Hill, Sr. Members Absent Ronnie Brezler Tasha Walls Staff Present Corinne Guglielmini Keith McMunn Marlene Benson Amanda Gregg, Guest 1. The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:01 pm. 2. There were no public comments noted. 3. There were no changes to the May 20, 2021 agenda. 4. A motion to approve the April 2021 minutes was made by Mr. Pool and it was seconded by Mr. Beard. Motion passed. 5. Resolution 2021-07 — House Keys 4 Employees. This resolution was already in existence and just need to be updated. A motion to approve Resolution 2021-07 was made by Mr. Pool and it was seconded by Mr. Beard. Motion passed. 6. Washington County Housing Solutions (WCHS) — Received a Notice of Funding Availability (NOFA) from the Washington County Grants office of approximately $5,000 to be used for the Family Self Sufficiency (FSS) program. HAWC will be notified once the BOCC approves their budget. The first year we applied we received $0. We received a $85,000 grant for energy efficiency measures for Tanglewood Court of which we spent $50,000. We moved those funds to WCHS to properly account for the expenses. We purchased appliances and equipment at a reduced rate so we didn't spend all the money. 7. Financial Report — For the month of April 30, 2021 net revenue is favorable to budget. Fiscal YTD revenue yields a favorable variance. The anticipated Housing and Urban Development (HUD) corrections in May and June will reduce the YTD favorable revenue variance. Total expenditures were over budget levels. Costs in training, travel, professional fees, and maintenance costs account for much of this unfavorable variance. It is noted that all these line items are under budget on a YTD basis through 10 months of operation. The YTD bottom line is favorable to budget and still on track to exceed our annual budget. R:Administrative/Board Meeting Minutes/2021 Francis Murphy's revenue for the month was favorable to budget driven by nearly full occupancy in April. YTD revenue was also favorable to budget through four months of operation in their fiscal year. Total expenditures were also favorable to budget. YTD costs are slightly over budget. The month of April pushed YTD net income to a favorable variance with the bottfom.line favorable to budget. A motion was made by Mr. Beard to approve the financial report with a second by Mr. Pool. Motion passed. 8. Executive Director's Report — Our new auditors for the FY2021 audit will be Clifton, Larson, Allen (CLA). Due to Covid-19 funding we were able to make the conversion to Yardi. Yardi is secure and backed up every day recording all changes made by staff. Ms. Guglielmini attended a meeting on April 27 regarding tax exempt bonds for $32 million for the Kilpatrick Woods project of modular housing at the west side of the city. HAWC will not provide bonds to support the project. HAWC received a MPIA request and we're waiting to hear from Maryland Legal Aid on the scope of this request. Covid-19 restrictions will be lifted soon and the Commission on Aging will begin reinstating the meals at the senior nutrition sites. HAWC will install hand sanitation stations and increase the hot water temperature. The Commission on Aging is interested in a senior nutrition site at Schoolhouse Manor. HUD has a need for high performers to use as mentors. The Western Maryland portion of the payment standard board is seeking Ms. Guglielmini's help with that endeavor. We are taking an active approach to finding housing for those individuals who have been issued vouchers but are having a hard time finding units to rent. Mr. McMunn negotiated a lower rate on our loan with United Bank for the Tanglewood Court loan. 9. The regular meeting adjourned at approximately 1:20 pm. 10. Next meeting on Monday, June 14, 2021 (rescheduled from June 14) at 12:00 pm IN PERSON.
