Board Meeting Minutes

1. The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:04 pm.
2. There were no public comments noted.
3. No changes to the September 17, 2020 agenda.
4. A motion to approve the August 2020 minutes was made by Mr. Pool and it was seconded by Mr.
Brezler. Motion passed.
5. It is expected that Washington County as a whole will see a substantial increase in evictions
within the near future. On January 1, 2021 evictions can start up again. HUD put out another
Notice of Funding Availability (NOFA) of $500,000 to obtain more mainstream vouchers.
Currently we have 14 memorandums of understanding within the county and work closely with
churches. The grant is due October 2.
6. Foster kids are aging out at 18 without the benefit of skills. We have applied for the Foster
Youth to Independent Initiative vouchers. There are several companies and case workers
offering support for these youth. United Bank has a 2"d chance banking program.
7. The financial statements for the FY2020 audit field portion is completed. The FDS REAC
submission has been conditionally approved. We are over the hump with no internal changes.
We will have a comment that the Francis Murphy Senior Apartments may sell. We will be
sending out our audit RFP to three companies. Those will be going out in October. We hope to
have Mike Steven's attend the November Board meeting to present the FY2020 financial
statements.
8. On September 10 we did our first submission for the grant at Tanglewood. Once approved we
will purchase air conditioners, hot water heaters and refrigerators plus more to reduce costs at
that property. We will also look into exhaust fans in the bathrooms.

9. Executive Director's Report — On Friday, September 11 we were notified that a staff member
had tested positive for Covid-19. All staff members were required to get tested and could not
return to work unless they received negative test results. The office was closed for two days
and went through a deep clean. The staff is required to wear a mask in the office for the next 14
days and their temperature taken upon arrival to the office. The Covid-19 virus is wearing the
staff out. We have 18 vacancies and our maintenance team is running ragged. With our
clientele we need to be cautious. Safety is paramount. Our HCV Manager gave notice and
we've hired a new employee. With the new hire we will make an operations change by moving
HCV under PM as a program. We are one of a few housing authorities that operates in the black.
10. Financial Report — For the month and fiscal year ended August 31, 2020, revenue was over
budget driven by the $93K from HUD for the second round of CARES Act funding in response to
the Covid-19 pandemic. The monthly rental subsidy was also favorable to budget. Total
expenses for the month were much closer to budgeted. Maintenance costs remain over budget
due to the high turnovers/vacancies we continue to experience at our properties. Additionally,
the appraisal cost of FM of $6.5M was incurred this month as a development cost for HAWC.
YTD costs are just under budget.
Francis Murphy's operations continue at budgeted levels. Revenue for the month was right on
budget. YTD revenue is over budget through eight months of operation this year. Total expense
for the month was favorable to budget. Maintenance material and contract cost as with HAWC
continue to be affected by the high rate of turnovers at FM. We are currently working with
Carrie Blackburn -Riley on the offer to Mr. Hersch. We are also working with DHCD to discuss
FM and the ability to renegotiate the three loans from 4% to 0% interest. In addition to
purchase the adjacent properties next to FM we were encouraged to apply for the 4-9% tax
credits.
11. The regular meeting adjourned at approximately 12:45 pm a motion to adjourn the meeting was
made by Mr. Beard and it was seconded by Mr. Brezler. Motion passed.
