The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 10:00 a.m. by the President, Ronald L. Bowers, with the
following members present: Vice President Richard E. Roulette and Commissioners R.
Lee Downey, John R. Salvatore and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Irene Shives, Copy Room Clerk, followed by the
Pledge of Allegiance to the Flag by the full Assemblage.
WAIVER OF TAX PAYMENT REQUIREMENT - William E. Beckley
Motion made by Commissioner Roulette, seconded by Snook to grant a waiver of
payment of delinquent property taxes to William E. Beckley, on his property located
on St. James College Road, in order that he may obtain a permit to place a mobile
home on the property, with the provision that FY 1984/85 taxes are paid by August
29, 1986, FY 1985/86 taxes are paid by January 1, 1987, and a continuing effort is
made to keep tax payments current. Unanimously approved.
RECESS
The Meeting was recessed at 10:15 a.m. for a ribbon -cutting ceremony at the Gateway
Industrial Park to open the new Richard Henson aircraft maintenance facility in the
former Fairchild plant, and to honor Mr. Henson at a luncheon by formally
designating a road at the county's Regional Airport as Henson Boulevard.
AFTERNOON SESSION
The Afternoon Session was convened at 1:30 p.m. with President Bowers presiding and
Vice President Roulette and Commissioners Downey, Salvatore and Snook present.
REPORT ON HIGHFIELD WATER SYSTEM
Robert Holsinger, Chairman of the Washington County Sanitary Commissioner, Lynn
Palmer, acting Executive Director of the Sanitary District, and Merle Holsinger,
Consultant, appeared before the Commissioners to inform them of the status of the
Highfield Water System Project. They said that, after opening bids for various
options, it was determined that the total project could be completed with no
increase in user fees, if a grant of an additional $137,038 could be obtained.
They further stated that, if they were forced to seek this additional funding from
Farmers Home Administration, users of the system would have to pay increased fees,
and the proposed start-up date of October 1, 1986, would be delayed.
MOTION made by Commissioner Salvatore, seconded by Snook to lend the Washington
County Sanitary Disrict up to $137,000 at 5% interest to finalize funding
requirements for the Highfield -Cascade Water System, with consideration to be given
on making the loan a grant if bids for the Martins Crossroads water project come in
lower than projected. Unanimously approved.
CONVENE IN EXECUTIVE SESSION
MOTION made by Commissioner Roulette, seconded by Snook to convene in Executive
Session at 2:40 p.m. in regard to personnel matters, pursuant to the authority
contained in Article 76(A), Section 11(a)(6 & 7) of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Salvatore, seconded by Downey to reconvene in Regular
Session at 3:45 p.m. Unanimously approved.
AWARD BID - GENERAL LIABILITY INSURANCE
Motion made by Commissioner Downey, seconded by Snook to award the bid for
Comprehensive General Liability Insurance to Carroon & Black who submitted the only
bid of $235,524 annual premium for a $1,000,000 policy. Unanimously approved.
MINUTES OF MEETING OF AUGUST 5, 1986
Motion made by Commissioner Downey, seconded by Snook to approve of the Minutes of
the County Commissioners' Meeting of August 5, 1986, as amended. Unanimously
approved.
AWARD CONTRACT - EMERGENCY AIR UNIT (COMPANY 25) BUILDING
Motion made by Commissioner Roulette, seconded by Snook to award the contract for
construction of the Emergency Air Unit (Company 25) Building to Mid -East Builders
who submitted the low bid of $149,000. Unanimously approved.

MINUTES, CONT'D.
INITIATE ONE-WAY TRAFFIC ON CEMETERY LANE
Motion made by Commissioner Snook, seconded by Salvatore to accept the
recommendation of the sub -committee of the Traffic Advisory Committee and initiate
one-way traffic on Cemetery Lane from Virginia Avenue. Unanimously approved.
LINE ITEM TRANSFER - PLANNING COMMISSION
Motion made by Commissioner Roulette, seconded by Snook to approve of the transfer
of $700 in the Planning Commission Budget from Printing (28-422-000) to Capital
Outlay (28-487-000) to purchase a work station for the computer and printer.
Unanimously approved.
AWARD BID - TENNIS COURTS SEALING AND STRIPING
Motion made by Commissioner Downey, seconded by Roulette to award the bid for
Resealing and Restriping fourteen (14) tennis courts to John W. Taylor & Associates
who submitted the total low bid of $19,870. Unanimously approved.
EMPLOY ECONOMIC DEVELOPMENT SPECIALIST
Motion made by Commissioner Roulette, seconded by Salvatore to employ Sharon Disque
in the position of Economic Development Specialist to fill an existing vacancy.
Unanimously approved.
PROCLAMATION - METRIC WEEK
Motion made by Commissioner Roulette, seconded by Downey to Proclaim the Week of
October 5 - 11, 1986 as Metric Week in Washington County, urging all citizens to
recognize the importance of the metric system. Unanimously approved.
ADJOURNMENT
Motion made by Commissioner Snook, seconded by Salvatore to adjourn at 4:20 p.m.
Unanimously approved.
