washington County and this application, I felt it would be helpful to
further explain a few of the items enclosed.
The adopted Ordinance that creates and governs the EEC is actually two
chapters from our Zoning Ordinance. It is subject to the same
administrative, amendment and appeal procedures as our other land use
zones. The entire Ordinance is provided (please refer to Article 20 and
20A.) Also enclosed is a statement of policy regarding demolition permits
and a sample of the Commission's response under that policy.
Sites zoned "HP" - Historic Preservation are identified on the zoning
maps included in the back of the Ordinance. A second set is enclosed which
has the sites numbered, highlighted and an indication of ownership.

ADOPTED A
ARTICLE 20 "HP" HISTORIC PRESERVATION DISTRICT
Section 20.0 Purpose
The purpose of the Historic Preservation District is to provide a
mechanism for the protection, enhancement and perpetuation of those
significant historic structures, sites and districts as defined in Section
20.7 in Washington County which have historical, architectural,
archeological and cultural merit. The "HP" district is an overlay zone
meant to enhance, not substitute, for the existing zoning designation which
regulates land use.
Districts established to reflect elements of the cultural, social,
economic, political or architectural history are intended to:
a.) Safeguard the heritage of Washington County as
embodied and reflected in such structures, sites
and districts;
b.) Stablize and improve property values of such
structures, sites and districts and in
Washington County generally;
c.) Foster civic pride in the beauty and noble
accomplishments of the past;
d.) Strengthen the economy of the County; and
e.) Promote the use of historic structures, sites
and districts for the education, pleasure and welfare
of the residents of Washington County.
Section 20.1 Historic District Commission Created
Pursuant to the authority granted to Washington County in Article 66B of
the Annotated Code of Maryland, there is hereby created the "Historic
District Commission of Washington County, Maryland."
a.) The Commission shall consist of seven (7)
members appointed by the Board of County
Commissioners. Each member must be a resident
of Washington County.
b.) The Commission shall have at least two (2) members
appointed from among the disciplines of architecture,
history, architectural history or archeology to meet
the Maryland Historical Trust's "Qualifications for
Certified Local Government Historic Preservation
Commission Professional Members" effective at the time
of their appointment. A good -faith effort to locate and
appoint such professionals, to the extent that they are
available in the community, will be made, and documentation
as to how this effort was accomplished shall be kept among
the Commission's records. In the event that appointment
guidelines specified above cannot be met, all commission
members must meet the standards specified in 20.1 c.

c.) The Commission's total membership shall also include at
least three (3) other members, who may or may not
necessarily meet the qualifications included in (b) above,
but who have demonstrated special interest, experience,
knowledge or training in architecture,, history,
architectural history, planning, American civilization,
law, or cultural anthropology.
d.)
All Commission members shall be selected to represent
the geographical, social, economic and cultural concerns
of the residents of Washington County.
e.)
Term. The terms of the members of the Commission shall
be for a three-year period except that the initial
appointments shall be staggered so that no more than three
(3) of the appointments shall expire in any one
year.
f.)
Vacancy. Any vacancy in the membership of the Commission
shall be filled within sixty days in'the same manner as
provided in (b) and (c) above.
g.)
Removal for cause. A member may be removed from the
Commission by the Board of County Commissioners for
inefficiency, neglect of duty or malfeasance in office.
h.)
Compensation. All members of the Commission shall
serve with such compensation as the local legislative
body deems appropriate and will be reimbursed for actual
expenses incurred in performance of their duties, provided
said expenses are permitted by the budget and approved by
the County Commissioners.
Section 20.2 Regulations
The Commission shall
adopt such rules,
regulations
and by-laws as
necessary for the proper
transaction of the
business of
the Commission.
a.) Meetings. The Commission shall hold such regular
meetings which, in its discretion, are necessary to
discharge its duties. The meetings shall be open
to the public. Any interested person or his
representative is entitled to appear and be heard by
the Commission before it reaches a decision on any
matter. The Commission shall maintain an open record
of its resolutions, proceedings, and actions which
shall be kept available for public inspection during
reasonable business hours.

b.) Staff. There may be appointed and assigned to the
Commission such employees, and the County Commissioners
shall make available to the Commission, such services
and facilities of the County, as are necessary or
appropriate for the proper performance of its duties,
and the County Attorney shall serve as counsel to the
Commission.
Section 20.3 Historic District Commission Duties & Powers
a.) The Commission shall act upon all applications as
required by Section 20.6 of this ordinance.
b.) The Commission shall review any legislation,
applications for zoning text or map amendment,
special exception, variance, site plan or sub-
division application and other proposals
affecting historic preservation, including
preparation and amendment of master plans, and
may make recommendations thereon to the appropriate
authorities;
c.) The Commission shall recommend programs and
legislation to the Board of County Commissioners
and the Planning Commission to encourage historic
preservation;
d.) The Commission shall serve as a clearinghouse for
information on historic preservation for County
Government, individuals, citizens' associations,
historical societies, and local advisory committees;
to provide information and educational materials
for the public; and to undertake activities to
advance the goals of historic preservation in
Washington County, Maryland.
e.) The Commission shall advise and participate in the
development of additional duties or standards to be
added to this ordinance in pursuit of the stated
purpose of Section 20.0. Specifically, additional
criteria may be developed by the Historic District
Commission to be used in its review of building
permits applications as specified in Section 20.6.
f.) The Commission shall prepare, adopt, publish and
amend as necessary additional guidelines to speci-
fy the information it requires in the form of scale
drawings, renderings or photographs, materials,
specifications, etc. in order to adequately review
and rule on applications for establishment of "HP"
zones and building permits. These guidelines
shall be made available at all times.
g.) The Commission shall oversee the maintenance and
updating of the inventory of the Washington County
Historic Sites Survey.

Section 20.4 Establishment of "HP" Zones
The "HP" district is an overlay zone that indicates the presence of an
historic site, structure or district which has been or will be judged to be
of significance to the heritage of Washington County. The overlay zone is
also a mechanism to monitor and regulate building activities in the "HP"
district. As an overlay zone, the "HP" district imposes additional
guidelines during the construction or modification of new or existing
structures on the subject property. These criteria are in addition to the
conventional underlying land use zone. The "HP" overlay zone shall be in no
way construed to limit or modify the permitted uses of the underlying zone.
a.) Any property owner may petition the Board of County
Commissioners to amend the zoning maps and establish
an "HP" overlay zone on his or her property. The.
Board of County Commissioners may also initiate
establishment of an "HP" overlay zone with the
consent of all property owners involved. Large areas
of vacant land shall not be zoned "HP".
b.) Applications for map amendments to establish "HP"
overlay zones shall be subject to the procedures
noted in Article 27 - "Amendments", with the following
exceptions:
1.) Since the "HP" designation is an overlay
zone and the existing underlying zone will
continue to control the land use, it is not
necessary to prove, during the amendment
proceedings, that a change in the character
of the neighborhood or a mistake in the
original zoning has occurred.
2.) The request for a map amendment must be
accompanied by the following in addition to
the data required in Article 27 except for
historic sites structures and districts
listed on the Washington County Historic
Sites Survey:
a.) A scale drawing, as defined in Section
20.7b, of the subject property boundaries
indicating the location of all improvements
• including significant topographic features
• and landscaping.
b.) Documentation of the historical data
which makes the property an appropriate
candidate for the "HP" overlay. The
data shall address the criteria stated
in Section 20.5 as well as the Purpose
noted in Section 20.0.
The documentation shall include specific
dates, names, materials, descriptions of
methods and the sources consulted to
verify the information provided.

3.) The extent of HP zones shall be limited to
the significant structure and the immediately
surrounding area. HP zones shall not be approved
on large areas of unoccupied lands.
Section 20.5 Criteria for Establishment of an "HP" Overlay Zone
The Planning
Commission and the Board of County Commissioners shall
consider the following
criteria as applicable in their review of an
application for
an "HP" overlay zone.
a.)
If the historic resource meets any of the criteria
noted below or if it is listed in either
the Maryland Historical Trust's Inventory of Historic
Sites or the National Register of Historic Places, it
may be classified as an historic structure, site or
district.
b.)
Historical and Cultural Significance
1.)
The historic resource should have significant
character, interest, or value as part of the
development, heritage, or cultural characteristics
of the County, State, or Nation;
2.)
The historic resource could be the site of a
significant historic event;
3.)
The historic resource should be identified with
a person or a group of persons who influenced
society; or
4.)
The historic resource exemplifies the cultural,
economic, social, political, or historic
heritage of the County and its communities.
c.)
Architectural and Design Significance.
1.)
The historic resource embodies the distinctive
characteristics of a type, period, or method
of contruction or architecture;
2.)
The historic resource represents the work of
a master craftsman, architect or builder;
3.)
The historic resource possesses high artistic
value;
4.)
The historic resource represents a significant
and distinguishable entity whose components may
lack individual distinction;

5.) The historic resource represents an established
and familiar visual feature of the neighborhood,
community, or County, due to its singular physical
characteristics, landscape or historical event.
6.) The historic resource is the only example ever
existing or remaining of a particular period,
style, material or construction technique;
Section 20.6 Activity within an "HP" Zone
In the "HP" district, any activity which requires the issuance of a
building permit according to the BOCA Basic Building Code and subsequent
amendments as adopted for use in Washington County and the procedures of the
Department of Permits and Inspections, shall be subject to review, approval
or disapproval by the Historic District Commission of Washington County.
Such activity can include but is not limited to construction,
reconstruction, relocation, restoration, rehabilitation, modification,
enlargement, conversion or demolition of all or any portion of the exterior
features of the subject site, structure or district.
The purpose and intent of this section is to provide an additional
mechanism for the review of the appropriateness of proposed construction,
not to change the building permit application procedure
Nothing in this section shall be construed to exempt any activity from
the requirement of a building permit or require a permit where one would not
normally be needed, if the structure were not in an "HP" zone. The
Commission shall develop and make available to all interested parties
guidelines for activities constituting ordinary maintenance, and shall
provide these guidelines to each applicant for an "HP" overlay zone.
The Commission shall consider only exterior features of a structure and
shall not consider any interior arrangements, although interior changes may
still be subject to building permit procedures.
All permits as required above shall be transmitted to the Historic
District Commission by the Department of Permits and Inspections.
Information required to accompany applications for activity in an "HP" zone
shall be the same as other permit requirements under this Ordinance with the
addition of that information to be developed and published by the Commission
as specified in Section 20.3f.
The Historic District Commission shall render a decision on each
application presented to it and forward its written decision to the
Department of Permits and Inspections within 45 days of receipt of the
application. Lack of a response within the specified time period shall be
considered an approval of the application by the Historic District
Commission of Washington County. The 45 day review period may be extended
upon agreement by the Commission and the applicant.

a.) The permit application shall be approved by the
Historic District Commission if it is consistent
with the following criteria:
1.)
The proposal does not substantially alter the
exterior features of the structure.
2.)
The proposal is compatible in character and
nature with the historical, archeological,
architectural or cultural features of the
site, structure or district, and would not be
detrimental to achievement of the purposes of
this article.
3.)
The proposal would enhance or aid in the
protection, preservation and public or private
utilization of the site or structure, in a
manner compatible with its historical, archeological,
architectural or cultural value.
4.)
The proposal is necessary in order that unsafe
conditions or health hazards be remedied.
5.)
The "Secretary of the Interior's Standards for
Rehabilitation and Guidelines for Rehabilitating
Historic Buildings" and subsequent revisions which
are to be used as guidance only and are not to be
considered mandatory.
b.) In reviewing the plans for any such construction or change,
the Commission shall give consideration to and not disapprove
an application except with respect to the factors specified
below.
1.) The historic or architectural value and significance
of the structure and its relationship to the historic
value of the surrounding area.
2.) The relationship of the exterior architectural
features of the structure to the remainder of the
structure and to the surrounding area.
3.) The general compatibility of exterior design,
arrangement, texture, and materials proposed to
be used.
4.) Tb any other factors including aesthetic factors
which the Commission deems to be pertinent.
c.) The Commission shall be strict in its judgment of plans
for those structures, sites or districts deemed to be
valuable according to studies performed for districts of
historic or architectural value.
The Commission shall be lenient in its judgment of
plans involving new construction, unless such plans would
seriously impair the historic or architectural value of
surrounding structures of the surrounding area.

d.) The Commission shall deny a permit if it finds, based
on evidence and information presented to or before the
Commission, that the alteration for which the permit is
sought would be inappropriate or inconsistent with a, b,
or c above, or detrimental to the preservation, enhance-
ment, or ultimate protection of the historic structure,
site or district or the purpose of this article as stated
in Section 20.0. The use of the Secretary of the
Interior's "Standards" noted in 20.6(a5) above is advisory
only and not mandatory.
1.) If the Commission determines that the permit
should be denied, it shall provide a written
statement of the basis for denial with specific
references to the goals of this article. The
Commission may also, at its discretion, provide
the applicant with suggestions or recommendations
for revisions to the proposal.
2.) A building permit shall not be issued if the
Historic District Commission of Washington County
has disapproved the application.
3.) Nothing shall prevent the applicant from modifying
the permit application to address suggestions made
by the Commission to meet the purpose of this
article.
e.) It is not the intent of this section, nor is the
Commission required, to limit new construction,
alteration or repairs to any one period of
architectural style.
Section 20.7 Definitions
a.) For the purpose of Article 20 the term "structure"
shall mean a combination of material to form a
construction that is stable, the use of which
requires fixed location on the ground including
among other things, buildings, tanks and towers,
trestles, piers, bridges, paving, bulkheads, loading
docks, smokestacks, cranes, booms, sheds, coal bins,
shelters, fences, walls and display signs; the term
"structure" shall be construed as if followed by the
words, "or part thereof."
b.) For the purpose of Article 20 the term "scale drawing"
shall mean a scale drawing is a graphic representation
of the location of all the significant features in-
cluded within the boundaries of the historic site or
district.

The drawing should be "to scale", i.e. the features on
the ground are reduced from their actual size according
to a specific and constant ratio between the real
distance shown on paper. (For example, 100 feet of
distance on the ground is equal to 1 inch on the paper,
or 1"=100'.)
The drawing should include accurate property boundaries
plotted either from a deed or field survey. All existing
buildings should be shown in their correct relationship
to each other and the property lines. Driveways, septic
areas, wells, large trees, and any other significant
feature of the landscape should also be shown.
Drawings of the site shall be drawn using an Engineer's
scale of at least 1"=40'. Drawings of the building or
other structural improvements shall be drawn using an
Architect's scale of at least 1/8"=l'.
c.) For the purpose of Article 20, the term "site" shall
mean all that space of grounds and structures there on
which surrounds an historic resource and to which it
relates physically and/or visually. Site shall include,
but not limited to walkways, and driveways (whether
paved or not), vegetation (including trees, garden,
lawns), rocks, pasture, cropland and waterways. This
includes historical open spaces, e.g., setbacks, parks
and public squares.
Section 20.(7)8 Appeals
In the event that any party is aggrieved by a decision of the
Historic District Commission within 30 days from the date on which
the Commission's decision is made public, said party aggrieved may
appeal to the Board of Zoning Appeals which will review the
Commission's decision based on the record of the proceedings before
the Commission.

Section 25.4 Appeals to the Board
An appeal to the Board may be taken by any person aggrieved or by any
officer, department, board, commission or bureau of the County affected by
any decision of the Planning and Zoning Commission or the Historic District
Commission. Such appeal shall be taken within thirty (30) days
after the decision by filing with the appropriate Commission and with the
Board, a Notice of Appeal, specifying the grounds thereof. The appropriate
Commission shall forthwith transmit to the Board all the papers constituting
the record upon which the action appealed from was taken.

Survey and subsequent revisions or updates.

Definitions From Historic Preservation District
28.001 "Abrasive Cleaning" the mechanical or manual process, and the
equipment used in the process to clean, smooth, grind, cut, decorate
or in any other way alter or remove the exterior surface of a
structure or individual materials that make up the surfaces, by
means of applying an abrasive material such as, but not limited to,
sand, shells or other grit -like material under more than normal
atmospheric pressure with or without a secondary transporting medium
such as water or some other liquid, e.g. sandblasting.
28.035 "Alteration" shall mean any act or process that changes one or more
of the exterior architectural features of a structure, including,
but not limited to, the erection, construction, reconstruction, or
removal of any structure.
28.23 "Exterior features" shall mean the architectural style, design and
general arrangement of the exterior of an historic resource,
including the nature and texture of building materials, and the
type and style of all windows, doors, light fixtures, signs or
other items found on or related to the exterior of an historic
resource.
28.335 "Historic resource" shall mean a district, landmark, site, building,
structure, space or object, including its appurtenances and
environmental setting, which can be linked historically through
location, design, setting, materials, workmanship, and/or
association, and which is significant in national, state or local
history, architecture, arechaeology or culture.
28.455 "Preservation" shall mean the maintenance of an historic resource
in its present condition or as originally constructed. Preservation
aims at halting further deterioration and providing structural
safety, but does not contemplate significant rebuilding.
Preservation includes techniques of arresting or slowing
deterioration; improvement of structural conditions to make a
structure safe, habitable, or otherwise useful; normal maintenance
and minor repairs that do not change or adversely affect the fabric
or appearance of a structure.
28.475 "Reconstruction" shall mean the process of reproducing by new
construction the exact form and detail of a vanished structure, or
part thereof, as it appeared at a specific period of time.
'Reconstruction' should be undertaken only when the property to be
reconstructed is essential for understanding and interpreting the
value of an entire area and sufficient documentation exists to
ensure an exact reproduction of the original.
28.495 "Restoration" shall mean the process of accurately recovering the
form and details of a property as it appeared at a particular period
of time by means of removal of later work and the replacement of
missing original work.

28.535 "Sealant applications" sealant applicantions (e.g. silicon) the
mechanical or manual process and the equipment used in the process
that seeks to apply a covering or sealing coating over a surface or
surfaces structures particularly where the sealant is applied to
brick, stone and/or other masonry components and where the coating
prevents the natural transpiration or "breathing" of a structure
thus preventing the movement of moisture through the structure.

ARTICLE 20A "AO" ANTIETAM OVERLAY DISTRICT
SECTION 20A.0 PURPOSE
THE PURPOSE OF THE ANTIETAM OVERLAY DISTRICT IS 10 PROVIDE MECHANISMS FOR
THE PROTECTION OF SIGNIFICANT HISTORIC STRUCTURES AND LAND AREAS BY
REQUIRING DEVELOPMENT AND LAND SUBDIVISION TO OCCUR IN A MANNER THAT
1) PRESERVES THE EXISTING QUALITY OF THE VIEWSHED OF THE ANTIETAM
BATTLEFIELD, AND 2) ENSURES THAT DEVELOPMENT OF CERTAIN LANDS ADJACENT TO
THE MAJOR ROADS WHICH PROVIDE PUBLIC ACCESS TO THE ANTIETAM BATTLEFIELD
CI .E., MARYLAND ROUTES 34 AND 65) IS COMPATIBLE WITH THE AGRICULTURAL AND
HISTORIC CHARACTER OF THE AREA. THE "AD" DISTRICT IS AN OVERLAY ZONE MEANT
TO ENHANCE, NOT SUBSTITUTE FOR THE EXISTING UNDERLYING ZONING DESIGNATION
WHICH REGULATES LAND USE.
SECTION 20A.1 REGULATIONS
(A) SUBDISTRICTS ESTABLISHED AND AREAS DELINEATED
1. THE ANTIETAM OVERLAY DISTRICT IS COMPRISED OF THREE SUBDISTRICTS:
THE BATTLEFIELD BUFFER (AO -1), THE APPROACH ZONES (AO -2), AND THE
RED HILL AREA (AO -3).
LANDS ZONED AO -1 (BATTLEFIELD BUFFER) AND AO -3 (RED HILL AREA) ARE
SITUATED WITHIN THE BATTLEFIELD FOREGROUND AND RED HILL MIDDLE -
GROUND, RESPECTIVELY, OF THE ANTIETAM VIEWSHED, AS DETERMINED BY
THE NATIONAL PARK SERVICE AND DOCUMENTED IN ITS APRIL, 1988

SECTION 20A.2 AO -1 BATTLEFIELD BUFFER REGULATION
A. THE REGULATIONS AND CRITERIA IN THIS SUBSECTION ARE IN ADDITION TO
THE CONVENTIONAL UNDERLYING ZONING WHICH REGULATES LAND USE.

BE SUBJECT TO THE PROVISIONS OF ARTICLE 20, HISTORIC
PRESERVATION DISTRICT, SECTION 20.6.
(2) WITH RESPECT TO FARM STRUCTURES, THE ZONING ADMINISTRATOR
SHALL REFER ANY APPLICATION FOR ZONING CERTIFICATION OR A
NOTICE OF INTENT TO BUILD TO THE HISTORIC DISTRICT
COMMISSION IF THE ADMINISTRATOR DETERMINES THAT THE FARM
STRUCTURE MAY INVOLVE UNUSUAL ARCHITECTURE OR SCALE

THE HISTORIC DISTRICT COIMISSION SHALL DECIDE THE
APPLICATION FOR ZONING CERTIFICATE OR THE NOTICE OF INTENT
TO BUILD UNDER ARTICLE 20, SECTION 20.6, NOTWITHSTANDING ANY
PROVISION IN SECTION 20.6, OR IN ANY OTHER COUNTY ORDINANCE
OR CODE THAT IS TO THE CONTRARY.
SECTION 20A.3 AO -2 APPROACH ZONE REGULATIONS

DEPARTMENT OF NATURAL RESOURCES' - FOREST, PARK AND WILDFIFE
SERVICE, OR A REGISTERED PROFESSIONAL FORESTER AND APPROVED BY
THE FOREST, PARK AND WILDLIFE SERVICE, MUST BE SUBMITTED TO THE
ZONING ADMINISTRATOR. (THE CUTTING OF FIRJEIIOD AND DEAD TREES
FOR PERSONAL USE SHALL BE PERMITTED). SUBSEQUENT CUTTING OF

2. THE PROPERTY OWNER WILL BE REQUIRED TO REPLACE ANY TREES

C. THE ZONING ADMINISTRATOR SHALL REVIEW APPLICATIONS FOR BUILDING

TO MINIMIZE NEGATIVE IMPACT ON VIEWSHED QUALITY. THE ZONING
ADMINISTRATOR MAY DISAPPROVE ZONING CERTIFICATION WHERE THE
TREE REMOVAL WOULD RESULT IN A DIMINISHING OF VIEWSHED QUALITY IN
REMOVAL WOULD RESULT IN A DIMINISHING OF VIEWSHED QUALITY IN
THOSE AREAS DESIGNATED AS AN ANTIETAM OVERLAY DISTRICT (AO -3). THE
ZONING ADMINISTRATOR SHALL USE THE GUIDELINES IN SECTION 20A.4F
IN DECIDING THE DISPOSITION OF THE REQUESTED BUILDING PERMIT, SITE
PLAN OR ZONING CERTIFICATION.
D. THE BOARD OF APPEALS SHALL REVIEW APPLICATIONS FOR VARIANCES,
EXPANSION OF NONCONFORMING USES, AND SPECIAL EXCEPTIONS WITH
RESPECT TO THE CUTTING OF TREES, AND MAY IMPOSE LIMITATIONS ON
THE NUMBER, LOCATION, AND DISTRIBUTION OF TREES PROPOSED FOR
REMOVAL IN ORDER TO MINIMIZE NEGATIVE IMPACT ON VIEWSHED QUALITY.
THE BOARD OF APPEALS MAY DISAPPROVE AN APPLICATION WHERE THE TREE
REMOVAL WOULD RESULT IN A DIMINISHING OF VIEWSHED QUALITY IN THOSE
AREAS DESIGNATED AS AN ANTIETAM OVERLAY DISTRICT. THE BOARD OF
APPEALS SHALL USE THE GUIDELINES IN SECTION 20A.4F IN DECIDING

VIEWSHED QUALITY. THE PLANNING COMMISSION MAY DISAPPROVE A
SITE PLAN OR SUBDIVISION WHERE THE TREE REMOVAL WOULD RESULT IN A
DIMINISHING OF VIEWSHED QUALITY IN THOSE AREAS DESIGNATED AS AN
ANTIETAM OVERLAY DISTRICT (AD -3) THE PLANNING COMMISSION SHALL
USE THE GUIDELINES IN SECTION 20A.4F IN DECIDING THE DISPOSITION
OF THE SITE PLAN OR SUBDIVISION REQUEST.
F. ALL TREE CUTTING ACTIVITY WHICH IS DONE FOR THE PURPOSE OF, OR IS
RELATED TO, DEVELOPMENT OF A PROPERTY IN THE AO -3 OVERLAY DISTRICT
SHALL BE SUBJECT TO THE FOLLOWING GUIDELINES:
1.) DURING SITE DEVELOPMENT, MINIMUM TREE CUTTING IS PERMITTED
TO ALLOW CONSTRUCTION OF AN ACCESS AND DRIVEWAY, RELATED
PARKING AREAS, A DWELLING, RELATED ACCESSORY STRUCTURES AND
REQUIRED SEPTIC DISPOSAL SYSTEM.
2.) ADDITIONAL TREE CUTTING ON THE SITE DURING DEVELOPMENT IS
PERMITTED WITHIN 35' OF THE DWELLING AND RELATED ACCESSORY
STRUCTURES.
3.) WHERE POSSIBLE AND PRACTICAL, PROPERTY OWNERS ARE ENCOURAGED
TO MAINTAIN AS MUCH OF THE EXISTING TREE COVER AS POSSIBLE
WITHIN THE 35 FOOT AREA TO PRESERVE THE EXISTING QUALITY OF
THE ANTIETAM BATTLEFIELD VIEWSHED.
4.) TREE CUTTING ON THE RFTIAINDER OF THE SITE, NOT COVERED IN 1-3
ABOVE, IS SUBJECT TO THE FOLLOWING REQUIREMENTS:
A.) PRIOR TO THE CUTTING OF TREES ON THE REMAINDER OF THE
SITE, THE PROPERTY OWNER MUST HAVE PREPARED BY THE
MARYLAND DEPARTMENT OF NATURAL RESOURCES' FOREST PARK AND
WILDLIFE SERVICE OR A REGISTERED PROFESSIONAL FORESTER
AND APPROVED BY THE FOREST, PARK AND WILDLIFE SERVICE
A FORESTRY MANAGEMENT PLAN, THE GOAL OF WHICH IS TO
PRESERVE THE QUALITY OF THE ANTIETAM BATTLEFIELD
VIEWSHED. (THE CUTTING OF FIREWOOD AND DEAD TREES FOR
PERSONAL USE SHALL BE PERMITTED)
B.) CUTTING OF TREES OUTSIDE THE AREA MEASURING 35' FROM THE
DWELLING AS DESCRIBED IN (2) ABOVE IS PERMITTED ONLY
ACCORDING TO THE SELECTION AND TIMING CONTAINED IN THE
FORESTRY MANAGEMENT PLAN WITH THE EXCEPTION OF (C) BELOW.
C.) ANY TREE OF A HEIGHT WHICH HAS THE POTENTIAL TO CAUSE
DAMAGE TO THE DWELLING IF IT WERE TO FALL DUE TO NATURAL
CAUSES (DISEASE OR INSECT INFESTATION, WIND, LIGHTNING,
EROSION, ETC.) MAY BE REMOVED.
G. APPLICATIONS SUBMITTED FOR SUBDIVISIONS, SITE PLANS, SPECIAL
EXCEPTIONS, EXPANSION OF NONCONFORMING USE BUILDING PERMITS,
ZONING CERTIFICATIONS OR VARIANCES ON LAND ZONED AO -3 SHALL BE
ACCOMPANIED BY SCALE DRAWINGS WHICH INDICATE THE LOCATIONS OF
STRUCTURES AND THE AREAS WHERE TREES ARE PROPOSED FOR REMOVAL.
ANY OTHER MATERIAL WHICH WOULD ASSIST IN DETERMINING THE EXISTING
AND PROPOSED CONDITIONS OF THE SUBJECT SITE MAY BE SUBMITTED.

H. TREE REMOVAL WHICH IS INCONSISTENT WITH THE STANDARDS SPECIFIED
ABOVE INCLUDING THE FORESTRY MANAGEMENNT PLAN IS SUBJECT TO THE

POTENTIAL TO DIMINISH THE EXISTING QUALITY OF THE VIEWSHED; OR
(B) THE AREA FALLS WITHIN 1000 FEET OF THE CENTERLINE OF THE SE LHNT OF
A MAJOR ROAD WHICH PROVIDES PUBLIC ACCESS TO ANTIETAM BATTLEFIELD,
AND THAT THE EXTERIOR APPEARANCE OF DEVELOPMENT IN THE AREA HAS
SIGNIFICANT POTENTIAL TO DEARIMENIALLE AFFECT THE PUBLIC'S USE,
ENJOYMENT, AND APPRECIATION OF THE ANTIETAM BATTLEFIELD, OR MAY
OTHERWISE IMPAIR THE INTEGRITY OF THE BATTLEFIELD.
SECTION 20A.5 APPEALS
DECISIONS RENDERED UNDER ARTICLE 20A MAY BE APPEALED ACCORDING TO THE
GUIDELINES OF ARTICLE 25 - BOARD OF APPEALS.

NEW SECTION 406:
THE COMMISSION SHALL REVIEW PROPOSED SUBDIVISION WITH RESPECT TO THE CUTTING
OF TREES AND MAY IMPOSE LIMITATIONS ON THE NUMBER, LOCATION, AND
DISTRIBUTION OF TREES PROPOSED FOR REMOVAL. THE COMMISSION MAY DISAPPROVE A
SUBDIVISION PLAN WHERE THE TREE REMOVAL WOULD RESULT IN A DIMINISHING OF
VIEWSHED QUALITY IN THOSE AREAS DESIGNATED AS ANTIETAM OVERLAY DISTRICT BY
THE ZONING ORDINANCE. THE COMMISSION SHALL USE THE CRITERIA AT SECTION 408
TO MODERATE IMPACT ON VIEWSHED QUALITY.
NEW SECTION 407:
THE COMMISSION SHALL REVIEW PROPOSED SUBDIVISION WITH RESPECT TO PROPOSED
HOUSE ORIENTATION AND LOCATION AND MAY RECOI'IEND THAT THE PROPOSED HOUSES ON

HISTORIC DISTRICT COMMISSION
1 OF WASHINGTON COUNTY
BY-LAWS
ARTICLE I Name of Commission
The name of this organization shall be The
Historic District Commission of Washington County,
hereinafter referred to as the Commission.
ARTICLE II Authorization
The authorization for the establishment of this
organization is set forth in Article 66B of the
• Annotated Code of Public General Laws of Maryland.
ARTICLE III Membership
Section 1 The Commission shall consist of seven (7) members,
appointed by the Board of County Commissioners of
Washington County.
Section 2 The term of each member shall be three (3) years,
or until his successor takes office. The composi-
tion of the Commission shall be as specified in
Article 20.1 (b) of the Zoning Ordinance.
Section 3 Members may, after a public hearing, be removed by
the local legislative body for inefficiency,
neglect of duty, or malfeasance in office.
Vacancies occurring otherwise than through the
expiration of term shall be filled for the un-
expired term by the local legislative body.
Section 4 All members of the Commission shall reside in
Washington County.
Section 5 Each member of the Commission shall be entitled to
one (1) vote.
Section 6 All members shall serve with such compensation as
the local legislative body deems appropriate.

ARTICLE IV Officers

Section 1 The Commission shall elect a Chairman and a Vice -
Chairman from the appointed members of the
Commission and may create and fill such other
offices as it deems appropriate.
Section 2 The term of Chairman shall be for one (1) year,
with eligibility for re-election for no more than
two (2) additional terms.
Section 3 The Chairman shall preside at all meetings and
hearings of the Commission, and shall have the
duties normally conferred by parliamentary
procedure.
Section 4 The Vice -Chairman shall act for the Chairman in
his absence.

election procedure at the first regular meeting of

ARTICLE VI Meetings
Section 1 Regular meetings shall be held on the first
Wednesday of each month at 2:30 p.m. or at such
other time as deemed appropriate by the Commission.
In the event of a conflict with holidays or ;ther
events, a majority vote shall determine the
alternate meeting date.

Section 2 A quorum shall consist of four (4) members of the
Commission. A motion to approve any matter before
the Commission, or to recommend approval of any
request requiring action by the Board of County
Commissioners, shall require affirmative votes of
a majority of those present and voting.

matters on the agenda without taking any action
on those or other matters. This section shall
apply to public hearings as well as to all meet-
ings.
Section 3 A member shall be disqualified from any matter
under consideration by the Commission that may
affect that member's personal or financial
interest. A member may announce disqualification
when an applicant, either directly or through
another party, has privately sought to influence
that member's action in a matter before the
Commission.
Section 4 Special meetings may be called by the Chairman
with concurrence of the majority of the Commission.
It shall be the duty of the Chairman to call a
special meeting when requested to do so by a
majority of the Commission. The Chairman shall
notify all members of the Commission three (3) days
in advance of such special meeting. Special meet-
ings shall be held at such times and places as
determined by a majority of the members.
Section 5 All meetings or portions of meetings at -4hich
official action is taken shall be op:n to the
general public.
Section 6 Unless otherwise specified, Robert's Rules of
Order shall govern the proceedings at the meetings
of the Commission.
Section 7 Any provision of these rules not governed by State
or County law may be temporarily suspended by a
favorable two-thirds vote of all members of the
Commission, which vote shall be entered in the
minutes.

Section 3 A motion from the floor must be made and passed
in order to dispense with any item on the agenda.
ARTICLE VIII Hearings
Section 1 In addition to those required by law, the
Commission may hold public hearings when it finds
that they will be in the public interest.
Section 2 Notice of the time and place of such hearings on
matters of general public interest shall be pub-
lished once a week for two consecutive weeks in
at least one newspaper of general circulation in
Washington County but not earlier than three
weeks prior to the hearing.
For matters of limited public interest, notice
shall be given in such a manner as deemed
appropriate by the Commission.
Section 3 The matter before the Commission shall be pre-
sented in summary by a member of the staff, and
parties of interest shall have the right to be
heard.
Section 4 A record shall be kept of those speaking before
the Commission at such hearings, and a transcript
or recording of all comments shall be made.

ARTICLE IX Amendments
These By -Laws may be amended by a majority vote
of the entire membership of the Commission pro-
vided such amendment is proposed at a prior meet-
ing and made available to all Commission members
in writing at least three days prior to the meet-
ing at which it is to be considered.
ARTICLE X Recordation
ARTICLE XI
A copy of these By -Laws and any amendments there-
to shall be filed in the Office of the Clerk of the
Circuit Court for Washington County within ten (10)
days following the date of adoption.
Repealing Clause
All previously adopted By -Laws and all amendments
thereto are, upon adoption of these By -Laws, re-
pealed.

Mr. Donnelly brings fifty years of experience in surveying
and design and construction to the firm's expertise. His in-
depth experience in all aspects of surveying includes:
supervising survey parties, draftsmen and computer operators
for cadastral, route and topographic surveys; responsibility
for route surveys, descriptions and plats for right-of-way
and fee taking for A, T, and T long lines in Pennsylvania,
Maryland, Virginia and West Virginia; design and construction
of numerous public works and commercial buildings in
Virginia, West Virginia and Maryland; and production of
subdivision plats for subdivisions in Carroll, Frederick and
Washington Counties, Maryland. Mr. Donnelly has been

Texas Eastern Gas Field. Controlled survey for drilling
permits in Garrett County, Maryland.
Corp of Engineers. Performed cadastral surveys for Camp
David, the underground Pentagon, and Raystown Lake.
U. S. Department of the Interior. Executed topographic and
cadastral surveys for the Chesapeake and Ohio canal and
Harper's Ferry National Monument.
Computer Programs for Computation of Survey Data. Developed
computer programs for: traverse and coordinate geometry;
determination of azimuth from astronomical observations; and
a word processing program for the production of legal
property descriptions with concurrent computation
capability.

HISTORIC DISTRICT COMMISSION
WASHINGTON COUNTY, MARYLAND
SEPTEMBER 6, 1989
1. The September 6, 1989 meeting of the Washington County Historic
District Commission was called to order in the second floor conference room
of the County Office Building at 7:00 P.M. Members present included Jane
Hershey, David Corey, Susan Frye and Jim Harp. County Commissioners' Vice -
President Linda Irvin and Planning staff member Steve Goodrich were also
present.
2. The minutes of the August 2, 1989 meeting were presented. Jim Harp
moved and David Corey seconded a motion to approve the minutes as
presented. The motion carried unanimously.
3. A discussion related to the September 13 workshop scheduled to discuss
the architectural plans for the Hess Center, a proposed shopping area
located in the AO -2 zone of the Antietam Overlay District developed. Mr.
Corey expressed concern that there may be a conflict of interest if he were
to participate because he has worked for Mr. Hess on other projects although
he is not involved in any way with the Hess Center. Steve Goodrich noted a
Preservation Law Update that he distributed before the meeting begun which
addressed the conflict of interest subject. He summarized it by saying it
was his understanding of the article that if a consultant did not benefit by
a decision of the Commission, there would be no conflict.
The Commission also discussed the question of whether the workshop
could or should be a public meeting. Steve Goodrich said he would check
with the County Attorney on the open or closed workshop meeting.
4. Steve Goodrich presented copies of the letters to Mr. Hess and the
Sharpsburg American Legion from Karen Kretzer inviting Mr. Hess to the
workshop meeting and opening the lines of communication with the Legion. No
action was necessary.
5. David Corey moved and Jane Hershey seconded a motion to suspend the
normal agenda format and permit Steve Goodrich to conduct the meeting
according to the information he had assembled for presentation and also due
to the lack of a Chairman or Vice -Chairman present. The motion carried
unanimously.
6. Steve Goodrich advised the Commission that the Permits Department has
received a demolition permit application for a structure known as the
"Antietam Store" and an adjacent storage building. The National Register
Nomination Form which contained information on the building was also
supplied. It was noted that the entire Antietam Village is listed on the
National Regiser of Historic Places. It was determined that John Frye and
J. D. Coring with the C & 0 Canal should be advised.

Jim Harp moved and David Corey seconded a motion to respond to the
Permits Department and the owner, Mr. Otzelberger, stating that the Historic
District Commission would be opposed to the demolition, suggest that
rehabilitation would be preferred, and provide contacts for possible
assistance in the preservation of the structure. The motion carried
unanimously.
7. Steve Goodrich reminded Commission members that Preservation Law
Updates are available in the Planning Commission office.
8. Steve Goodrich distributed copies for all Commission members of the
complete list of National Register properties in Washington County.
9. The question of a Logo for the Historic District Commission was
presented. Jane Hershey suggested using the 1st Court House, formerly
located in the Public Square.
10. Responding to a question regarding the status of the Antietam Overlay
Zone, Linda Irvin said that S.H.A.R.P. and other citizen's organizations
were given a six (6) month opportunity to present alternatives. To date
nothing had been received.
11. Jim Harp brought up the question of cemetaries and markers. He
suggested that the Commission ought to pursue or develop a program of
inventory and identifying historic cemetaries. He agreed to put together a
proposal on the suggestion for further discussion.
12. Commission members discussed briefly the workshop scheduled for
September 13. Steve Goodrich advised members to review the Secretary of the
Interior's standards and also suggested that members visit the site. Steve
agreed to provide Commission members with vicinity maps to orient themselves
with the site.
13. There being no further business to discuss, a motion to adjourn by Jim
Harp, seconded by David Corey was approved unanimously.

HISTORIC DISTRICT COMMISSION

JULY 5, 1989
1. The meeting was called to order at 7:05 P.M. in the second floor
conference room of the County Office Building. Commission members present
included Chairperson Karen Kretzer, Vice Chairperson Jane Hershey, David
Corey and David Kemnitzer. County Commissioners' Vice President Linda Irvin
and Senior Planner Stephen Goodrich were also present. Brent Feight, Susan
Frye and Jim Harp were absent.
2. The minutes of the June meeting were presented for approval. David
Corey moved and Jane Hershey seconded a motion to approve the minutes as
presented with a change to item 10 to indicate Mr. Corey's preference for
the noted letter as written (rather then the revision). The motion was
approved by an unanimous vote.
3. After a brief discussion, it was determined that a copy of the
Commissions' minutes would be sent to the County Commissioners' Office each
month after they are approved.
4. Karen Kretzer brought to the Commission's attention three items to be
added to the agenda: 1) Information on an organization called FOCUS, 2) a
MET (Maryland Environmental Trust) meeting and, 3) the Hagerstown
Preservation Design District Commission (PDDC).
5. Steve Goodrich advised the Commission that he had sent over 300 letters,
at the direction of the County Commissioners, to the property owners in the
new Antietam Overlay Zone. Steve noted that the letters explained how the
three zones affected the property owners, and included the ten standards
from the Secretary of the Interior that are used to review permit
applications and a map of the area.
6. Linda Irvin reported on the Washington County Network newsletter. She
said that articles for the first edition were due on July 10th. Steve
Goodrich will be preparing information on the Development Review Process.
Karen Kretzer provided a copy of a short article titled "HDC Reorganizes".
Mrs. Irvin explained that the Network proposes to designate a representative
in each County election district. During the development review process the
appropriate representative would be included in the review and provide
information to the Planning Commission.
After a proposal from the Chairperson, David Corey moved and David
Kemnitzer seconded a motion to contribute $10.00 from the HOC budget to the
Washington County Historical Trust, Inc. to assist in the newsletter
publication. The motion passed on an unanimous vote.
7. Karen Kretzer advised Commission members of the status of the proposed
Tax Credit Ordinance. She said that it had been presented to the County
Commissioners on July 5th and appeared to have been received favorably.
Karen mentioned that the County Commissioners would get a presentation on
the Certified Local Government Program (CIS) on July 11.

As a result of the discussion on the Tax Credit Ordinance and its
applicability to the Antietam Overlay Zone, Commission members asked to have
a list of properties in the AD Zone that are included on the Washington
County Historic Sites Survey. Members also asked to have copies of the
forms needed to apply for the HP zone.
8. Karen Kretzer passed out a "Plan of Action" which was a list of goals
which she hoped the Commission would focus its attention on in the coming
months. She also provided an updated list of Commission members. A check
was made to see that all members had Zoning Ordinances and the Secretary of
the Interior's Standards.
9. Steve Goodrich was asked to check into:
A) Whether the property shown on the listing of sites included in the
"HP" zone as owned by Elmer Smith really belonged in an "HP" zone.
B) Authority to regulate stone bridges.
C) Including notice of HDC's meeting in the Local Government Tell -a -
gram.
D) Recordation of the Commission's bylaws.
10. The subject of the Sharpsburg American Legion and their apparent intent
to construct a new legion hall at an unspecified time in the future was
C discussed. Commission members wanted to encourage Legion officials to make
contact with HDC early in the development of the plans for their new
building. By consensus, it was decided that Karen Kretzer would draft a
letter to the Sharpsburg American Legion and advise than that the Commission
was available to discuss their construction plans if and when they felt it
was necessary.
11. Karen Kretzer said that she had spoken with a potential applicant for
an "HP" district. Steve Goodrich explained the process of rezoning to
establish the zone.
12. A "motion form" was passed out. Commission members were asked to keep
them on hand to complete during a meeting when motions were made to assist
in preparing minutes.
13. A discussion developed about the location of the Washington County
Historic Sites Survey and its availability to the Commission and the general
public. David Kennitzer moved and David Corey seconded a motion to
recommend to the County Commissioners that the Survey be moved or duplicated
so that it could also be available in the Planning Commission Office. The
motion was approved by an unanimous vote.
14. Commission members discussed the need for a Historic District
Commission logo. Some suggested ideas included an identifiable feature from
one of the existing HP sites, the Court House or a single architectural
feature, ideas from the new County flag, Washington Monument or the National
Highway. David Kannitzer agreed to be the Committee to work on some
proposals.

15. Several other committees were formed to work on specific projects such
as A) Revisions to the By-laws and Ordinance - Karen Kretzer and David
Corey. B) Brochures - Jane Hershey and C) Guidelines - David Corey.
16. Linda Irvin provided more background on an organization known as
FOCUS. She said that the group is attempting to develop some long range
planning objectives not usually found in a County Planning Department. The
recommendation to form the group came from the League of Women Voters and
the Greater Hagerstown Committee. She also said that FOCUS was looking for
participation by citizens from all segments of the community.

In regard to
the MET meeting on
the
formation of
local land trusts,
Jane
Hershey and
Karen Kretzer said
they
would attend
on July 10.
18. Karen Kretzer informed HDC that the Hagerstown PDDC suggested that the
Tax Credit Ordinance be revised to include property owners in the Hagerstown
districts as eligible for the proposed tax credits.
19. There being no further business to attend to, the meeting was adjourned
at 9:15 P.M.

The Planning Commission considered the above referenced permit during
its review of the preliminary plat for subdivision proposed on this site
known as Redamar Estates. The Commission indicated no opposition to the
proposed demolition in its approval of the prelimilnary plat during its
January meeting.
The Historic District Commission evaluated the demolition permit during
its meeting on February 7, 1990. There was a motion to express no
opposition to the demolition permit which died for lack of second. Other
Commission members expressed opposition to the demolition, however no motion
to that effect was made. The County Comnissioner's policy which allows HOC
review does not provide for approval or denial, I believe the Commission
has fulfilled its responsibility pursuant to the policy.

The Historic District Commission for Washington County reviewed the
above referenced permit during its meeting on January 3, 1990. As you know,
the Commission's review and approval authority extends to the exterior
appearance of the buildings because they are commercial structures located
in the AO -2 zone of the Antietam Overlay.
The Commission voted to approve the plans as presented with specific
conditions regarding the store fronts and site lighting. The Commission's
approval is with the understanding that the site lighting will be model
#4200 by a manufacturer called Trimble House.
Although individual store fronts were not presented or approved, the
architect presented the options available from which tenants can "custom

THE HAGERSTOWN POT .ICE DEPARTMENT -- was featured on the Law Enforcement Training Network (LETN) regarding the
handling of the Judge Cordermanbombing incident. The City was given much credit for the procedures and shown as an example to other
departments to follow regarding incidents of the same magnitude. Congratulations, H.P.D.!
HAGERSTOWN MAYOR/CITY COUNCIL and WASHINGTON COUNTY COMMISSIONERS --will hold ajoint meeting
onTuesday, February 20th at City Hall in the Council Chamber at3 PM. Thepurpose of this meeting willbe to discuss the tax differential

RECREATION COMMTSSION SCHEDULESBUSIRIPS -- The Hagerstown/Washington County Recreation Commissionis spon-
soring a Valentine's Day Craft Clinic on Saturday. February 10th, a bus trip to the Ice Capades on Saturday, February 17th, and a bus trip
to the Harlem Globetrotters on Sunday, March 11th. For further information and registration, call 791-3187.
CENSUS BUREAU NEEDS VOLUNTEERS --The Census Bureau needs committed volunteers to conduct the 1990 Census activities.
We need local residents to visit and interview households for census information. Full and part-time temporary jobs earning $6.00 and
up per hour in this area will be available April through June, 1990. but we need you to apply now. These positions are ideal for students,
homemakers, and retirees. Please take great civic pride in helping your community to get a complete count for the 1990 Census. Formore

TAX PROGRAM —The Washington County Extension Office will offer apmgram on tax -savings ideas, strategies and techniques. The
program will be held on Thursday. February 8th from 7:00 to 8:30 PM at the Washington County Extension Office, 101 West Antietam

COURT HOUSE SECURII SECURITY MEASURES-- Since therecentparcel bomb incident which injured Judge John Cordennan,twowalk-
through metal detectors and a letter bomb scanner have been purchased for the Court House. Six additional deputies will be hired and
assigned to the Judicial Division in the Court House to provide needed security in the County buildings and court rooms and also to operate
the metal detectors at the enhances.
INCREASED FINES - HANDICAPPED PARKING SPACES --The Commissioners have agreed to amend the Traffic Ordinance to
increase the fines for illegal parking in spaces designated for the handicapped in the County. Fines will be set at the same rate as those
in the City of Hagerstown. The County Attorney was instructed to prepare the necessary amendments to the Parking Ordinance for public
hearing.
GYPSY MOTH PROGRAM --The Board of County Commissioners have agreed to support the State of Maryland's Gypsy Moth
Suppression Program for 1990.
CONVENTION AND VISITORS TOURISM_ BUREAU— Washington CountyTourism is now officially the Convention and Visitors
Tourism Bureau.
— Washington County's first Drug Free Zone was established January 19, 1990 at Bester Elementary School.
RECYCLING PROGRAM — An in-house recycling program implemented by County employees whereby they are collecting stock
paper, computer paper, newspapers and aluminum cans has had avery successful begirming. Over 3,200 lbs. of recyclable materials have
been reclaimed in 8 weeks. Local municipalities and organizations are invited to contact the Community Coordinator at 791-3320 for
more information.
TRY -STATE COMMUN►TY HEALTH CENTER -ADDITION TO CONTRIBUTION LIST—TheBoard of CountyCommission-
ers approved the addition of the Tri-State Community Health Center to the list of non-profit agencies to which the County may contribute
funds on January 16, 1990.
CHILDREN'S COUNCIL -CERTIFICATE OF WELCOME --The Children's Council explained anew program developed by the
Children's Council, inconjunction with the Washington County Hospital, whereby acertifrcatewill bepresented welcoming each newborn
into the County. Commissioner Bowers presented the first "Certificate of Welcome" to Paula Crebbs whose daughter, Holly, was bon
on January 1, 1990 at 2:37 A.M.
ANNUAL VISIT - CONGRESSWOMAN BEVERLY BYRON -- CongresswomanBeverly Byron visited with the Commissioners to
discuss anyconcems or problems they hav e w ith programs under the jurisdiction of the federalgovernment. ernment. The Commissioners discussed
various topics including the need for radar equipment at the Washington County Regional Airport. runway extension to Route 11, and
timely reimbursement from the FAA for the purchaseprice of the Community DevelopmentBlockGrant funding, and possible legislation
regarding recycling and packaging. The Commissioners asked Representative Byron for assistance in obtaining prevailing wage rates
for the 70/81 rail spur project from the Department of Labor.
PRESENTATION OFNEW WASHINGTON COUNTY PIN --Leroy Burner,DirectoroftheEconomicDevelopmentCommission,
presented Congresswoman Byron and the Commissioners with the new Washington County pin. The new pin depicts the bust of George
Washington with nine stars at the top representing the municipalities in Washington County.
