Dear Ms. Hughes:
This letter will transmit the Certified Local Government Annual Report for FY 97-98
from the Washington County Historic District Commission. I believe the information provided
meets the requirements. You will also find enclosed the Commission's Strategic Long Range
Plan. Washington County government began last year to require these plans from all
departments and agencies along with annual operating budget proposals to better plan future
operating expenses. It is not a required part of the Annual Report but it may be helpful in further
understanding the commissions activities and goals. I am sure you will call if there are

Part I, Category A
2. The Secretary of the Interior's Standards and Guidelines for Rehabilitation are
the HDC's adopted standards.
Category B

(P) Michael Gehr is a licensed Architect with experience with historic buildings
(P) Henry Bonebrake is a licensed Engineer and an owner of a historic survey
listed property
Richard Bachtell is a licensed home improvement contractor and owner of a
historic survey listed property
Jane Hershey is an active preservation advocate with an extensive list of
appointments to a variety of boards and commissions whose duties and
goals are often preservation oriented. In the Washington County
community her name is synonymous with historic preservation. She is
also the owner of Rose Hill Manor, a National Register listed property.
(P) Charles Highbarger is a retired high school history teacher with a
demonstrated interest in preservation.
Frank Artz is a lifelong farmer and collector of historic artifacts and owner of
historic survey listed properties. He is also a founding member of an
organization that is currently developing an agricultural museum.
(P) Bruce Johnston is a licensed engineer and currently City Engineer for the City
of Hagerstown.
2. The Commission's criteria are included in the adopted by-laws and the Historic
Preservation overlay zone, the ordinance that creates the commission and assigns its powers and
duties. They mirror the CLG membership guidelines that were in effect at the time of CLG
approval in 1990.

Renovators Roundtable training in September 1997.
Category C
1. No additional survey forms were produced during this reporting period. This period's
CLG project was not funded.
2. New survey forms are kept in the MHT library, the HDC's offices in the
Washington County Planning Department, The Washington County Public Library, The
Washington County Historical Society library, and where applicable, the Historical Society of the
surveyed town or community. The Planning Department also keeps copies of the Surveys of all
the incorporated towns in the County except Hagerstown. These are also kept at the Public
Library along with copies of all survey forms completed since 1975. The 1975 survey forms kept
at the public library are currently being copied by volunteers in order to have a complete set
located in the County Planning Department and the Historical Society Library. The collections
are protected via the normal security measures used for public buildings and are accessible upon
request of the general public through an employee of that particular location. They are not
available for general circulation. They are most often stored in filing cabinets or in binders on
shelves. They are accessible to the handicapped as the buildings are accessible to the
handicapped. The collections are not in audio form or braille. The collection is indexed
numerically and alphabetically if of a town or recognized village. They may be updated upon the
owners initiative. There is no scheduled for updates although additional survey and site
identification is a form of update.
Category D
1. The HDC meetings are held on the first Wednesday of each month, a date that
is set in the Commission's adopted by-laws which are recorded in the County Court House along
with all other applicable laws for public scrutiny. The meeting is not routinely advertised in any
media. Those having business before the Commission are notified individually, preferably by
letter but frequently, due to time constraints, the notice is by telephone. All public meetings held
in the County Administration Building, including the HDC, are posted in the lobby of the
building. The meeting is open to the public.
3. All meetings are taped. Staff composes minutes from notes and tape following
meeting for presentation at the next available meeting for adoption by HDC. Occasionally, HDC
makes corrections before adoption.
4. Notices to applicants are mailed as soon as possible after receipt of application.
Most often applications are received only a few days before meeting agendas are prepared and a
phone call is more efficient to notify applicant. Most often, the applicant is the only recipient.
On occasion a contractor may be copied. In rare cases another review agency whose requirement
might be affected by Commission action (building permits, floodplain or Planning Commission)
will receive copy of notice or results. All HDC correspondence is kept on file in HDC offices in
the Washington County Planning Department.
5. Applicants are most often present during meeting when decision is made.
Decisions are often in response to a building permit application. These responses are entered
into computerized permit processing and tracking system and which serves as the record of
action on the application. All agencies that are part of the review process have access to the
computerized information. The details are also part of the Commission's minutes. When
applicants want hard copies of responses for their files, copies of computerized information is
provided. On the rare occasions when no permit application is involved, letters are composed
and sent as soon as possible after the meeting when decision is made. (For example tax credit
applications).
6. All are contained in the text of the Historic Preservation Overlay zone as part
of the Zoning Ordinance, adopted by-laws or Tax Credit Ordinance. They are all on file with
"Acts, Ordinances and Resolutions" recorded in the County Court House. Also available from
staff at HDC offices upon request.
Category E
3. All 3 applications were considered at the same Historic District Commission meeting.
All 3 were also considered at the same County Commissioner's meeting. It took 2 meetings to
complete the local review of the applications.
PartII
Category A
2. The HDC has an annual operating budget funded by appropriation from the County's
general fund by the Board of County Commissioners. CLG funds are applied for and
approved/not approved on a yearly basis for specific projects that are not operating costs. Staff
salaries are not part of the HDC budget. Staff also has responsibilities to the Planning
Department and Commission that fiord salaries. Large expenditures, such as for training and
CLG projects, are first approved by the HDC. Routine expenditure such as memberships,
supplies or reimbursement of travel expenses are handled by staff. Staff also approves payment
of invoices from consultants performing CLG projects. New memberships would be approved
by HDC first and then renewed routinely by staff.
A budget summary for the reporting period in the form of the 13th month report
indicating total budget for each line item and expenditures is enclosed. Expenditures for the
period were minimal due to lack of CLG project approval, no training funds and payment for the
year's training from the previous year's budget.

SUBJECT: 13th month reports
The auditors have completed the FY98 audit and the financial report was presented to the
Board of County Commissioners on October 27th. The County had an excellent fiscal. year.
Revenues came in strong due to low unemployment and solid economic growth. Income tax
revenues were overbudget, mainly due to the continued bullish stock market. The majority of the
departments held expenditures at or below budget which also assisted the County in ending with a
surplus. Thanks to everyone for being cost conscience and for your assistance in completing the
audit.
Enclosed are your departments 13th month fmancial reports for FY98. These reports contain
all year end adjustments. If you have any questions, please feel free to give me a call.

A & B CALL TO ORDER AND ROLL CALL
The regular monthly meeting of the Historic District Commission was called to order at
7:00 p.m. on April 1, 1998 in the first floor conference room of the Washington County
Administration Building in Hagerstown, Maryland. Members present were Charles Highbarger,
Jane Hershey, Michael Gehr, Henry Bonebrake, Bruce Johnston and Chairman Richard Bachtell.
Planning staff member Steve Goodrich and secretary Beth Shifler were also present. Frank Artz
and County Commissioner John Shank were absent.
C MINUTES - There were no minutes presented for approval.

Steve Goodrich explained that this information is available for members to review at their
convenience and is located in the Planning Department.
E BUDGET
1. FY 98-99 Budget request
The completed FY 98-99 budget request as approved by the HDC in January and
submitted to the Budget and Finance Department was enclosed for the Commission's review. It
was noted that the Training line item of $400 was returned to the budget request and the CLG
project amount (Rural Community Survey Phase II) was increased to $8,000. Budget requests
have not yet been approved by the County Commissioners.
F UNFINISHED BUSINESS
1. Long Range Strategic Plan and Budget
The final form of this item, also approved in concept by the Commission in January , was
enclosed for information. There were no questions or modifications to the proposal.

G NEW BUSINESS
NATIONAL REGISTER NOMINATIONS
A brief overview and reminder of the HDC's role in the National Register process was
provided. Local input is desirable because there is often insight at the local level not available
anywhere else. Noting that a complete copy of National Register Bulletin #15 How to Aunly
the National Register Criteria for Evaluation was provided with the agenda, Steve Goodrich
proceeded to review the various criteria and standards the Commission should address in making
recommendations on the applications. Properties can be listed as representative of any one of
four criteria: A - being associated with events that have made a significant contribution to
history; B - associations with the lives of people significant in history; C - for physical design or
construction and; D - yielding or the potential to yield important information to the
understanding history or pre history.
1. National Register Nomination - Lantz -Zeigler House
Mrs. Mildred Heimer, the owner of the Lantz -Zeigler home, was present to answer
questions as was Merry Stinson, a consultant, who prepared the application. The new purchaser
of the Lantz -Zeigler house was also present. Criteria B, C and D were selected on the application
as the basis for the nomination. Steve Goodrich highlighted details to be considered in
determining if the site should be eligible under any of the three criteria selected. He referred
extensively to the guidance publication and provided examples. Commission members also
reviewed many photographs of the buildings. If determined eligible under Criteria B, the person
and activities should be clearly important in the historical context and the site should illustrate
the persons achievements. Under Criteria C the structure must represent the distinctive
characteristics of a particular style or method of construction. Yielding significant information
that contributed to the understanding of the historical context by filling information gaps or
presenting alternative theories, or having the potential to do so, would qualify the site under
Criteria D.
After substantial discussion, there were varying opinions about the importance of the
individuals associated with the site and how this site represented their achievements. There was
general agreement that the structure, as an example of the stone building tradition in Washington
County, made it eligible for the National Register.
On a motion by Bruce Johnston, seconded by Charles Highbarger and approved by a
unanimous vote, the Commission recommended listing of the Lantz -Ziegler House in the
National Register of Historic Places because it is eligible under Criteria B and C. The Zeiglers
made significant contributions to development of Washington County and the structure
displays distinctive and little changed characteristics of the local stone building tradition. It
displays typical as well as unusual in -tact characteristics of the type of construction.

2. National Register Nomination - Wilson School
The application for National Register Nomination was submitted by the owners Mr. and
Mrs. Lewis Horst and prepared by consultant Jean Ehman. In light of the explanations of how to
use the guidance publication discussed in the Lantz -Ziegler application and the information
provided in the application to support the proposal by the applicant that the site is eligible under
Criteria C the Commission began its discussion of the merits of the site. Bruce Johnston made a
motion to recommend listing of the Wilson School under Criteria C because it displays the
distinctive and undisturbed characteristics of the Greek Revival style of architecture popular for
19th century school houses in Washington County. As a whole it represents a significant and
distinguishable entity. Henry Bonebrake seconded the motion. The motion was unanimously
approved.
3. National Register Nomination - Beaver Creek School
Pat Schooley prepared the application on behalf of the Washington County Historical
Society, the owner, and was in attendance to answer questions the Commission may have. In
light of the explanations of how to use the guidance publication discussed in the Lantz -Ziegler
application and the information provided in the application to support the proposal by the
applicant that the site is eligible under Criteria C, the Commission had a brief discussion. On a
motion by Bruce Johnston, seconded by Jane Hershey and a unanimous vote, the Commission
recommended listing of the Beaver Creek School in the National Register of Historic Places
under Criteria C.
4. Tax Credit Application #TC-98-01 - Pat Schooley
Pat Schooley was in attendance to answer questions for the Commission regarding her
application for property tax credits. Chairman Richard Bachtell, who was also the contractor for
that project excused himself from the meeting and did not vote on the application. The building
permit for the enclosure of the existing porch which is attached to the main dwelling at Old
Forge Farm, zoned Historic Preservation, was approved by the Historic District Commission as
being consistent with the Commission's guidelines in September 1997. The construction has
been completed in accordance with the approved plans. This application was for the approval of
a 5% property tax credit. The total cost of the construction is indicated to be $12,318.00 and
would produce a credit of $615.90. Jane Hershey moved to approve the tax credit as submitted.
Michael Gehr seconded the motion which was unanimously approved. Mr. Bachtell abstained.

Administration Building in Hagerstown, Maryland. Members present were Charles Highbarger,
Jane Hershey, Michael Gehr, Henry Bonebrake, Bruce Johnston, Frank Artz and Chairman

On a motion by Bruce Johnston, seconded by Henry Bonebrake and approved
unanimously, the Commission agreed to add Permit # 97-9468 to the evening's agenda.
2. PERMIT # 97-9365 RICHARD EICHELBERGER
Steve Goodrich presented Permit # 97-9365, a request by Richard Eichelberger to add a
rear porch to an existing dwelling in the AO -I zone. Michael Gehr advised that he would excuse
himself from the deliberation as he prepared the plan for the builder. The structure is a modem
house not listed in the County Historic Sites Survey. The porch consists of a roof and supporting
structure on an existing slab. The addition is not visible from the road. The Commission
previously approved a carport enclosure for the same property and owner. On a motion by Henry
Bonebrake, seconded by Charles Highbarger, the Commission unanimously approved the
application as submitted. Mr. Gehr abstained from the vote.
3. PERMIT #97-9468 RODGER LOHMAN
Permit # 97-9468
is a request by Rodger Lohman to add a
front porch to an existing
dwelling in the AO -1 zone.
This structure is also a modern house not
listed in the
County Survey.
The porch consists of a 10' x 24' roof and supporting structure on an

This was another item presented for information only. It was noted as an excellent
resource for Commission members.
6. 1998 MEETING SCHEDULE
The meeting schedule for 1998 was distributed. The Commission will meet in theist
floor conference room of the County Administration Building.

Steve Goodrich reported that this CLG project has been completed, reviewed by the
Maryland Historical Trust and the County has been reimbursed for expenses to the maximum
amount allowed by the project contract. Maugansville and Rohrersville were surveyed and 200
sites identified and described. Contextual histories, boundary maps, pictures and detailed survey
forms were also part of the project. No action was needed.

Richard Bachtell and Charles Highbarger were reminded that their appointments would
soon expire. Both indicated willingness to serve another term if appointed by the County
Commissioners.
9. Historical Society Tax Credit Seminar
A brief report was provided on the presentation which Steve Goodrich participated in. He
mentioned that the State income tax credit will be revised and provided handouts on the matter.

10. RURAL COMMUNITY SURVEY PHASE II
The commission was informed of the various application guidelines and deadlines associated
with submitting an application for next years CLG project. There was a discussion about the
success of last year's project and the complications of writing an RFP that will produce exactly
the desired results. The Commission was advised that it needed to determine the communities
which are to be the focus of Phase II of the project. Staff presented a short list including
Leitersburg, Chewsville, Pen Mar/Highfield/Cascade, Cavetown, Fairplay/Tilghmanton and
Beaver Creek. There was a lengthy discussion regarding the merits of each and various priorities
such as growth pressures, existing histories and community size. On a motion by Mike Gehr,
seconded by Frank Artz, the Commission approved by unanimous vote Pen Mar/
Highfield/Cascade, Fairplay/Tilghmanton/St. James (Lydia), and Leitersburg/Chewsville as the
preferred order and the increase in the proposed FY '99 budget to $20,000 supplied in the
agenda.
11. BUDGET - FY `98 - `99 AND LONG RANGE STRATEGIC BUDGET
The proposed budget for the upcoming fiscal year was presented for Commission
approval prior to submission to the Board of County Commissioners. Steve Goodrich explained
that the proposal is the same as last years budget with two exceptions. The Rural Community
Survey, Phase II line item has been increased from $ 4,940 to $ 8,000 as explained previously,
and the Training line item has been included with a proposed amount of $ 400. On a motion by
Mike Gehr, seconded by Jane Hershey, the Commission voted unanimously to approve the
proposed FY '99 budget as presented.
The discussion then turned to the Long Range Strategic Plan and Budget. Staff explained
that it is the County Commissioner's desire to get a better idea of the long term direction, needs
and goals for county government operations which can be assisted with the strategic plan and
budget. Departments and agencies have been directed to analyze their operations and project
what they need or want to do in order to accomplish their responsibilities. It is specifically noted
that the Plan is not to be a forecast of what is certain to happen but an attempt to identify issues
and needs and design a way to accomplish them including the costs. Steve Goodrich explained
that he needed to solicit the HDC's goals and intentions for the future in order to develop the
long range plan and budget. He suggested that the Commission could maintain the status quo in
which case the plan budget would be the same as the current operating budget adjusted each year
for inflation only. Another point of view would be a more aggressive Commission pursuing
education for members, staff and the general public to promote the concept of preservation,
pursuing equal participation in a variety of County Government activities including development
plan review, creating additional incentives for preservation and becoming proactive advocates
for preservation of historic resources. The Commission discussed the benefits of both positions

noting the aggressive choice would likely require full time staff, significant funds for training,
equipment and activities. There was extensive discussion of various projects that would
contribute to or be the result of the proactive advocate position such as a full time staff,
community presentations of survey results, demonstration projects or an entire demonstration
house, design guidelines or information brochures. On a motion by Mike Gehr, seconded by
Henry Bonebrake the Commission unanimously approved direction to staff to analyze and
condense the evenings discussion regarding the Commission's desire to become the proactive
advocate for historic preservation in Washington County and develop the necessary Long Range
Strategic Plan and Budget.
12. COMPREHENSIVE PLAN UPDATE
The commission was informed of the County's new personnel evaluation system which
requires staff to set goals for the coming year upon which part of the evaluation is based upon.
Steve Goodrich indicated that it was a logical choice for him to select the Comprehensive
Historic Preservation Plan as it is related to the long range strategic plan and the update of the
Comprehensive Plan. He said it would be an ongoing project and the Commission would be
periodically updated. The previous vote on the direction of the Long Range Strategic Plan and
Budget also set the direction for and is completely consistent with an Comprehensive Historic
Preservation Plan.

A & B CALL TO ORDER AND ROLL CALL
The regular meeting of the Historic District Commission was called to order by staff
member Steve Goodrich in the absence of Chairman Richard Bachtell at 7:00 p.m. on October 1,
1997 in the first floor conference room of the Washington County Administration Building in
Hagerstown, Maryland. Members present were Jane Hershey, Henry Bonebrake, Frank Artz,
Charles Highbarger and Michael Gehr. Member Bruce Johnston and County Commissioner John
Shank were absent.
By consensus and as is the usual practice, the Commission agreed to adjust the order of agenda
items in order to address the items for those in attendance. The Commission agreed to consider
item # 2 under UNFINISHED BUSINESS, the Tax credit application for Ross DeMeritt.
F. UNFINISHED BUSINESS
2. TC-97-002 175 South Prospect Street - Ross DeMeritt
Mr. DeMeritt was present to answer questions for Commission members. Steve Goodrich
began the presentation by distributing before and after pictures supplied with the application. He
noted that the application was originally scheduled for the July meeting but Mr. DeMeritt could
not attend. He noted that the property is located inside Hagerstown's South Prospect Street
historic district and is eligible for credits under the County Tax Credit Ordinance. It was also
mentioned that when sidewalks need to be replaced in the district, brick must be used. The
sidewalk and the chimney repair required permits from the City and therefor required
Hagerstown Preservation Design District Commission approval. The other items listed did not
require permits. There was a lengthy question and answer period between Mr. DeMeritt and the
Commission which revealed the efforts to restore original fabric whenever possible or replace
with like material and style. Mr. DeMeritt described the history of the stone walls in the rear of
the property and his efforts to rebuild them as closely as possible to the original with a larger
opening to accommodate better access to the rear yard. There was also a discussion of the
chimney reconstruction including the no longer necessary three separate flues. The majority of
the painting was necessary due to the replacement of wood rather than just maintenance painting.
The color was not intended to be historic. Henry Bonebrake made a motion to approve the
application as submitted for credits in the amount of 10% of the $15,487.00 total expenditure
equaling a credit of $1,548.70 on the applicant's County property tax bill. Charles Highbarger
seconded the motion which was unanimously approved.

Rural Community Survey Status
Steve Goodrich reported that it was originally plannedto have the final reports available
for this evening's meeting but it wasn't ready. He reported that the consultants work has been
completed and paid for and the County has submitted the necessary items to receive
reimbursement.
G. NEW BUSINESS
1. Comprehensive Plan update public input meetings
In the agenda information the Commission received a letter addressed to Chairman
Bachtell requesting input in the process to update the County's Comprehensive Plan. Steve
Goodrich explained the process further by noting that 40-50 organizations were contacted in a
similar manner requesting their input. The Planning Department is also conducting a series of
public meetings across the county to gather input from interested citizens. It was also explained
that a second opportunity to comment would be available when a draft is completed. Members
requested a copy of the current material regarding preservation in the Plan which Steve Goodrich
agreed to supply. The item would be placed on the agenda for November at which time the
members will be able to formulate a response.

Maryland Association of Historic District Commissions Visit
Richard Janney, A Board member of MAHDC was present in the audience for the annual
visit. Mr. Janney explained MAHDC's goals and purpose and offered its assistance to HDC. A
discussion developed regarding previous items on the agenda, specifically the tax credit
application, historic roofing materials, masonry and mortar repairs and making sound defensible
decisions.

in Hagerstown, Maryland. Members present were Jane Hershey, Henry Bonebrake, Bruce
Johnston, Charles Highbarger and new member Michael (Iehr. County Commissioner John
Shank was absent.
C. MINUTES
D. COMMUNICATIONS AND BILLS
A variety of correspondence was provided to keep the Commission up to date on
numerous historic matters in the community and as a continuing effort to educate about the
multiple ways the MHT can influence preservation. The Commission's attention was directed to
the letter concerning the Weber garage, a past demolition permit review. State agencies have
determined the structure to be National Register eligible, located in the floodplain and therefore
demolition results in a negative effect on historic properties. The demolition, if the Webers
decide to proceed, will be the subject of an Memorandum of Agreement detailing the
documentation of the structure before it is removed and design of the new one. Another example
of how the review process is triggered was the branch bank in Boonsboro which necessitated
demolition of a contributing structure in the National Register eligible district in Boonsboro.
Because the bank required FDIC approval, the extensive review, determination of effect and need
for an MOA was triggered.
E. BUDGET
The Commission was provided with a copy of the approved budget for FY 97-98. Steve
Goodrich highlighted the approval of funds for Phase II of the Rural Community Survey (CLG
project) and the irony in the correspondence from the MHT that advised that the project was not
approved for funding by the MHT due to the lack of funds, not the projects merits. He also
pointed out that the budget did not include any funds for training.

RURAL COMMUNITY SURVEY
Steve Goodrich reported on the status of Phase I of the Rural Community Survey,
Maugansville and Rohrersville. He said that the final reports and related documents have been
submitted by the consultant and are under review by the Trust. The project is more or less
complete and the final product will be available at the next meeting for Commission review.
2. RURAL COMMUNITY SURVEY II
As reported during the budget discussion, the Board of County Commissioners approved
County funding for the project but Funds are not going to be available from the CLG program
and therefore the project can not continue this year. The application will be resubmitted for
funding in the next fiscal year.
PERMIT # 97-6042 & 97-6043 PAT SCHOOLEY
The Commission was reminded that members received the pertinent information
regarding this permit to construct a new detached 2 car garage and enclose an attached porch to
create a mudroom on this National Register property located in an HP zone. Via a phone poll of
members a majority approved the application as submitted in order to allow the applicant to
begin construction. Bruce Johnston had requested supplementary information regarding the
choice of materials which Mrs. Schooley provided and was included in the agenda material.
Steve Goodrich recommended a formal vote on the matter during a regular meeting in order that
there be a record of the action. On a motion by Bruce Johnston, seconded by Jane Hershey, the
Commission voted unanimously to approve the permit as submitted.
4. HISTORIC DISTRICT COMMISSION/HISTORIC ADVISORY COMMITTEE
Members were updated on the status of this item, a request by the Board of County
Commissioners for each group to self evaluate to determine if there are overlapping duties or
opportunities for consolidation. Both groups felt their assigned duties were clear, separate and
appropriate. Correspondence will follow to formalize the opinion.

RENOVATOR'S ROUNDTABLE TRAINING
There will be a slight adjustment to the plans for presenting Renovator's Roundtable, the
training sessions the Commission approved renting from MAHDC. Since the Commission went
to the trouble of finding a date suitable for most everyone, we will still plan to present the
training sessions on July 10, 1997. This will be instead of meeting on the regular 1st
Wednesday date of July 2. However, due to transferring funds in the current budget to meet
expenses for the Rural Community Survey and the complete elimination of training funds from
next year's budget (FY `97-'98) we wont be able to have "dinner" before the session. Also, I've
discovered that Thursday July 10 is a regular meeting date for the Hagerstown Preservation
Design District Commission. They meet at 4:30 pm. The invitation to join you has been
extended but I suspect attendance won't be as good as it could be if they didn't already have a
meeting earlier that evening. There is at least one piece of business, a demolition permit, that the
Commission must tend to this month.
In light of all that, a very brief regular meeting will be held on July 10, 1997 at 7:00 pm
in the regular location, the 2nd floor conference room of the County Administration Building at
100 West Washington Street in Hagerstown. After the meeting, we can conduct as many of the
four training modules as time permits (at least one, maybe two). The other two could be
presented during the August meeting or the Commission can discuss other arrangements. I will
still try to make arrangements for some type of "light" refreshment but don't skip dinner.
I hope that everyone will be able to attend on the 10th and the future date for the
remaining sessions. This will allow the entire commission to meet its training requirements for
the year. An agenda for the July 10 meeting will be mailed in the near future.

The regular meeting of the Historic District Commission was called to order by Chairman
Richard Bachtell at 7:00 p.m. on July 10, 1997 in the second floor conference room of the
Washington County Administration Building in Hagerstown, Maryland. Members present were
Bruce Johnston, Frank Artz and Charles Highbarger. Staff member Steve Goodrich was also
present. Absent were Gerald Ditto and County Commissioner John Shank. The meeting date
was changed from the usual first Wednesday upon agreement of all members at the previous
meeting due to the July 4th holiday.
C. NEW BUSINESS
1. DEMOLITION PERMIT 97-4347 A C & T Co. Inc.
According to county policy the demolition permit has been referred to the HDC because
the building is identified in the County's Historic Sites Survey as site # WA -1-352. Commission
members received a copy of the survey form, the demolition permit and a location map. The
owner, A C & T Co Inc. was not represented at the meeting. Steve Goodrich explained that the
buildings were to be removed to make room for expansion at the adjacent A C & T facility.
Following a brief discussion and on a motion by Henry Bonebrake, seconded by Charles
Highbarger, the Commission voted unanimously to present no opposition to the demolition.
H. TRAINING - RENOVATORS ROUNDTABLE
The remainder of the meeting was devoted to the presentation of Renovators Roundtable
I, Sessions 1 - SHORT-TERM MAINTENANCE PROJECTS THAT SAVE YOU LONG
TERM MONEY and Session 3-. MORE OLD HOUSE FACE LIFT: BRICK AND STONE.

Nomination of the Lantz -Ziegler House to the National Register of Historic Places is
recommended because it displays distinctive and little changed characteristics of the local
tradition of houses constructed of native limestone in Washington County. The house dates from
1800, about in the middle of the period when this type of construction was prominent (1760-
1840). While the house retains many typical features of stone construction and is therefore an
excellent in tact example of the type and method of construction, it also displays some unusual
features such as the finely coursed masonry and five bays, rather than three or four, which are
worthy of recognition as a variations from the norm. There is also evidence of two subsequent
building periods and many other in tact examples of architectural details such as moldings,
hinges, paneled doors and interior and exterior paint treatments.

Nomination of the Beaver Creek School to the National Register of Historic Places is
recommended because of its eligibility under Criteria C for several reasons. The school is
representative of a transitional design from one room schools in rural areas to multi -room
facilities that became necessary after the turn of the century. It expresses individuality and
variation from the typical rural school with its cohesive design and finely finished exterior, in
part to be compatible with the Beaver Creek Christian Church across the street which was also
designed by the school's architect, prominent local architect Amos J. Klinkhart. The Beaver
Creek School is also eligible for listing in the National Register because it contains excellent
examples of the character defining features of the Gothic Revival style such as the strong vertical
orientation of the pointed arched door and window openings, buttresses and the bell tower. The
structure is little changed from its original construction which contributes to its authenticity and
interpretive value.

SECTION A - DEPARTMENT/AGENCY FUNCTION
The Historic District Commission (HDC) has a variety of functions and responsibilities.
Some are required or allowed by law while others are of an advisory nature. HDC is created,
assigned duties and governed by Article 20 of the Zoning Ordinance. It must also comply with
Maryland guidelines. In order to require or encourage preservation of historic buildings it has
authorities to review/approve/disapprove building permits and, through a separate but related tax
credit ordinance, approve or deny County property tax credits. It has other assigned duties as an
advisor in the land development process and is the keeper of survey documents. HDC has
Certified Local Government (CLG) status which makes it eligible for special State funding to
pursue historic preservation related projects such as planning, -surveys and education. A yearly
application is a high priority and projects are time consuming. CLG allows the County to
participate officially in the National Register nomination process.
Much less clear or predictable is the HDC's perceived/expected position as the
preservation expert and advocate in all local government preservation matters. The role of a
proactive advocate and effective resource for citizens and the government is performed on an as
needed or permitted basis rather than continuously and proactively. It is limited by time, staff,
resources and perceived policy.
HDC's long range goal is to be more proactive in promoting preservation in general and
to be a much more effective, visible and available resource for the County's citizens and the
government. This will be accomplished by becoming better educated in the field and profession.
It will allow HDC to educate the community, increasing awareness, support, preservation
activity and utilization of historic resources. The results are an enhanced quality of life and
improved economic opportunities for the Washington County community.
SECTION B - PROGRAM STRATEGIES
Personnel Costs:
The Commission is made up of seven appointed volunteers who attend one regular
evening meeting per month. Day to day activities are handled by one paid staff member, the
Chief Senior Planner, who is a member of the County Planning Department staff and has
multiple other duties to the Planning Commission. This staff member's salary and benefits are
included in the Planning Department budget. An Office Associate from the Planning
Department also assists with HDC clerical duties and is paid overtime wages when attending
meetings to take minutes. The ability of the planner to devote only part time to the HDC is an
inhibiting factor in the HDC's ability to pursue the stated long range plan. Creating a new
position of Historic Preservation Planner would allow full time pursuit of the long range goals.
This could occur at any time during the long range planning period with the knowledge that
improvements could begin almost immediately thereafter. Full time staff would contribute to
improved management of HDC business, have time to develop and implement a detailed
strategic plan to meet the long range goals and develop and submit applications for many
available, but to date, unused sources of funding for preservation projects. At this time there
does not appear to be additional clerical needs. For these planning purposes the new position is
added in the first year of the long range plan and progress toward the goal would be expected
soon thereafter. However, the position could be added at any time depending on the needs and
desires of the County. The new position will also free up the current staff member to work fu; I
time on other Planning Department duties, perceived as a gain for the Department.
Operating Expenses:
The creation of the Historic Preservation Planner position would naturally create an
additional salary and benefits need in an operating budget. HDC has its own operating budget
which the position could be added to or, since current staff salary and benefits are in the
Planning Department budget, the additional position could be added there. The new position
will also free up the current staff member to devote full time to Planning Department needs, For
these planning purposes the position is proposed in the HDC operating budget to lessen
confusion and to eliminate the temptation to assign non HDC duties. An additional staff position
will also necessitate additional office space, furniture and equipment. The current staff occupies
office space in the Planning Department which would not be vacant. Currently there is no
"extra" space in the department. However, it is appropriate for a preservation planner to be a
part of a Planning Department. It makes most sense to retain the position in the same general
location and space may be found as other changes occur in the Administration building.
Other operating expenses (office supplies, subscriptions / periodicals, dues, tuition and
travel expenses) are adjusted in the first year of the long range budget to accommodate the full
time staff and related increased activities and then adjusted for inflation in the following years.
The professional services line item is currently devoted to the CLG projects and will be adjusted
for inflation only.
Capital Outlay:
All office equipment, furniture, computers, phones, etc., currently used for HDC business are
assigned to the Planning Department and will remain for the current planner to use. At a
minimum, new staff would require a desk, chair, computer, phone and file cabinet. Expenses are
included but these items may be available from unused supplies.
Overall :
This long range proposal for the Historic District Commission is admittedly ambitious and
because of that, appears to create substantial expenses for Washington County. It is prepared
without knowledge of the elected officials' position on the issue. The proposal seems to be the
next step in the natural growth and evolution of the Historic District Commission as Washington
County grows into a more complex and enlightened community. If implemented, the additional
expenses are likely to result in a better educated and effective HDC and program, more efficient
and sympathetic county government when it comes to historic resources, increased heritage
tourism and economic development, a more knowledgeable citizenry, additional funding from
state and federal sources for public and private preservation projects and a general improvement
in attitude, appearance and respect for the past and its effect on the present and future.
