CALL TO ORDER:
• Chairman Poole called the meeting to order at 7:00 pm.
Minutes:
• MOTION: On a motion by Ron Horn and seconded by Brian Albert, the ESAC
members accepted the minutes of November 8, 2018 as presented.

Fairplay Report
• President Eckstine provided the council with an update on continuing progress of the
Community Volunteer Fire Company of District 12.

• Chairman Poole stated that he attends most of the company meetings of Company 12 and
suggested that the president of that company would no longer have to attend ESAC
meeting since we will be aware of any issues within the company. He stated that the
company was doing very well. ESAC was asked by the BOCC to oversight that company
while they are on probation. That probation ends in October of 2019.
New Business:
DES Director’s Report – Director Dave Hays
• The volunteer apparatus insurance plan is up for renewal. We had a meeting with the
Safety & Risk Coordinator from our HR Dept. Dir. Hays worked up a matrix for
vehicles, according to their age, that shows the proper amount of insurance they need.
Dir. Hays will send this to the EMS and fire companies. We talked about how the policy
works and will try to list some bullet points asking what if’s to better understand this
form. This shows that we should be better financial stewards of our insurance policies
and we’ve got to make sure that our asset inventory is accurate. In a couple of weeks,
we’ll present it to the WCVFRA.
• We have a request from Hancock Rescue for assistance from the county to take over their
ALS staffing. We briefed the WCVFRA on Nov. 27 and the County Commissioners as a
preliminary request. The County Commissioners said to find out from Hancock what
they need and come back on Dec. 11 for a closed session.
• Tom Brown was appointed Asst. Dir. for Emergency Management and Emergency
Communications.
• Funkstown Fire Dept. (Co. 10) would like to upgrade their LED lights in the station.
This will be a cost savings of around $5,000 per year. Since the county reimburses the
utility expense for each company which includes electric, Funkstown FD would like the
county to pay for the upgrade because in about 13 months the county would recover their
investment. Dir. Hays will speak with Budget & Finance and will try to expand the
program to any station that will benefit from this kind of upgrade.
MOTION: On a motion by Dick Hopkins and seconded by Dwayne Lunsford, the
ESAC members approved a motion for Dir. Hays to talk with Budget &
Finance about Funkstown’s request. CARRIED
• DES will attempt to build a CIP for the future replacement for the Rehab Unit.
WCVFRA Report – President Bob Moncrief
• At the last WCVFRA meeting it was agreed to appoint Todd Smith as the new 2nd VP.
Todd is currently a paramedic in Baltimore and will be retiring from his position very
shortly.

• The budget was approved and will now go to the County Commissioners.
• Nicole Stotelmyer, Recruitment & Retention, has resigned.
• The WCVFRA agreed to combine the Air Unit and the Rehab Unit under a new title
called Emergency Support Services, Station 25.
Sam Anderson - Operations Manager of Fire Operations
• Sam will give a copy of the Power Point presentation on Washington County Fire/Rescue
Staffing to Dwayne Lunsford and Brian Albert who were not at last month’s meeting and
go over it with them.
Comments
• A county commissioner asked Chairman Poole why the ESAC has a county employee
attending the meetings to record minutes. Chairman Poole will look into changing the
by-laws so that a council member can handle that task. The group had no objections.
• Chairman Poole is trying to find out what the ESAC’s responsibility is from the County
Commissioners.
• Chairman Poole asked Bonnie to send the VFIS report, by e-mail, to all voting members
of the ESAC. The voting members are asked to come back at thee next meeting,
January 3rd with their top five priorities from the study.
Adjournment
• MOTION: With no other business brought forward, a motion was made by Dick
Hopkins and seconded by Brian Albert to adjourn the meeting at 8:20pm.
CARRIED.
NOTE: The ESAC members were asked to stay after the meeting and view a video on
diversity that all county committees are viewing; however, due to technical
difficulties, that was not possible. We plan to view the video at the next regular
meeting.
