Hill, Sr. Members Absent Ronnie Brezler (excused) Wayne Keefer Staff Present Corinne Guglielmini Keith McMunn Marlene Benson 1. The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:01 pm. 2. There were no public comments noted. 3. No changes to the August 20, 2020 agenda. 4. A motion to approve the July 2020 minutes was made by Mr. Pool and it was seconded by Mr. Beard. Motion passed. 5. The Schoolhouse Manor and Monterey House Management Agreements and Management Agent Certifications with DHCD were three years in the making and are now complete. Motion made by Mr. Beard with a second by Mr. Pool to sign the agreements with one minor handwritten change. 6. We received the CARES Act 2 for HCV ($92,748) and Mainstream Program ($850) additional funding. These funds will be used for additional sanitation Covid-19 related expenses. We have increased costs due to our demographics. Since we were unable to go through court evictions caused by the court closure creating substantial damages to our single family homes. We used $60,000 for payroll due to the stay-at-home order in March. If the money is not spent it will be taken back by HUD. We also incurred additional software and IT expenses which were also Covid-19 related. 7. Washington County Housing Solutions —We applied for MEEHA grants at Blue Mountain Estates (BME) and Schoolhouse Manor (SHM) to see if we are eligible. Previously these grants only covered weatherization. We will replace water heaters with 30 gallon capacity and ptac units for heat pumps. This will be the first senior living cottage style to receive these grants. R:Administrative/Board Meeting Minutes/2020 8. Executive Director's Report — The sink hole at Francis Murphy will cost approximately $15,000, less than anticipated. Concrete work at BME to include sidewalks, at the mailbox and ramps for safety at a cost of $23,500. Utilities are not allowed to terminate with tenants not paying their water. HCV Housing Specialist has left HAWC for a new position. Possible change from a "Department" to a "Program". The senior sites were shut down by Gov. Hogan and nursing home restrictions not yet lifted. We are working with our cleaning vendor for sanitation. Grab and go meals are to resume. Mike Guessford from the Commission on Aging wanted to know where their property was placed. Due to Covid-19 the items had to be removed. 9. Financial Report — For the month and fiscal year ended July 31, 2020, revenue and expenditures this month were near budgeted levels. Total expenses for the month were favorable due to favorable variances in office costs, travel and training, professional fees, development costs and depreciation. Maintenance and material and contract expenses were considerably over monthly average due to high turnover at our properties. Net income is favorable to the budget. Field work for the annual audit has been scheduled for the first week in September when staff from Citrin Cooperman and Company will be at our office. This is the third year of Mr. Stephens engagement for performing our audits and we will be soliciting proposals for audit services for the next three years this fall. Francis Murphy's operations continue at budgeted levels. YTD revenue is over budget through seven months of operation this year. Total expense for the month was slightly favorable to budget. Maintenance material and contract cost as with HAWC are elevated over previous month's levels. This is due to high turnover at the facility. We will present an offer to Sonny to see where he stands. A motion to move forward on presenting an offer was made by Mr. Pool and it was seconded by Mr. Beard. Motion passed. 10. The regular meeting adjourned at approximately 1:30 pm a motion to adjourn the meeting was made by Mr. Beard and it was seconded by Mr. Pool. Motion passed. 11.
