EMS Operations, DES Oley Griffith, Emergency Management Specialist, DES CALL TO ORDER: • Chairman Poole called the meeting to order at 7:00 pm and introductions were made. Old Business: By-laws discussion – Chairman Poole • A sub-committee was formed with Bob Moncrief, Dick Hopkins, and Kingsley Poole. They made various changes to the by-laws and presented them to the council with discussion. Chairman Poole will make the changes and resend the by-laws to the council. Minutes: • MOTION: On a motion by Ron Horn and seconded by Dick Hopkins, the ESAC members accepted the minutes of March 7, 2019 as presented. CARRIED Washington County, Maryland Emergency Services Advisory Council Meeting Thursday, May 2, 2019 Page 2 of 3 Old Business: Fairplay Report • The president of District 12 was not present to give a report. Chairman Poole did report that Fairplay is now staffed with a couple of career people during the day on week days. • Chairman Poole reported that District 12 went to the Loan Grant Committee but received no money. Chairman Poole talked with the local representative and he said that District 12 did not give a good presentation. Chairman Poole suggested to Jeb Eckstine that he should approach the committee again. LOSAP – President Moncrief & Dir. Dave Hays • Handouts were given out about LOSAP. Dir. Hays explained that some of the LOSAP data could be misleading. When a lot of our volunteers get to 50 points, their coordinator or the member stops doing the paper work and it doesn’t get entered into LOSAP. If this is the case, then LOSAP is not an accurate reporting system to quantify what our volunteers are truly doing for us. Dir. Hays said that if we can’t measure it, then we can’t fix it. The challenge will be to change how we are looking at information, so it gives us a complete look at LOSAP. A lengthy discussion followed. New Business: DES Director’s Report – Dir. Dave Hays • Brian Albert will start May 20th as the 9-1-1 Operations Manager. • We just received two additional notifications from FEMA on public assistance reimbursements for fire/rescue and Highways. • A Request for Proposals was passed out. This document will go out to the public around May 14th should the County Commissioners decide to approve this. This is for financial review and accountability for the Fire & EMS companies. We are not looking back but going forward. This is designed to tackle commissioner provided funds. Fuel, maintenance, utilities, and electric costs, which are typically reimbursed, will be reviewed by a third-party vendor that will be a CPR firm. They will ask the companies to submit these quarterly. WCVFRA Report – President Robert Moncrief • The recruitment & retention position was advertised again. Modifications were made to the job posting. Washington County, Maryland Emergency Services Advisory Council Meeting Thursday, May 2, 2019 Page 3 of 3 Remarks for the Good of the Council – Chairman Poole • The students in the Fire & Rescue Program entered a competition called Skills USA. First place student will go to Louisville, KY, in June for the national competition. There will be four scholarships awarded to the Fire & Rescue students. • The graduation for the Fire & Rescue Program is Wednesday evening, May 29th at South Hagerstown High School at 7pm. Adjournment • MOTION: With no other business brought forward, a motion was made by Dick Hopkins and seconded by Ron Horn to adjourn the meeting at 8:55pm. CARRIED.
